DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I PERFORMANCE WORK STATEMENT
The character and scope of the work are set forth in the Attachment 1 below. The Contractor shall provide all services as required by this contract and as described in Attachment 1.
ATTACHMENT 1
PERFORMANCE WORK STATEMENT FOR SURVEYS OF PUBLIC OPINION
Background:
INL Section of the U.S. Embassy in Podgorica seeks to contract the services of a locally registered research and polling organization to conduct 3 surveys of public opinion:
1) to determine the level of awareness among the public as well as the level of understanding among the public about the problem of corruption.
2) to determine the perception of quality of work of Target institutions 1
3) to determine the level of security awareness/perception among Target institutions2 personnel.
The purpose of these surveys is to establish baseline values for indicators contained in the INL Country Program Framework 2024-2028 (CPF). CPF is the main strategic document of INL, and it outlines vision, goals and objectives with indicators that require appropriate baseline values and targets. The indicators in question for which we need to establish baselines are:
% of Montenegrin public that correctly identifies corruption (Survey 1) % of citizens who believe that the work performed by Target institutions is mostly/somewhat efficient (Survey 2) % of court/prosecution staff feel safer after INL security assistance is provided – (Survey 3)
Also, these surveys will be used to gain insight into the general level of perception of corruption, quality of work of Target institutions and how safe the court and prosecution staff feels post INL security assistance. INL will use this data to guide further development of programmatic activities and to be more strategic in our work.
Specific Tasks:
