About this file
This is a Request for Quote (RFQ) issued by the Michigan Department of Natural Resources (DNR) for the procurement of wildland firefighting apparel. The solicitation seeks qualified vendors to supply wildland firefighting shirts (yellow) and pants (green) that comply with NFPA 1977 standards for protective clothing and equipment in wildland fire fighting. The shirt specifications require 5.5-6 ounce meta-aramid (Nomex) material with full-length front button closure, rolled collar with Velcro closure, breast pockets with hook-and-pile fasteners, and pen/pencil pocket on upper sleeve. The pants must be constructed from 7.0-ounce rip-stop weave para-aramid (Kevlar) Nomex blend material in BDU style with waist-adjustment buckles, cuff straps, rear pockets, front slash pockets, and leg cargo pockets. The procurement includes specific quantities across multiple sizes: 171 shirts ranging from Small-Regular to XXX Large-Tall and 168 pants ranging from 28x30 to 44x34. Samples in Large shirt and 34x34 pants are required with bid submission. The bid due date is May 29, 2018 at 9:30 a.m. EDT, with samples and completed RFQ forms required at the Lansing address. Questions must be submitted by May 18, 2018 at 12:00 p.m., with answers posted by May 22, 2018 on www.michigan.gov/sigmavss.
Pricing must include delivery to the Forest Resources Division in Marquette, Michigan, and vendors should indicate any requested quick payment discount. Payment terms are net 45 days from DNR's acceptance of goods. Evaluation will be conducted on a pass/fail basis, with contractors either complying fully with specifications or noting acceptable exceptions at the State's discretion. Bidders must complete the RFQ document and enter unit pricing in the SIGMA VSS system; failure to do so may result in disqualification. If discrepancies exist between the RFQ price and SIGMA VSS entry, the lowest compliant price will be used for evaluation. Samples will be assessed for quality and performance. The State reserves the right to utilize bidder information to determine fair market value and is not obligated to accept the lowest proposal. Qualified disabled veteran (QDV) preference may apply under MCL 18.1261(8), requiring proof of service, discharge status, service-connected disability, and business ownership documentation.
