INSTRUCTIONS TO QUOTERS

FAR 52.212-1 Commercial Products (SEP 2023)

1.0 GENERAL QUOTE PREPARATION INSTRUCTIONS

Quoters shall provide firm-fixed prices for all line items. If a Quoter elects not to quote an item, the quote shall clearly state "No Quote" for that item. Quotes shall include the proposed delivery schedule for each item and sufficient product literature, specifications, or descriptive information to demonstrate compliance with the solicitation requirements. Quoters shall provide their Unique Entity Identifier (UEI) and CAGE Code, if applicable. In accordance with FAR 52.212-1, prospective awardees must be registered and active in the System for Award Management (SAM) at https://www.sam.gov at the time of award.

Quoters shall submit a single quotation containing all information necessary for the Government to evaluate the quote and determine for award. The quotation shall address each of the following evaluation factors:

• Technical - Quoters shall provide a brief description of the proposed items, including the manufacturer, model number, part number, and/or applicable specifications. Product literature, brochures, or specification sheets may be submitted to demonstrate compliance with the solicitation requirements.

• Price – Quoters shall provide firm-fixed prices in U.S. dollars for all items, inclusive of all applicable costs, including shipping, handling, and delivery charges.

2.0 PERIOD OF ACCAPTANCE

Quoters agree to hold the prices in their quotations firm for sixty (60) calendar days from the date specified for receipt of quotations, unless otherwise stated in an amendment to this RFQ.

Quotations shall be submitted no later than the date and time specified in Block 10. Quotations shall be submitted electronically via email to diane.rollins@treasury.gov and naweed.nezam@treasury.gov.

3.0 CONTRACT AWARD

The Government intends to evaluate quotations and make an award without conducting discussions with Quoters. Accordingly, each Quoter should submit its best technical and price quotation with its initial submission. However, the Government reserves the right to conduct discussions if the Contracting Officer determines that discussions are necessary.

The Government reserves the right to reject any or all quotations, waive informalities and minor irregularities, and make an award to other than the lowest-priced Quoter if doing so is determined to be in the best interest of the Government.

3 Bureau of Engraving and Printing 2031ZA26Q00103

4.0 MULTIPLE AWARDS

The Government may accept any item or group of items included in a quotation unless the Quoter expressly limits its quotation. Unless otherwise specified in the Schedule, quotations shall be submitted for the quantities identified in the solicitation. The Government reserves the right to make an award for a quantity less than the quantity quoted, at the unit prices offered, unless the Quoter specifically states otherwise in its quotation.

EVALUATION

FAR 52.212-2 -Commercial Products (NOV 2021)

1.0 GENERAL

The Government will review quotations to determine whether they comply with the quotation preparation instructions and solicitation requirements. A quotation that is incomplete, fails to address the required evaluation factors, or otherwise does not conform to the solicitation requirements may be determined unacceptable and removed from further consideration for award.

2.0 EVALUATIONS METHODOLOGY

The Government intends to award a contract to the responsible Quoter whose quotation conforms to the requirements of this solicitation and represents the best value to the Government, considering price and other evaluation factors.

The Government will use the Lowest Price Technically Acceptable (LPTA) source selection process. Under the LPTA process, award will be made to the responsible Quoter submitting the lowest evaluated price whose quotation is determined to be technically acceptable and compliant with all solicitation requirements:

• Technical (Non-Price): The Government will evaluate the Quoter's proposed items to determine whether they meet the salient characteristics and requirements identified in the RFQ. Quotations will be assigned a rating of either ACCEPTABLE or UNACCEPTABLE.

A quotation rated UNACCEPTABLE will be ineligible for award and will not receive further consideration.

• Price: The Government will evaluate quoted prices to determine whether they are fair and reasonable. Price analysis may be conducted using one or more of the techniques set forth in FAR 13.106-3(a), including comparison of competitive quotations, historical prices paid, market research, published price lists, or other relevant pricing information.

3.0 Basis for Award:

Award will be made to the responsible Quoter submitting the lowest evaluated price whose quotation is determined to be technically acceptable. A quotation will be considered technically acceptable if it meets all material requirements of the RFQ and is fully compliant with the terms and conditions of the solicitation.
