Section SF 1449 - CONTINUATION SHEET

STATEMENT OF WORK

This statement of work is designed to provide NRL Code 5540 with an annual maintenance contract for the below listed cooling and power equipment:

This maintenance contract will be initiated, scheduled, administered, monitored and updated by the Service Provider. The service activities will be directed and scheduled, on a regular basis, by a comprehensive equipment maintenance scheduling system based on manufacturers' recommendations, equipment location, application, type, run time, and the Service Provider's own experience. NRL Code 5540 is informed of the contract’s progress and results on a continuing basis via a detailed Service Report, presented after each service call for NRL Code 5540's review, approval signature and record. The maintenance agreement is payable in per Month advanced installments beginning on the effective date.

The Service Provider shall provide Mission Critical Data Center Maintenance to keep NRL Code 5540 Operations online and connected 24/7. As such, the Service Provider shall be Mission Critical Facility Services Provider. All Service Provider technicians, supervisory personnel, and helpers shall be U.S. Citizens capable of passing a security background check for access to the NRL site.

The Code 5540 Maintenance Plan shall include all of the following:

Operational Testing and Inspection Service This program shall include the professional operational inspection and testing of all listed equipment by a fully trained service technician. This service should ensure that equipment is operating according to manufacturers' recommendations, seasonal requirements and the NRL Code 5540 business needs. Testing shall be performed to ensure proper sequencing and operation. Fully trained service technicians shall provide NRL Code 5540 with recommendations for additional maintenance, as well as identify any worn, doubtful or broken parts.

Planned Maintenance Preventive maintenance services should be determined based upon NRL Code 5540 business objectives, risk tolerance, manufacturer’s recommendations and the awarded Service Provider’s industry experience.

Emergency Service Labor

This program shall include emergency service labor to respond to any emergency situation 24/7/365, including a 4-hour response from the time of an emergency situation notification. NRL Code 5540 shall receive a “prioritized customer response.” All travel and living expenses incurred while performing this service shall also be included.

Repair and Replacement Labor This program shall include the labor to repair or replace worn, failed or doubtful components and parts by highly skilled and trained technicians. Also included shall be any supervisory personnel and helpers necessary to perform the scope of work.

Maintainable Components and Parts Replacement This program shall include the replacement of worn, faded or doubtful maintainable components and parts. This program shall include the cost of maintainable components, parts, and supplies. Typical maintainable components and parts include: compressors, motors, contactors, motor actuators, sensors, etc.

Professional Maintenance Program The preventive maintenance program shall provide the necessary labor, materials and test equipment to perform inspection, adjustment, calibration, and testing of the system’s operation.

Service Program The Service Provider shall provide the following professional maintenance services for the building environmental mechanical system(s) comprised of the equipment listed in Table 1 above (Inventory of Equipment).

Carrier Chillers The Service Provider shall be a Carrier Authorized-Factory Service Provider and listed on the Carrier Commercial Services website for the District, Maryland, and Northern Virginia area or the Service Provider shall provide proof (Completed and Signed Training Certificates for each Technician) that their technicians have attended Carrier Factory-Certified, hands-on, Training with Carrier Chiller simulators in a laboratory setting.

The Service Provider shall possess a Carrier Navigator Display Module for use in diagnosing error codes and logs for the Carrier Chillers.

The Service Provider shall perform all Preventative Maintenance tasks listed in the Carrier Chiller Service Manual along with the following:

Monthly Visits

• Check condenser coils for debris and clean as required.

• Check all refrigerant joints and valves for refrigerant leaks.

• Check moisture indicating sight glass for possible refrigerant loss and presence of moisture.

Quarterly Visits

• Clean condenser coils

Semiannual Visit

• Inspect and Clean Flow Switches

Annual Visit

• Check all electrical connections. Tighten as necessary.

• Check accuracy of all transducers for each circuit.

• Check accuracy of thermistors.

• Obtain and test an oil sample.

• Clean cooler tubes if appropriate.

• Check to be sure that the proper concentration of antifreeze is present in the chilled water loop, if applicable.

• Check to be sure that the proper amount of inhibitor is present in the chilled water loop, if applicable.

• Check all refrigerant strainers and filter driers for pressure drops.

• Check chilled water strainers, clean as necessary.

• Check cooler heater operation.

