About this file

This is a Question and Answer Acknowledgement Form for Tallahassee State College's RFQ 2026-03, a Construction Manager at Risk (CMAR) selection process for a new 11,434 gross-square-foot educational building (Building No. 04) at the college's Site 2 Gadsden Service Center in Quincy, Florida. Sealed proposals are due September 16, 2026, at 1:45 p.m. EST, with proposal opening at 2:00 p.m. EST. The document addresses eight questions submitted by prospective respondents regarding project scheduling, scoring criteria, pre-qualification requirements, project details, proposal delivery locations, and available design documents. Construction is anticipated to be completed during the 2028-2029 timeframe, though the schedule remains preliminary and subject to change based on design development, funding, permitting, and college requirements. The selected CMAR will be engaged following Board approval and contract execution to provide preconstruction services throughout project development, including budgeting, scheduling, constructability reviews, value engineering, and cost estimating, with relevant project information provided as it becomes available.

The evaluation scoring allocates 20 percent to prior TSC Construction Manager experience, with proposers scoring between 1 and 7 points if they have no previous history with the college, 8 to 13 points for satisfactory performance, 14 to 17 points for very good performance, and 18 to 20 points for outstanding performance. This RFQ is independent of any previous pre-qualification requirements and is open to all qualified firms, not reserved as a small-business set-aside. The total project budget is approximately $10.6 million, funded through state appropriations and local college funds. Proposals must be submitted to the TSC Purchasing Department, Administration Building 27, Room 193, at 444 Appleyard Drive, Tallahassee, Florida 32304-2895, with evaluation of written proposals occurring September 21 on a 100-point weighted scale, short-listed firms presenting formally September 22-25, and the anticipated award date set for September 27, 2026, with Board of Trustees recommendation on October 19.

Question from: Dodge Construction Network Question #1 If known, what is the anticipated schedule for construction of this project?

Answer #1 The College has not finalized a detailed project schedule at this time. The Construction Manager at Risk will be engaged following Board approval and contract execution to provide preconstruction services. Construction is anticipated to be completed during the 2028–2029 timeframe; however, the schedule remains preliminary and is subject to change based on design development, funding, permitting, and College requirements.

Question from: H.A. Constracting Corp Question #1 The RFQ scoring allocates 20% to the category of previous experience with TSC. If we have no prior history with TSC, how is this category scored?

Answer #1 The "Prior TSC Construction Manager Services" criterion evaluates the College's direct experience with firms that have previously provided Construction Manager services to Tallahassee State College. If a proposer has no prior Construction Manager experience with TSC, the proposer will receive a score between 1-7 for this evaluation category.

Attached is the suggested scoring matrix for this specific section.

http://www.tcc.fl.edu/

18-20: Outstanding past performance with TSC. Projects consistently completed successfully with exceptional communication, budget control, schedule adherence, quality, and client satisfaction. No significant performance concerns.

14-17: Very good performance with TSC. Projects completed successfully with only minor issues that were promptly addressed and did not significantly affect project outcomes.

8-13: Satisfactory performance. Generally met expectations, but recurring or moderate issues affected project execution or required additional College oversight.

1-7: No prior TSC experience or marginal performance. Significant concerns regarding communication, project management, budget, schedule, quality, or responsiveness.

Question from: Scorpio Question #1 Please confirm that we are indeed qualified to submit our proposal to you and this is not an RFQ that requires prior pre-qualification from RFQ 2024-02.

Answer #1 Yes, you are qualified to submit a proposal for this project. This project is over the dollar threshold for pre-qualified CM’s, so it is independent of RFQ 2024-02

Question from: Cook Brothers, Inc Question #1 Can you provide us with any project details, i.e. location, size of building and intended use?

Answer #1 All current details are provided in the RFQ under the Proposal Specifications starting on Page 15.

Do these need to be delivered to the Tallahassee campus (444 Appleyard Drive Tallahassee, FL 32304) or the Gadsden campus (223 Pat Thomas Pkwy, Quincy, FL. 32351)?

Answer #1 Proposals must be received by the TSC Purchasing Office by September 16, 2026, at 1:45 pm EDST.

Question from: H.A Contracting Question #1 Please advise where the project drawings, specifications, geotechnical reports, and any existing design documents for GSC Building No. 04 may be obtained, or whether they will be issued by addendum.

Answer #1 The College intentionally seeks to engage the Construction Manager at Risk during the programming phase to allow the selected firm to provide preconstruction services throughout project development.

While design documents, specifications, and site investigation reports are not yet available, the selected CMAR will work collaboratively with the College and the design team to provide budgeting, scheduling, constructability reviews, value engineering, cost estimating, and other preconstruction services as the project progresses.
