About this file
The City of Peachtree Corners has issued a Request for Qualifications (RFQ CD-25-01) for a comprehensive rewrite of the city's Zoning Ordinance and updates to Land Development and Building Codes. The project seeks a qualified consulting firm to analyze and revise the existing zoning ordinances, focusing on Chapters related to Zoning (Appendix A), Planning and Development (Chapter 50), and Signs (Chapter 54). Proposals are due by 3:00 PM EST on May 07, 2025, with an anticipated contract award date of May 16, 2025. The selected consultant will be responsible for analyzing current codes, reviewing the Comprehensive Plan, assisting with public outreach, drafting new ordinance language, and formatting the code to promote transparency.
The evaluation of proposals will be based on a 100-point scoring system, with points allocated across categories such as consultant team qualifications (20 points), experience and examples (25 points), methodology (15 points), and budget (15 points). The city will require the selected consultant to produce various deliverables, including a PDF of the final report, electronic files in original formats, GIS shapefiles, and 15 printed color copies. The project will involve close collaboration with city staff, attendance at meetings, facilitation of community workshops, and presentations to the Planning Commission and City Council. The RFQ allows for potential additional scope of work for revising other city code chapters beyond the primary zoning and land development focus.

The work shall focus on the following Chapters/Appendices of the City’s Code: Zoning (Appendix A); Planning and Development (Chapter 50); and Signs (Chapter 54).
Although the following sections are not part of the project, the consultant will be asked to provide general feedback and identify issues on existing codes related to and affecting zoning policy:
Administration (Chapter 2), Buildings and Building Regulations (Chapter 10), Business (Chapter 14), and Land Development Regulations (Chapter 34). Such feedback may include updating cross-references, providing policy recommendations, or minor revisions as required to align with proposed changes otherwise provided under the project scope.
The Scope of Work should include the items listed below. City staff will work with the selected consultant to establish specific timelines, budget, and deliverables for the project. Generally, the consultant shall be responsible for writing the new zoning code, as well as providing guidance on best practices and trends, and checking assumptions.
1. Analyze Current Zoning Ordinance and Planning and Development Chapter. The consultant will work closely with City staff to produce an analysis of the existing code, including evaluating existing zoning districts and overlays, adding in appropriate zoning language for new uses, districts, overlays, regulations, etc.
2. Analyze the existing Sign Ordinance (Chapter 54) and provide feedback and proposed language regarding sign dimensions, design requirements, and other provisions as appropriate.
3. Review the Comprehensive Plan. The consultant will identify goals, recommendations, and implementation strategies, to ensure the new code is consistent with the Comprehensive Plan and other applicable studies/plans.
4. Help with Public Outreach. The consultant will assist City staff with public outreach initiatives and will attend all public hearings/public outreach events.
5. Draft the Document. The consultant will prepare drafts of the ordinance revisions, including graphics for review by staff, culminating in a final version to be presented to and acted upon by the Planning Commission and City Council.
6. Format the code. The consultant will format the code and organize it in a way that follows a logical outline and promotes transparency.
