o Photo documentation of vehicles, lodging, and meal service (excluding images of travelers).
o Recommendations for future logistics planning (e.g., seasonal or regional access considerations).
8. Contract Modifications
• The Embassy reserves the right to adjust planned activities within the scope of this agreement.
Minor modifications may result from delayed information from local partners, approval timelines, or unforeseen partner or national-context developments, and will be communicated and agreed upon by both parties to maintain alignment with the contract's objectives.
• The Embassy also reserves the option to extend the period of performance and/or adjust the number and mix of trips authorized under this contract, using the fixed unit prices established in the pricing section, provided sufficient funds remain available within the total contract ceiling, and executed via bilateral modification.
• Additionally, and independent of the option above, the Embassy reserves the option to increase the frequency of trips to up to two (2) per month, using the fixed unit prices established, based on the Embassy's programmatic needs and provided sufficient funds remain available within the total contract ceiling. This provision allows the Embassy to accelerate the pace of trips within the existing 12-month period of performance.
For example, if actual trip costs allow the approved budget to support additional trips, without requiring an extension of the period of performance, though the Embassy may also elect to combine this option with the period-of-performance extension described above if warranted.
• To preserve service quality and account for constrained hotel and vehicle availability, this increased-frequency option will not be exercised during Guatemala's high tourism season (November through April). Additional trips authorized under this option will be scheduled on non-overlapping dates; the Embassy will not require the contractor to arrange two or more simultaneous trips. Any adjustment under this Section will be executed via bilateral modification.
9. Price Considerations
Offerors' attention is directed to the fact that this requirement extends beyond a routine tourism logistics package. Quoted prices must be fully burdened, inclusive of all direct and indirect costs necessary to perform the full scope of this SOW, including, at minimum:
• Driver compensation: salary, per diem, and lodging for the assigned driver for the duration of each trip.
• Administrative/coordination fee: the cost of managing the full logistics package, including vendor coordination, scheduling, meeting coordination, and paperwork specific to this contract, beyond routine trip logistics; including preparation of the reports required after each trip. This fee need not be itemized separately but must be reflected in the quoted prices.
• Vehicle depreciation and fuel.
• Design, administration, and analysis of the satisfaction survey
• A reasonable contingency allowance to cover small unforeseen circumstances during trips.
The Embassy will not reimburse or otherwise pay any costs beyond the firm-fixed prices quoted in the Price Table. Offerors should expect their quoted prices for this contract to exceed their standard commercial rates for comparable but less complex logistics packages, given the additional administrative, coordination, and reporting requirements described above.
