Part 1
GENERAL INFORMATION
1. GENERAL
1.1 Description
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform current monthly new vehicle data consisting of consumer transaction prices as defined in this Performance Work Statement (PWS), except as Specified in section Part 3 as government furnished property and services. The contractor shall perform to the standards in this PWS.
1.2 Background
The Bureau of Labor Statistics (BLS) is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments. Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant. To achieve this goal, BLS occasionally purchases transaction data for analysis. The new vehicle data purchase is of additional importance as the Consumer Price Index (CPI) program has transitioned to using these price data in the index.
1.3 Objectives
The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, BLS is seeking detailed data for new vehicles as listed in the Performance Work Statement (PWS).
1.4 Scope
The contractor shall provide monthly new vehicle dataset that shall be delivered in a two-step delivery procedure per pricing month.
As shown in Table 2 below, the first delivery the last week of the current month and Table 3 below, the second delivery within the first week of the following month.
The first delivery for preliminary delivery will occur between the 24th - 25th of the month. The first data delivery will include all transactions starting with the first day of the previous month until the 23rd of the current month.
The second delivery (final delivery) shall occur by the 1st of the following month or first business day of the following month. This second delivery will include all transactions for the entire month. If any of the delivery/transaction dates occur on a weekend or a federal holiday, then the delivery/transaction date will be the following business day. See Tables 2 and 3 for delivery schedules of monthly data files.
