About this file

This document is a Questions and Answers file related to RFQ #1PA5R0088.02 for Crushed Base Rock, submitted to the California Department of Parks and Recreation, Monterey District. The RFQ solicits bids for chemical toilet rental and septic tank/vault and lift station pumping and disposal services across multiple state parks and beaches in Monterey County, California. The procurement encompasses chemical toilet rentals (including ADA portable units, standard portable units, portable handwash stations, and special event trailer units), servicing of both rental and state-owned chemical toilets, and pumping services at fifteen designated locations including Zmudowski State Beach, Moss Landing State Beach, Point Lobos State Natural Reserve, and Julia Pfeiffer Burns State Park. Electronic bids must be submitted to monterey.contractbids@parks.ca.gov no later than 1:00 p.m. on Wednesday, April 1, 2026, with public bid opening via conference call at 3:00 p.m. the same day. Questions regarding contract documents must be submitted no later than 2:00 p.m. seven calendar days prior to bid opening, with answers provided by addendum on the CaleProcure website. The contract term is thirty-six months from Department of General Services approval, with an estimated start date of June 23, 2026, and termination date of June 22, 2029, with rates remaining fixed throughout the entire contract period.

Regular monthly service is required Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding weekends and state-observed holidays, with emergency callout services available twenty-four hours a day, seven days a week with a required four-hour response time. Contractors must possess and maintain a current and valid Liquid Waste Hauler Health Permit issued by the County of Monterey Health Department and must be trained and certified service technicians. A five percent Small Business Preference is available for certified small businesses or non-small businesses subcontracting twenty-five percent or more of the contract amount with certified small business subcontractors, while the DVBE Participation Requirement has been waived, though the DVBE Incentive still applies. Required insurance coverage includes general liability of one million dollars per occurrence and two million dollars aggregate, motor vehicle liability of one million dollars combined single limit, and pollution liability insurance of one million dollars per incident and two million dollars aggregate. Award will be made to the apparent low bidder whose bid complies with all prescribed requirements, with the grand total cost of the lump sum bid form serving as the evaluation criterion. Four addenda have been issued and must be reviewed by all prospective bidders prior to submission. The specific Q&A document addresses the delivery location, clarifying that due to the remote nature of the drop-off site in zip code 95460, no exact street address exists, though directions and a reference address are provided in the RFQ.

Questions and Answers

QUESTION

1. Could you please provide the exact delivery address, including the ZIP code, rather than directions for accessing the location?

RESPONSE

1. Due to the drop-off location being in a remote area, there is no exact address.