• Check condenser fan blades to insure they are securely fastened to the motor shaft and their condition.

• Check Condenser Water Regulating Valve operation, if equipped.

• Check condenser water strainers, clean as necessary

CRAC Units The Service Provider technicians shall be Vertiv (formerly Liebert) Network USA qualified to provide installation, start-up, warranty services, and factory certified maintenance on Liebert Challenger mechanical equipment.

Quarterly Visits

• Check unit for proper operation, interlocks, tagging and excessive noise or vibration. Perform preventive maintenance and fill out maintenance report. Note any problems.

• Visually inspect units, piping and accessories for any signs of oil or refrigerant leakage. Note any found and schedule necessary repairs.

• Visually inspect coils for damage, obstruction and cleanliness. Brush, if needed, or schedule chemical cleaning.

• Check condition of and lubricate motors and/or shaft bearings, if applicable.

• Inspect fans or blowers for bent blades, imbalance, trash, dirt, proper rotation and air flow.

• Check belts for condition, proper tensions, and alignment. Adjust and/or replace as needed per contract terms.

• Check operation and settings of fan cycling, fan speed and temperature controls, if applicable.

• Inspect electrical wiring, components and connections for signs of wear or overheating; correct/tighten if necessary.

• Remove any loose debris or old parts around equipment. Notify customer if excessive.

• Clean evaporator drain pan and condensate drain piping as necessary. Install pan tablets and preventive maintenance condensate pump, if applicable.

• Replace air filters and/or media.

• Check operation of refrigerant cycle, pumpdown cycle, controls, refrigerant charge and oil level, if applicable.

Note any deficiencies.

• Check operation of compressor. Note any deficiencies.

• Check operation of microprocessor, thermostats, and/or controls in all modes. Verify proper set points. Note any deficiencies and replace any bad indicator lamps.

• Check operation of reheat.

• Check operation of humidifier, clean and flush same, check or replace defective lamps, probes, valves, element, canister, pads, filters and tanks as applicable.

• Check operation of condenser fan section or condensing unit, if applicable.

• Check for proper water/glycol flow and heat exchange. Note any deficiencies.

• Check operation of water/glycol regulation valves, flow safeties, changeover controls and pumps, if applicable.

• Check condition of water/glycol piping, valves, hoses, supports, gauges, thermometers, etc. Note any deficiencies.

• Pull and clean strainers in water lines.

• Inspect chilled water piping and valves for leakage. Check condition of unit and pipe insulation.

APC InRow Units The Service Provider be an Elite Data Center Partner with American Power Conversion (APC)/Schneider Electric.

This APC/Schneider Electric certification will grant the Service Provider access to all equipment, parts, and services in the network of APC/Schneider Electric Equipment.

Quarterly Visits

• Measure and record room temperature and humidity.

• Check the system for adequate cooling capacity to support the load and make recommendations as necessary.

• Ensure the environment is within manufacturer specified operating conditions and clearances.

• Document any environmental noncompliance issues and recommend appropriate action as necessary.

• Inspect unit for damage, missing or broken hardware, and abnormal noises.

• Inspect doors, panels, gaskets, and hardware. Check external paint integrity.

• Inspect for foreign debris and signs of corrosion within the unit.

• Check and tighten electrical connections within the unit.

• Replace drive belts, check and lubricate bearings, check motor mounts, pulleys, and set screws.

• Clean or replace the factory installed air filter and water filter media.

• Inspect heat exchangers, fan blades, and coil fins.

• Inspect for water leaks on the factory supplied piping system.

• Visual inspection for refrigerant and or Chilled Water leaks. Visually inspect for Water/Glycol condenser loop for leaks if applicable.

• Inspect condensate pan and verify proper condensate removal from unit.

• Clean or replace the humidifier cylinder. Inspect humidifier water valves.

• Check and tighten pipe clamps, piping joints, and compressor mounting hardware within the unit.

• The Advantage Ultra Service provides APC Elite Data Center Partner certified technicians at the customer’s location within a 4 Hour Response to diagnose, repair, and test the system in the event of failure. All related labor, travel and parts are included within the context of such an intervention.

• Document the status of the cooling unit upon arrival to the site (i.e.-Verify Alarms, Loss of cooling.)

• View active alarms, event log and display for alarms / information. Download event logs from the cooling Unit.

