About this file

This is a Request for Qualifications (RFQ) issued by the Hermansville Housing Commission (HHC) for Phase 1 of a two-phase design-build procurement to replace potable water infrastructure and remediate lead at the 24-unit Golden Shores multi-family facility. The project encompasses surgical extraction of existing copper lines with lead-soldered joints, lead remediation oversight, and replacement with commercial-grade PEX-A distribution systems. The solicitation seeks comprehensive Design-Build Teams comprising a licensed General Contractor and licensed Architectural & Engineering firm. Phase 1 submissions are due by December 1, 2026, at 2:00 PM CT via the State of Michigan SIGMA Vendor Self-Service portal or physical delivery to the HHC administrative office. The highest-ranked teams (three to five firms) will advance to Phase 2, which will include a Request for Proposals requiring conceptual designs, project management plans accommodating strict 5-day unit turnaround constraints, and firm-fixed-price cost proposals. The project is subject to a strict 12-month federal obligation deadline, necessitating accelerated delivery.

The procurement is funded by a HUD Emergency Capital Grant (No. MI33E19250126) and follows Two-Phase Design-Build Selection Procedures outlined in 2 CFR 200.320 and HUD Procurement Handbook 7460.8 REV 2, Chapter 6. Phase 1 qualifications will be evaluated on Specialized Experience (30 points), Past Performance (30 points), Capacity to Meet Emergency Timelines (25 points), and Key Personnel qualifications (15 points). Submissions must include a cover letter, corporate resumes (SF 330 for A&E and equivalent for GC), key personnel resumes, minimum three professional references, and executed federal forms (HUD Form 5369-C, HUD Form 2992, and Standard Form LLL). Cost proposals, fee estimates, and rate sheets are prohibited in Phase 1 and will result in disqualification. The Hermansville Housing Commission encourages submissions from Minority-Owned Business Enterprises (MBEs), Women-Owned Business Enterprises (WBEs), and Section 3 eligible businesses.
