I. INTRODUCTION

A. INFORMATION

The City of Hanford is requesting Statements of Qualifications (SOQ’s) from qualified and experienced consulting firms who can provide Geotechnical Engineering services to the Utilities and Engineering Division.

The purpose is to establish a contract with up to three (3) consultants who are licensed and qualified to provide geotechnical and lab testing services.

It is the City’s intent to select up to three consultants for these services. Based on the expected yearly volume of work, it is not beneficial for either the City or the consultants to select more than three consultants for these contracts. The City is concerned that having only one consultant may result in an excessive workload and potential delays in the completion of assignments. Conversely, if more than three consultants are selected, the amount of work assigned to each consultant could be minimal.

Limiting the number of selected consultants will allow City staff and their consultants to establish more effective working relationships with the professional staff, providing consistency on projects. Therefore, the City reserves the right to select up to three consultants. The consultants selected will have scored the highest based on the total points received on the selection criteria of this RFQ and will meet the minimum requirements of this RFQ.

The selected consultant(s) shall perform services on locally funded projects, as well as state and federally funded projects. The City of Hanford has adopted the procedures of the "Caltrans Local Assistance Procedures Manual (LAPM) Chapter 10, Consultant Selection" for all state and federally funded projects. When performing work on a state or federally funded project, the selected consultant shall follow all requirements as stated herein and as required by the Federal Highway Administration (FHWA), Caltrans, and Chapter 10 of the LAPM.

The total combined amount payable to the consultants for state and federally funded projects shall not exceed $300,000 per year, with a maximum total of $900,000 over three years, without a signed amendment. Locally funded projects are excluded from this total. The Consultants Agreements will have an initial performance period of three years, with the possibility of up to two additional one-year extensions through amendments. The contract, including any extensions and amendments, shall not exceed five years.

All qualified firms interested in providing these services are invited to submit their Statement of Qualifications (SOQs). The consultants' SOQs will be evaluated and ranked according to the criteria provided in the "Statement of Qualifications Evaluation," attachment of this RFQ.

B. CITY OF HANFORD BACKGROUND

Hanford is located West of State Highway 43 and along State Highway 198. The City’s population is approximately 60,000. The incorporated area covers approximately seventeen square miles. Hanford is the county seat of Kings County, located in the heart of California’s San Joaquin Valley between Fresno and Bakersfield. Agriculture is the predominant land use surrounding Hanford and is the leading contributor to the City’s economy. Hanford continues to exhibit a strong small-town character and takes pride in its vibrant downtown which has remained the focal point and geographic center of the City.

As with many cities in the Central Valley, Hanford is experiencing extensive growth in commercial and private developments. The city has approximately 1500 new homes planned in the next 5 years. Land developers typically employ their own geotechnical engineer services for their development site, therefore, work performed under this contract will perform minimal private development services on behalf of the city.

C. PURPOSE, OBJECTIVE AND SERVICES PROVIDED

The consultant shall provide materials testing and geotechnical services and follow the City of Hanford Quality Assurance Plan (QAP) per Appendix B, Exhibit C, and other standards, along with all pertinent Local, State, and Federal requirements.

This solicitation is not for specific projects, but for On-Call specific services. The services are to be rendered for the duration of the contract term. The City of Hanford will execute up to three on-call contracts with consultants for Materials Testing and Geotechnical Services for local, state, and federal-funded projects. Work Orders based on a mini-proposal process will be issued for specific Local funded projects. For state and federally funded projects, work orders will be issued through mini-Request for Proposals (Mini-RFP) process (refer to Appendix A, Attachment 1 for example).

The Consultant shall only perform work that is assigned in an authorized and executed Work Order. This Contract does not guarantee that a Work Order shall be issued. The City does not guarantee a specific number or dollar amount of projects that will be assigned to the selected consultants. The Consultant may provide services to the City including, but not limited to: concrete, aggregates, soils, cement, metals, masonry blocks, hot mix asphalt, asphalt binder, and Independent Assurance; equipment calibrations; materials analysis & evaluation; field sampling; construction materials testing; analysis; reports; plant inspection; sampling of fresh concrete, asphalt, aggregate, soil, and other related materials; field nuclear gauge compaction tests on aggregate base, subgrade, and other related materials; core sampling of cured concrete, pavement, and other related materials; sampling of structural steel, rebar, and other related materials; field testing of concrete slump, soil compaction, and other related materials; field testing of welds, bolted connections; laboratory testing of various types of samples; special materials analysis & evaluation; provide materials information; and work related to testing equipment calibration. Consultants' services provided on specific Work Orders must include all necessary sub-contractor work, paid at prevailing wages if applicable, including traffic control and any other safety measures required for said work.

The on-call quality assurance material testing work consists, in general, of performing the City of Hanford standard field and laboratory testing to evaluate the construction contract’s compliance with the project specifications. For all testing work on federal and state aided projects, the laboratory and testing personnel must be certified by the Local Agency Independent Assurance Program. The consultant must follow all pertinent State testing requirements, and the City of Hanford adopted Quality Assurance Plan (Appendix B, Exhibit C).
