SECTION 2 - Qualifications Evaluation Criteria:
All Qualifications will be evaluated from the written responses to the requirements set forth in this Request. The evaluations will be based on the following criteria.
Company Experience – work on similarly scoped projects with State or
Municipal clients
30%
Qualifications – education, certifications, staff licensing 30%
Project Team – including project professionals & management 20%
References 20%
TOTAL: 100%
A. Evaluation of Proposals:
a) An Evaluation Committee designated by the City Manager will evaluate the remaining proposals and recommend the highest-scored Proposer or, if necessary, to seek discussion/negotiation or a “best and final offer” in order to determine the highest-scored Proposer. Responsive proposals will be evaluated based on stated evaluation criteria specified above. In scoring against stated criteria, the Evaluation Committee may consider such factors as accepted industry standards and a comparative evaluation of all other qualified RFQ responses in terms of differing price, quality, and contractual factors.
These scorings will be used to determine the most advantageous offering. Thus, while the points in the evaluation criteria indicate their relative importance, the total scores will not necessarily be determinative of the award. Rather, the total scores will guide the City in making an intelligent award decision based on the City’s requirements and the best value proposal (offer) received.
b) Completeness of Proposals: Selection and award will be based on the Proposer’s proposal and other items outlined in this RFQ. Submitted responses may not include references to information located elsewhere, such as Internet websites or libraries, unless specifically requested. Information or materials presented by Proposers outside the formal response or subsequent discussion/negotiation or “best and final offer,” if requested, will not be considered, will have no bearing on any award, and may result in the Proposer being disqualified from further consideration.
c) Opportunity for Discussion/Negotiation and/or Interview: After receipt of all proposals and prior to the determination of the award, the City may initiate discussions with one or more Proposers should clarification or negotiation be necessary. Proposers may also be required to make an oral presentation to clarify their RFQ responses or to further define their offer. In either case, Proposers should be prepared to send qualified personnel to
Page Number 10 Pedestrian Bridge Annual Maintenance - RFQ 2024-10 the City of Peachtree Corners to discuss technical and contractual aspects of their proposals. Interviews, if conducted, shall be at the Proposer’s expense.
d) Best and Final Offer: The “best and final offer” is an option available to the City under the RFQ process which permits the City of Peachtree Corners to request a “best and final offer” from one or more Proposers if additional information is required to make a final decision. The decision to seek “best and final offer” is at the sole discretion of the City.
Proposers may be contacted asking that they submit their “best and final offer”, which must include any and all discussed and/or negotiated changes.
e) Committee Recommendation for Award: The Evaluation Committee will provide a written recommendation for award to the Single Point of Contact that contains the scoring and related supporting documentation for its decision. The Single Point of Contact will review the recommendation to ensure its compliance with the RFQ process and criteria before concurring with the Evaluation Committee’s recommendation.
f) Negotiation: Upon recommendation from the Evaluation Committee, the Single Point of Contact may begin negotiations with the responsive and responsible Proposer whose proposal achieves the highest scoring and is, therefore, the most advantageous to the City. If negotiation is unsuccessful or the highest-scored Proposer fails to provide necessary documents or information in a timely manner, or fails to negotiate in good faith, the City may terminate negotiations and begin negotiations with the next highest-scored Proposer.
g) Contract Award: Award, if any, will be made to the highest-scoring Proposer who provides all required documents and successfully completes the negotiation process.

PROJECT DESCRIPTION
The Peachtree Corners Pedestrian Bridge is a steel arch structure completed in 2020 that spans over Peachtree Parkway, or GA141. The concrete bridge deck is supported at each end by cast-in-place concrete abutment towers. The steel structure consists of four arch sections with 12 arch hangers on each side supporting the metal form deck with weld and bolt connections. Contech Engineered Solutions (Contech) plans dated 8/1/2019 were used as a reference. See appendix for further clarity.
United Consulting was retained by the City of Peachtree Corners to provide the following services per Georgia Department of Transportation(GDOT) Biannual Bridge Inspection requirements:
• Prepare a traffic control plan for submittal to GDOT for review.
• Visually inspect the bridge components, using the Federal Highway Administration’s Bridge Inspector’s Reference Manual (BIRM) as a guide. We expected inspection items that require lane closures to be completed in one day, with possibly part of another day for items accessible from the bridge.
