A.2 VALUE ADDED TAX
Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or invoices because the U.S. Embassy has a tax exemption certificate from the host government.
SECTION B - STATEMENT OF WORK
The character and scope of work are set forth in the contract. The Contractor shall furnish and install all materials required by this contract.
In case of differences between small and large-scale drawings, the latter will govern. Where a portion of the work is drawn in detail and the remainder of the work is indicated in outline, the parts drawn in detail shall apply also to all other portions of the work.
B.1 Background
The U.S. Embassy purposes to replace the existing package air conditioner units at the following three (3) Millennium (MLN) Residences with Variable Refrigerant Volume (VRV) systems. The selected contractor shall be responsible for all three apartment units under this SOW: MLN 110-
12, MLN 110-34, and MLN 112-41. Work is to be performed at Millennium Residence, 118 Soi
Sukhumvit 20, Sukhumvit Rd., Khlong Toei, Wattana, Bangkok 10110. Apartment numbers
110-12 and 110-34 are located in Millennium Tower A, and apartment 112-41 is located in
Millennium Tower B. The contract type shall be firm-fixed price.
MLN 110-12 and MLN 110-34 are Type-D apartments with an approximate total area of 146.5 square meters each, located in Millennium Tower A, currently equipped with a 95,500 BTU/H
LG VRV system. MLN 112-41 is a Type-E apartment with an approximate total area of 193 square meters, located in Millennium Tower B, currently equipped with a 95,500 BTU/H LG
VRV system. The electrical system within the building is 380Y/220V, three-phase, four wire, 50 hertz. The desired air-conditioning system for all three apartments is Variable Refrigerant
Volume (VRV). For MLN 110-12 and MLN 110-34, the cooling capacity shall match the apartment space and shall not be less than the existing 95,500 BTU/hr. For MLN 112-41, the
CDU nominal cooling capacity shall not be less than 150,000 BTU/hr, based on proper heat load calculation for the 193 square-meter Type-E apartments. The contractor shall submit heat load calculation as part of the design package. The Seasonal Energy Efficiency Ratio (SEER) is not less than 15.
This SOW is to provide the requirements for a contractor to survey the site, to provide a replacement design, and then to replace the air-conditioning system. Multiple contractors as determined by the U.S. Embassy will be allowed to visit the site to gather all information necessary to provide a cost proposal for the replacement design and implementation. Each bidding contractor must provide a project proposal that includes a single-line schematic and basic room layout for the work planned, details of the equipment proposed for installation, a narrative in English of 300 or more words describing their proposed work, and a detailed cost proposal to provide a full engineering design and to then implement the design. The narrative must detail the contractor’s plan to minimize the period during which each apartment unit has no cooling, from the time the existing system is removed to the time the new system is fully commissioned and operational. The contractor with the Lowest Price Technically Acceptable
(LPTA) bid may then be selected to implement the project. The Embassy may select none of the bidders at its option.
B.2 SCOPE OF WORK
The purpose of this SOW is to secure the materials and qualified labor required to successfully accomplish the following work at the Millennium (MLN) residence in Bangkok, Thailand.
SURVEY PHASE. Contractors interested in bidding shall do the following:
1) Visit Post accompanied by a Post engineer to survey the existing air-conditioning system for replacement.
2) Gather sufficient data to perform a full VRV air-conditioning system replacement design package complete in all respects that shall include a proposed refrigerant piping, draining system and power supply one-line diagrams, a complete materials list, and a cost estimate
(note that this is information gathering only at this point).
3) Submit to the Contracting Officer (CO) a proposal that includes a single-line schematic and basic room layout for the air-conditioning replacement; details of the VRV system proposed for installation (including make, model, cut sheets, features); a narrative in
English of 300 or more words describing the proposed replacement and a detailed cost proposal to provide a full replacement design and to then implement the design. VRV air-conditioning systems offered must have local service and parts available in Bangkok. The submission shall state the local vendor and confirm that service and parts are available in
Bangkok.
