Dear Prospective Quoters:
Subject: Request for Quotations number 19M03024Q0001 to Upgrade Government Owned
Properties Residential Electrical Distribution Systems – 2024.
The United States Consulate General in Casablanca is seeking experienced electrical companies’ proposals to upgrade the current capacity of the electrical meters from 30 amperes to
60 amperes in eight (8) government owned villas. Statement of work follows on the next page.
The Consulate will conduct a site visit with the interested contractors on August 01, 2024, at
10:30 Local Morocco time. Please email to Casablancaproc@state.gov to ensure your participation in the walkthrough.
Your proposal must be submitted to Casablancaproc@state.gov on or before August 09, 2024, at
17:00 Local time. No proposals will be accepted after this time.
In order for a proposal to be considered, you must also complete and submit the following:
- SF-1449.
- Evidence of Entity registration in SAM.gov
- A complete and detailed proposal including VAT lines.
- All requirements in the below SOW.
The contractor shall furnish the following documentation at time of bid:
✓ Price breakdown of work according to SOW
✓ Timeline for work per Unit and overall project completion schedule.
✓ Contact information for on-site supervisor
✓ Copy of insurance policy for civil liability
✓ Written safety plan addressing safety issues specific to the site, including electrical safety and Personal Protective Equipment plans.

Scope of Work
U.S. Consulate Casablanca, Morocco
Upgrade GO Residential Electrical Distribution Systems – 2024
1. Introduction
1.1. The US Consulate in Casablanca, Morocco requires the services of an experienced electrical company to upgrade the current electrical capacity of the electrical meters from 30 amperes to 60 amperes in eight (8) Government Owned villas within the region of Route Azemour.
1.2. Upgrade will include replacing electrical meter and feeders (Main) from 10mm2 to 25mm2.
1.3. The contractor will ensure compliance with local electrical codes and regulations for each villa.
1.4. Minor Demolition is required for replacing the feeder lines.
1.5. Not a CAA or culturally significant property.
2. Site Assessment:
2.1. Conduct individual assessments for each villa, considering variations in existing electrical systems and layouts.
2.2. Evaluate the condition of wiring, circuits, and other components specific to each property.
3. Material Procurement:
3.1. Identify and procure villa-specific materials required for the upgrade, including 60-amp panel boards, wiring, and connectors.
3.2. Ensure all materials meet or exceed relevant safety and quality standards.
4. Safety Measures:
4.1. Develop site-specific safety protocols for each villa, addressing unique challenges or considerations.
4.2. Provide and enforce the use of appropriate personal protective equipment (PPE) for all personnel involved.
4.3. Contractor will adhere and follow all compliance with US Army Corps of Engineers (ACOE)
Safety and Health Requirements Manual EM 385-1-1.
4.4. Contractor will review and comply with all Lockout Tagout policies and procedures.
5. Installation Process:
5.1. Develop a customized installation plan for each villa, considering the unique characteristics of their electrical systems.
5.2. Implement measures to minimize disruptions to residents during the upgrade process.
5.3. Contractor to provide an initial project schedule (including major milestones and power interruptions) and shall provide an update to the Contracting Officer’s Representative (COR) at least 48 hours before any deviation from agreed upon schedule.
5.4. Share the planning with Facilities supervisor to coordinate with the tenants of the villas.
6. Unforeseen Challenges Contingency Plan:
6.1. Establish a dedicated team to address unforeseen challenges promptly.
6.2. Maintain open communication channels with Facilities supervisor to coordinate with the villa residents to address concerns and accommodate special considerations.
6.3. Have backup equipment and components readily available to address unexpected failures or deficiencies.
7. Inspection and Compliance:
7.1. Schedule individual inspections for each villa after completing the upgrades with the presence of Facilities supervisor and his team.
7.2. Any specific recommendations or requirements outlined by the Consulate facilities inspectors for each property should be brought to the attention of the COR; any action required outside of the statement of work shall not be executed without the approval of the Contracting Officer.
8. Documentation:
8.1. Maintain detailed records for each villa, including diagrams, specifications, and inspection reports.
8.2. Provide individualized documentation to the consulate Facilities supervisor, outlining the specific upgrades performed (single line diagram).
9. Project Timeline:
9.1. Develop a detailed timeline for each villa, clearly indicating the start and completion dates for each phase of the project.
9.2. Allow flexibility in the overall timeline to accommodate unexpected challenges at individual properties.
9.3. Construction must start by September 30, 2024
9.4. Operational hours are Monday – Friday, 08:00am – 16:00 pm , Saturdays 08:00 am – 13:00 pm- See holiday calendar schedule attached
10. Site Conditions
10.1. The site will be free of any debris related to the construction services, including any storage areas, throughout the period of performance and at the end of the project.
11. Final Walkthrough and Handover:
11.1. Conduct a final walkthrough with Facilities supervisor and his team to ensure satisfaction.
11.2. Provide comprehensive information on maintenance and safety considerations for the upgraded electrical systems.
11.3. Contractor must leave the space as received upon completion of the project.
