About this file

The document is a Request for Quotation (RFQ) # 2025-051 issued by the California Department of Water Resources (DWR) for Seismic Monitoring Equipment. The RFQ seeks to procure 10 units of 3g Accelerographs along with associated equipment including DC and AC power cables, Ethernet cables, and GPS antennas, as well as a virtual training session to help DWR configure, install, and troubleshoot the equipment. The RFQ was released on September 10, 2025, with quotations due by September 25, 2025, at 2:00 PM PT. The seismic monitoring equipment will be used to provide near real-time seismic shaking readings for the California State Water Project and/or California Earthquake Early Warning System, with data to be continuously transmitted to DWR's central SeisComP collection and processing servers.

The RFQ includes detailed technical specifications for the equipment, with mandatory requirements that bidders must meet to be considered responsive. The procurement is structured to provide opportunities for small businesses and disabled veteran-owned businesses, with potential preference percentages of 5% for bid evaluation. Payment for equipment will be made upon receipt of goods and a DWR-approved invoice, with payment terms of Net 45 days. The equipment must come with a 12-month warranty and be delivered within 90 days of receiving the Purchase Order. The total value of the procurement is between $10,000 and $100,000, and all proposed equipment must be manufactured by the same equipment manufacturer. Bidders are required to submit several forms, including a DWR RFQ Cover Sheet, Bidder Declaration, Recycled Content Certification, and a GenAI Disclosure form.
