The RFQ solicits services to evaluate a workforce housing initiative involving the conversion of a motel into apartments for healthcare workers employed by CareOregon's clinical and community partners in the county. The evaluation will be conducted in two phases, with Phase 2 focusing on current occupants only at the time of assessment. CareOregon has not yet finalized how the available apartments will be apportioned among partner organizations, with decisions anticipated by Fall 2023. Stakeholder interviews are anticipated as part of the evaluation process, though the format (in-person versus remote) had not been determined at the time of this response. The procurement document was published on June 13, 2023.
CareOregon declined to disclose the anticipated budget or not-to-exceed amount for this contract, as well as background materials regarding the selection, purchase, and conversion of the motel property. Regarding interviewee compensation, CareOregon indicated no preference or policy; however, any individual compensated for more than $600 will receive a Form 1099 for tax reporting purposes. No specific contract term, renewal options, or site visit requirements were detailed in the clarifying questions response.

Workforce Housing Evaluation in Seaside Oregon
RESPONSE TO CLARIFYING QUESTIONS
June 13, 2023
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.
1. Could you please provide the anticipated budget or not-to-exceed amount for this contract?
Answer: CareOregon chooses not to provide this information.
2. Has CareOregon determined how healthcare workers will be selected for occupying the converted building? If so, how?
Answer: Workforce eligible for occupancy will be employed by our clinical and/or community partners in the county. We are assessing how to apportion the total number of available apartments to our partner organizations and anticipate having that decided by Fall 2023.

4. Are stakeholder interviews anticipated to be in-person?
Answer: This has not yet been determined, and CareOregon is flexible at this point.
5. Can CareOregon provide any background materials regarding the selection, purchase, and/or conversion of the motel?
Answer: CareOregon chooses not to provide this information.