• Troubleshoot and repair the system as required

• Functional Testing conducted after corrective action is taken

• Describe the defect / failure of the cooling Unit

• Describe the corrective actions taken to resolve the defect/failure of the cooling Unit.

APC UPS/PDU/Batteries The Service Provider shall be an Elite Data Center Partner with American Power Conversion (APC)/Schneider Electric. This APC/Schneider Electric certification will grant the Service Provider access to all equipment, parts, and services in the network of APC/Schneider Electric Equipment.

Semi Annual Visits

• Inspect the UPS and/or PDU solution to ensure that all system components are clean and functioning within designed specifications.

• Verify and document that the system’s environment is within specified operating conditions including but not limited to room temperature, airflow, dust contamination, etc.

• Inspect all power and control wire termination points as well as all UPS and/or PDU system components.

• Check UPS and/or PDU event and alarm logs. Verify that input, output and bypass voltage and current values are within designed specifications.

• Verify transfer to on battery operation and transfer to and from static bypass.

• Check parallel operation performance.

• Verify and implement all required Field Advisories and Field Modifications.

• Check all circuit board revisions and update as required.

• Deliver a graphical site report documenting UPS and/or PDU status and on-site activities.

• Recommend any additional service activities as required resulting from the Preventive Maintenance activities listed above.

• Establish battery cell numbering for proper record keeping.

• Verify that battery area ventilation system is operable

• Verify existence of suitable eyewash equipment

• Check the general appearance of the batteries and surrounding area. Battery tops should be clean and dry.

• Inspect battery support racks or cabinets, mounting, anchorage, alignment, grounding, and clearances.

• Inspect for any evidence of corrosion at the terminals, connectors, bolts, and other metal parts and clean as necessary.

• Measure and record ambient battery room temperature and ventilation.

• Measure the total battery float voltage and battery float current.

• Measure and record the voltage of 10 % of the batteries using calibrated electronic measuring equipment.

• Perform general battery cleaning using only distilled or de-ionized water.

• Perform spot check torque on 10% of the inner-cell connection.

• Perform spot check negative post temperature on 10% of the batteries

• Verify all charger functions (output amperage and voltage) and alarms.

• Verify the application of an oxide inhibitor on battery terminal connections

• Measure and record internal cell resistance of all batteries using calibrated purpose-built electronic measuring equipment.

• Measure and record all inter-cell and inter-terminal connection resistance using calibrated purpose-built electronic measuring equipment.

• Select and mark 10% of the weakest cells (based on voltage) in the battery string for customer reference.

• The Advantage Ultra Service provides APC Elite Data Center Partner certified technicians at the customer’s location within a 4 Hour Response to diagnose, repair, and test the system in the event of failure. All related labor, travel and parts are included within the context of such an intervention.

• Document the status of the UPS and/or PDU upon arrival to the site (i.e. On-Line, On-Battery, Bypass or other etc.)

• View event logs and display for alarms / information on the UPS.

• Troubleshoot reported issue as required.

• Replace any defective parts and repair the system as required.

• Complete functional tests conducted after corrective action is taken.

• Describe the defect/failure and explain the corrective action taken. A detailed report will be provided.

Annual Visit

• Perform a load test in accordance with manufacturer’s published data.

• Measure each monoblock/cell voltage and total battery voltage with charger energized and in float mode of operation. Values should not vary more than 25% between identical monoblocks / cells in a fully charged state.

• Inspect, test and re-torque inter-tier, inter-rack and output cable connections in accordance with the manufacturer’s re-torque specifications.

EXCLUSIONS

The Offeror shall not be responsible for the following under this contract:

• UPS battery replacement shall not be included. Battery warranty may be provided by the manufacturer on a prorated basis.

• UPS A.C. & D.C. Capacitors.

• Replacement of bearings on a motor generator set.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition--

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

If any Offeror is utilizing a third party or subcontractor to perorm any of the work, please provide proof that they meet the certifications and qualifications aformentioned in the Statement of Work.

(5) Terms of any express warranty;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

(1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a single copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained free of charge by submitting a request to the addressee in paragraph (i)(1)(i) of this provision.

(j) Unique entity identifier. (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.211-7003 ITEM UNIQUE IDENTIFICATION AND VALUATION (MAR 2022)

(a) Definitions. As used in this clause-

Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

Concatenated unique item identifier means--

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;

and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD.
