SECTION C – Performance Work Statement
1.0 BACKGROUND
The Treasury Department’s Furniture Collection consists of antique furnishings that date to the 19th and early 20th centuries. The collection is diverse and consists of objects that have a provenance of use in the Treasury Building, a history of ownership by the Treasury Department or that were purchased to complement restored office spaces. Used daily in working office settings, the antique furniture sustains normal wear which ultimately requires conservation treatments. The monumental conference table detailed below has suffered from years of use, resulting in deterioration requiring refinishing.
The three-piece octagonal conference table was made for the Treasury Department in 1941 by Moline Furniture Works. A similar table was made for the White House at the same time and is depicted in wartime photographs. Moline Furniture Works held Treasury and other major federal contracts immediately before and after World War II. Treasury’s conference table has remained in constant use since 1941.
The conference table has not been conserved since 1994 and the 24-foot-long tabletop has experienced significant wear. Scratches, gouges, and areas of veneer loss and lift are seen throughout the entire length of the tabletop and apron. Numerous rings of water damaged have occurred along both sides of the tabletop from drinking glasses. Losses at the edge of the tabletop from chair damage are also apparent. It is believed that the pedestal retains its original finish.
Minor scratches and areas of loss exist and are consistent with continued daily office use.
