The solicitation seeks fresh seed from 24 specified native prairie wildflower species in quantities totaling a minimum of 55 pounds across no fewer than 20 species. The seed will be planted during spring or fall 2018 to increase diversity in the nearly 700-acre restoration area. Ninety percent of all seed must have been collected within the last two years (summer/fall 2016 or 2017), with remaining seed collected no earlier than June 2015. All seed must originate from local genetic sources within 100 to 150 miles of the planting site, with no individual species quantity falling below 8 ounces or exceeding 8 pounds. The bid due date is May 29, 2018, at 9:30 a.m. Eastern Time, with a question deadline of May 21, 2018. No site visit or bidders conference is specified in the solicitation.
Pricing is submitted on a per-unit basis for each seed species, with delivery costs bid separately as a line item to the Department of Natural Resources in Lansing, Michigan. Payment terms are net 45 days from invoice, though bidders are encouraged to offer quick payment discounts. Bidders must complete the RFQ document and enter pricing in the SIGMA-VSS system; discrepancies between the two will be evaluated using the lowest price provided. The State reserves the right to reject all bids and is not obligated to accept the lowest price proposal. Qualified disabled veteran (QDV) preferences apply under Michigan law, requiring submission of DD214 documentation, VA rating letters, or certification from the National Veterans Business Development Council. Substitutions of up to 20 percent of listed species are permitted based on availability, provided total seed weight requirements are maintained at a fixed cost.