• Prepare this report of our findings and recommendations.
TRAFFIC CONTROL
The Peachtree Corners Pedestrian Bridge spans over Peachtree Parkway between the intersections of Peachtree Corners Circle and Forum Drive. The bridge location was visited to determine best traffic control method to safely provide sufficient area to analyze bridge components. After traffic analysis and bridge component locations, it was determined closing only the North bound left turn and left travel lanes would allow adequate area for a Class 2b Static Boom to operate. See Traffic Control Layout in appendix for clarity.
A certified traffic control team submitted the referenced Traffic Control Plan to GDOT. On the day of the bridge inspection two individuals in a signaling truck towing a stationary lighted sign arrived on-site. The left travel lane was closed with the stationary directional light and cones after Peachtree Corners Circle intersection. The cones continued past the bridge and ended approximately 50-feet further North, at least 30-feet before the Forum Drive intersection.
The referenced lanes were closed between 10:30am and 1:30pm. Once bridge inspection above closed lanes was completed the boom was repositioned on the sidewalks on either side of Peachtree Parkway to inspect the cast in place concrete abutments and remaining bridge connections.

FIELD OBSERVATIONS OF BRIDGE COMPONENTS
On November 28th, 2023, United Consulting visited the bridge to visually inspect the Peachtree Corners Pedestrian Bridge with the Federal Highway Administration’s BIRM and Contech plans dated 8/1/2019 as a guide.
In the closed lanes the boom was used to provide hands-on access for inspection of, but was not limited to, the steel condition and bolt and weld connection conditions represented in the Overall Bridge Elevation and Overall Section seen below; reference C-002 in Contech plans. Typical bridge components inspected are identified as in the Contech plans.
625 Holcomb Bridge Road, Norcross, GA 30071 • 770-209-0029 • unitedconsulting.com625 Holcomb Bridge Road, Norcross, GA 30071 • 770-209-0029 • unitedconsulting.com625 Holcomb Bridge Road, Norcross, GA 30071 • 770-209-0029 • unitedconsulting.com
After bridge component inspection was completed in the closed lanes the boom was repositioned on the sidewalks on each side of Peachtree Parkway to inspect remaining bridge components and concrete abutments. The inspection ended after walking the bridge deck to observe the conditions of the vertical posts, screen supports, and other miscellaneous bridge components. The Peachtree Parkway Pedestrian Bridge overall was in fair to excellent condition and unless otherwise noted (UON) met criteria listed in BIRM and specifications listed in referenced plans.
See appendices for clarity on bridge plan details and condition issues described below.
Steel
The steel appeared in good condition. A Positector 9000 was used to measure coating coverage which was found in compliance with the 6-11 mils DFT listed per General Notes 9&10 in referenced Contech plans. See Appendix A for clarity. Visual observations noted no significant signs of damage to the steel members.
There was a moderate level of corrosion and chipping paint on splice plate connections. This was noted especially at the splice plates between the floor beams and brace diagonals located below the bridge deck. See Photos 1-3.
The screed angle forming the concrete edge of slab and that supports the form deck panels on each side had frequent corroding pin holes for the whole length of the bridge. These are assumed to be caused by the deck fastening anchors installed prior to concrete placement. See Photos 4 & 5.
The metal decking supporting the concrete bridge deck as viewed from below was in excellent condition except in two bays. Corrosion was observed in the furthest south metal section that spanned over the seventh floor beam in from west abutment. See Photo 6.
There was also a green or white discoloration that when wiped off exposed steel in good condition.
Bolts
Unless otherwise noted, the bolt connections had bolt threads exposed past the nut, were snug tight, and splice plate connections had fayed surfaces. Several systems were observed to still have turn-of-nut black marks appropriately positioned, indicating snug-tight condition.
The deck fixed end beam anchor bolts did not match Details 4 & 7 on Page 3 of the Contech plans. See Appendix A for details. The details call for two nuts, with the first nut finger tight and the second tight. The threads are also supposed to be damaged after installation. Only the first nut is installed and the threads are not damaged. See Photos 7 & 8.
The third floor beam in from the abutments on each end of the bridge is directly supported by the arch strut below the bridge deck with double bolted slotted splice plates. At these locations large gaps were seen between the plates but it appeared these were intentional with permanent shims between the splice plate surfaces. The bolts were loose and installed upside-down. See Photos 9 & 10.
