B. SCOPE OF WORK
B.1 INTRODUCTION
The U.S. Embassy Seoul, Republic of Korea, requires a qualified Contractor to perform comprehensive structural remediation at the Concrete Masonry Unit (CMU) perimeter wall, located within the Yongsan Embassy Housing compound in Seoul, Korea.
The Contractor shall provide all necessary labor, materials, tools, equipment, on-site management, and safety measures required to complete the project in accordance with this Statement of Work (SOW) and the International Building Code (IBC) standards. The scope of work includes the complete demolition and reconstruction of eleven (11) sections of CMU walls, removal of tree roots causing structural deformation, installation of a reinforced ground beam, and additional structural repairs for ten (10) vertical cracks, alongside structural crack remediation and mechanical stabilization as previously specified.
The Contractor’s employees will be escorted by the Embassy staff throughout the time they are at the work site. The Contracting Officer’s Representative (COR) will oversee the performance of the work throughout its progress.
B.2 DESCRIPTION OF WORK
B.2.1 TEMPORARY AND DEMOLITION WORK
B.2.1.1 The Contractor shall enclose the construction site by installing temporary Electro-Galvanized Iron (EGI) fences along the exterior side of the Yongsan Embassy Housing compound to secure the high-security work area prior to demolition work. The fences shall be structurally reinforced to withstand wind loads, and barbed wire shall be securely installed along the entire top edge of the EGI fence to maintain perimeter security integrity throughout the construction period.
B.2.1.2 The Contractor shall deploy dedicated signalmen and safety personnel throughout the construction period to control traffic, guide equipment, and prevent unauthorized personnel from entering the work area.
B.2.1.3 The Contractor shall completely demolish eleven (11) structurally damaged CMU wall sections located between existing concrete columns.
B.2.1.4 Before excavation, the Contractor shall inspect for existing utility lines. If there are unidentified underground utilities found during the excavation work, the Contractor shall immediately stop excavation, mark the site, and report the findings to the COR.
B.2.1.5 The Contractor shall excavate the subgrade to locate and completely remove massive tree roots that caused wall cracking. Mini-excavators may be used where accessible, while root extraction adjacent to existing structural concrete columns shall be performed manually to prevent damage.
B.2.1.6 All hand-operated, portable, or heavy-duty cutting and demolition devices used for the work shall be equipped with proper safeguards to prevent injuries or safety hazards and shall be inspected daily to ensure safe operating conditions and proper wiring.
B.2.1.7 The Contractor shall repair any damage caused by Contractor personnel on-site at the Contractor’s own expense. All damage shall be immediately reported to the COR.
B.2.1.8 The Contractor shall keep the work site clean and orderly on a daily basis during scheduled working hours.
B.2.1.9 All demolished concrete, CMU debris, and extracted organic matter (tree roots) shall be safely removed from the compound and disposed of at an off-site facility permitted in accordance with local environmental regulations. The Contractor shall dispose of all construction debris upon approval of the COR and submit a certificate of legal disposal for all debris removed to off-site locations.
B.2.1.10 The Contractor personnel shall always wear appropriate personal protective equipment (PPE) during construction work and shall provide PPE for any visitors to the construction site.
B.2.2 FOUNDATION, CMU WALL CONSTRUCTION, AND VERTICAL CRACK REPAIR
B.2.2.1. The Contractor shall clear the workspace around the cracked CMU wall area, ensuring unobstructed access on both sides of the wall.
B.2.2.2. For the ground beam installation, the Contractor shall prepare the subgrade by compacting and tamping the excavated trench with crushed stone aggregate to establish a stable foundation.
B.2.2.3. The Contractor shall install formwork and deformed steel reinforcement for the continuous ground beam to distribute loads and prevent future differential settlement.
B.2.2.4. The Contractor shall pour structural concrete (minimum 25 MPa) into the formwork. Concrete construction practices shall comply with applicable building code standards for masonry foundations.
B.2.2.5. After the ground beam has properly cured, the Contractor shall install new CMU blocks between existing concrete columns for eleven (11) completely demolished sections. The block laying shall include proper mortar joints and structural ties/dowels connecting to the existing columns.
B.2.2.6. Due to the hollow-core nature of CMU blocks, the Contractor shall inject or pour non-shrink structural grout into the internal voids along the major crack paths as necessary.
B.2.2.7. The Contractor shall allow adequate curing time for the internal grout to achieve sufficient compressive strength.
B.2.2.8. For the vertical crack repair across ten (10) identified locations on the existing wall, the Contractor shall perform V-cutting along the surface crack lines using a grinder to secure sufficient depth and width for repair materials, and clean the slots thoroughly.
B.2.2.9. The Contractor shall inject structural epoxy or polymer-modified repair mortar into the crack network to seal the barrier, prevent moisture ingress, bond the fractured sections, and restore structural integrity.
B.2.3 OTHER WORK
B.2.3.1 The Contractor shall provide full-time on-site supervision at all times while work is in progress.
B.2.3.2 The Contractor shall designate a competent safety manager who shall be present at the work site at all times to manage and oversee the safety of the construction environment.