4) Refrigerant piping layout, duct diagrams and electrical layouts and one-line diagrams developed by the contractor as a part of the bid package shall become the property of the
U.S. Embassy and can be used by the Embassy as it sees fit.
5) No information provided in the on-site survey by the COR or any other Embassy staff member shall be deemed to be direction or confirmation of anything counter to this
SOW. Only written directions received from the CO shall be recognized as official direction or notification.
DESIGN-IMPLEMENTATION PHASE. One contractor is anticipated to be selected from the bidders after the Survey Phase to complete the air-conditioning system replacement design and to install the replacement system meeting all requirements within this SOW. The Embassy reserves the option of not selecting any contractor to proceed with the design and replacement/installation at its convenience.
The only selected contractor shall do the following once a task order is issued:
1) Call the COR and Post Engineer within one week of the issuance of the task order to discuss the schedule for the remaining activities.
2) Provide a replacement design package for the existing air-conditioning system. The cooling capacity of the replacement shall be suitable to cool down the entire apartment to the required temperature 20o C under ASHRAE standard. The replacement system shall be Variable Refrigerant Volume, VRV system. The design package shall be complete in all aspects and shall include proposed refrigerant piping, duct system, draining piping and electrical one-line diagrams, CDU and FCUs details, additional exhaust ducts to connect to existing exhaust grills without any changes to the appearance of the building. If additional ducts are necessary, drawings must be submitted. The effectiveness of the system shall not be reduced by the additional ducts. Additionally, the package shall include cut sheets, a complete materials list, Duct system and a proposed installation schedule already concurred with by the COR and Post Engineer.
3) Submit the design package(s) for approval by the COR within 7 calendar days of issuance of the task order. The design package shall include all items in #2 immediately above.
The contractor must correct and resubmit the design within 7 days of direction to do so until it is technically acceptable to the COR.
4) Once the design is approved, the contractor shall order all equipment and materials within seven days of approval of the design package. The contractor shall notify the COR promptly when all equipment and materials are in his possession in Bangkok ready for transport to site.
5) The on-site installation work shall take less than 30 calendar days per room unit from start to finish.
AIR CONDITIONING SYSTEM SELECTION
Each contractor’s cost proposal must clearly state the air conditioning system model proposed and all optional features provided with the standard unit. The Embassy can determine that any air-conditioning system offered without features deemed essential by the COR is technically unacceptable. The contractor proposal must provide sufficient detail of the unit proposed to allow the COR to evaluate the unit for reliability, maintainability, and operational simplicity. The unit provided shall have qualified and approved factory service and parts available in Bangkok.
No unit will be allowed that does not have qualified and approved factory service and parts available in Bangkok. Cost proposal submissions must include a letter from the manufacturer explicitly stating that qualified and approved factory service and parts are available in Bangkok
(not service and parts from Singapore, China, the U.S., or elsewhere sent to Bangkok). The air-conditioning system proposed and used shall be commercially available. It must be Seasonal
Energy Efficiency 15 or higher. Units with proprietary manuals or schematics that cannot be openly provided to the buyer and any air-conditional maintenance firm selected to work on the air-conditioning system shall not be allowed.
SHIPMENT OF EQUIPMENT
Delivery to the site is the responsibility of the contractor. The Contractor shall furnish a written shipment schedule plan to the Project Owner. The contractor is fully responsible for any damage to the equipment and MILLENNIUM property during shipping or transport to the site. Any damage or anything that needs to be modified for shipment shall be the responsibility of the
Contractor and shall be replaced/repaired by the Contractor at no additional cost to the U.S.
Embassy.

O&M MANUALS
Two (2) sets of O&M manuals shall be provided to the Embassy Facility Manager upon completion of each individual apartment unit, prior to the contractor’s departure from that unit’s site. Since the three apartment units are expected to be completed at different times depending on tenant vacancy schedules, O&M manuals shall be submitted separately for each unit as it is completed – resulting in a total of six (6) sets across all three units. O&M manuals must include all schematics that may be needed in the maintenance or troubleshooting of the air-conditioning system.