625 Holcomb Bridge Road, Norcross, GA 30071 • 770-209-0029 • unitedconsulting.com625 Holcomb Bridge Road, Norcross, GA 30071 • 770-209-0029 • unitedconsulting.com625 Holcomb Bridge Road, Norcross, GA 30071 • 770-209-0029 • unitedconsulting.com
At various arch hanger and arch brace connection points, the bolts were loose and varying depth of gaps were observed between the splice plates. This occurred predominantly at the top of the arch but also at deck elevations. See Photos 11-14.
Various bolts in the four bottom chord splice connections were loose. See Photo 15.
Welds
The welds appeared to be in excellent condition. No signs of corrosion or damage was observed. Similar mil coverage as listed in the Steel section above was noted when measured with the Positector 9000.
See Photos 16-18.
Concrete
The abutment concrete and bridge deck concrete did not show significant signs of cracking and appeared in good condition. A Swiss-Hammer was used to determine the compressive strength continues to harden and was in compliance with specifications listed in referenced plans. Some temperature shrinkage cracks were observed in various locations on the abutment walls and bridge deck. There were sections of concrete that appeared new because of a different, lighter, concrete color. Discoloration rust/brown marks were observed in the newer placed deck sections. Various areas across the bridge had small areas of concrete delaminate, with the worst area was at the third expansion joint from west abutment. Here a half-dollar size piece had broken loose. The non-shrink grout under the bridge pin abutment anchors was in good condition, showing only minor signs of temperature cracking. See Photos 19 - 21.
In August 2022, United Consulting observed cracks in the concrete at the east end elevated plaza. No significant changes in those cracks were noted during the current inspection.
Miscellaneous
Details 1 & 2 on Page 2, and affiliated sections therein, were used to review the bridge component conditions at vertical posts, screen support, and miscellaneous connections. Unless otherwise noted, the specifications listed in referenced details were met and in compliance.
The reference drawings did not have details for connecting the modular screen sections. The bolt connections were inconsistent. The variance observed appeared to be due to slotted hole misalignment.
A minimum of four bolts were observed at each connection but placement varied among the holes provided. The connections appeared adequate.
The grated guards on either side of bottom chord were in various conditions of fastening to the (3) 1x1 supports. Typically, they are bolted down on only the inside most support but at various frequencies.
Some sections were not bolted down at all, resting free between bottom chord and hanger splice plates.
See Photo 31.
The end side stringer clip on the west end, represented by Detail 14 on Page 5, had one missing bolt on the south side and the bolts on the north side had signs of significant corrosive damage. See Photos 32
- 34.

CONCLUSIONS AND RECOMMENDATIONS
Typically, the steel and coverage was in good condition. The steel members had minor organic growth and debris that would wipe clean. We do not recommend cleaning the entire bridge. The splice plate connection points, where steel is not primed or painted, show varying levels of corrosive damage. United Consulting recommends the splice plates be cleaned and re-coated with 2-5 mils DFT of Amercoat 450HSG Semi-Gloss Aliphatic Polyurethane or an equivalent. The cleaning, painting, coating, and touch-up remarks made in General Notes #8-11 in referenced plans should be followed. Particular attention should be paid to Note 11.D, leaving “slip-critical” surfaces untouched. See photo appendix.
The bridge arch, strut, floor beam and brace diagonal bolt connections were found to have consistent exposed bolt thread count, were snug-tight, and had fayed splice plate surfaces. Various locations were found to have loose bolts. The arch brace and arch hanger bolt system had varying degrees of loose nuts resulting in varying gap depths between the splice plate surfaces. Each of the four bottom chord splice connections had at least two loose bolts. United Consulting recommend these connections be re-tightened per specifications prior to cleaning and re-coating recommendation.
At abutment ends, the end floor beam anchors did not follow Detail 4&7 on page 3. The second nut should be installed, followed by damaging the threads.
No indications of problems with welds were noted.
United Consulting does not have any recommendations for concrete condition. The issues noted are aesthetic and cause no concern for structural integrity of the pedestrian bridge.
United Consulting recommends that the grated guard and bracing bolt components be tightened per specifications listed in the referenced plans and structural plans.
