RFQ 140R8121R0001 Reclamation A&E IDIQ 2nd Round Questions and Answers
1. The PDF with instructions for the Past Performance Questionnaire is not loading. Is there somewhere else I can find the document?

2. Can you please clarify if you are looking for a firm to service all 17 western states for the A-E and Professional Support Services IDIQ, or if we can go after certain regions?
It is optimal to use a Firm that is able to service all 17 Western States, however that’s not a requirement, but please realize that may prevent your Firm from have the ability to meet the needs of the Task Order
3. Can you please clarify the due date for Architect & Engineering and Professional Support Services IDIQ (Notice ID - 140R8121R0001)?
The due date is March 15, 2021
4. Two of the attached files (Attachment 2 PPQ - Form_2.Pdf and Attachment 3 Past Performance Instructions_2.pdf) appear to be corrupted. We have tried opening them with multiple applications; all result in errors. Please check the files and re-post them.

5. From what we can see through the errors, the PPQ form appears to be based on the standard PPQ used by Naval Facilities Engineering Command (NAVFAC) and US Army Corps of Engineers (USACE). If we have NAVFAC/USACE PPQs that clients have previously completed may we re-use those to meet Reclamation’s requirement?
It is the Firms responsibility to use the forms provided via BETA SAM to fulfill the RFQ.
6. I wanted to share with you that two of the documents released via BetaSAM today have errors and we are unable to open them.

9. Clarification for Question/Answer 13:
“In addition to project specific information, any additional information regarding contracts and/or programs will be considered”. May we submit an IDIQ contract as a Section F project
Yes, as long as your Firm completed the work and you’re able to provide evidence of it
10. May a firm submit a CPARS “or” a PPQ or must a firm submit a CPARS “and” a PPQ. We understand just submitting a PPQ form by itself meets Reclamation’s solicitation requirement, but we remain unclear whether a firm submitting a CPARS alone would meet Reclamation’s requirement for this solicitation.
No, Reclamtion is requesting the PPQ to be properly filled out as well.
11. May we submit the organizational chart and additional supporting materials (e.g. map to demonstrate knowledge of geography) on 11x17 sheets?
Yes, and organization chart may be submitted on 11 x 17 sheets
12. Regarding the opportunity: C--Architect-Engineer (A-E) and Professional Services IDIQ (140R8121R0001), we have the following questions:
It appears that two (2) documents were added as Amendment No. 1 on Feb 11, 2021; however, it does not appear that there was a notice or documents in the original posting. Also, the notice indicates Amendment No. 2. Please advise.

16. As a follow up to our correspondence below, could we please get confirmation that that the active BOR Solicitation No. 140R8121R0001 posted on beta.SAM on Jan 20, 2021 is the announcement associated and to the Pre-Solicitation #140R8120R0013 (shown above) and if this also related to the 2019 Sources Sought No. DOIRFBO190044?
This announcement is not associated with Pre-solicitation # 140R8120R0013. This is a new stand-alone announcement
17. The current BOR Solicitation No. 140R8121R0001 has been released in multiple postings and we are not getting the notifications on updates or Amendments in beta.SAM.
It is the responsibility of the Seller community to monitor BETA SAM for new requirements and amendments
18. Thank you for re-uploading the Past Performance Questionnaire documents. I was able to download the PPQ Instruction document, however I am still getting an error message when downloading the PPQ Form:

19. Page 3 of Addendum 1 – “A Past Performance Questionnaire (PPQ) template with instructions have been posted to the BETA SAM site as an attachment to this amendment.”
Question: Can the offeror submit a PPQ that was previously completed for another government entity
(NAVFAC) utilizing a PPQ form that has the exact same questions as the one supplied by BOR? This consolidates the time required of government contract officers while providing the same information requested by BOR.
The information you choose to provide is solely the responsibility of each individual Firm, you will want to ensure the information you submit is accurate and up to date.
20. Our Firm is planning to submit our SF330 electronically in Adobe Acrobat (.pdf) format, which we understand is allowed based on question responses, but there were no specific instructions included for electronic submissions. Can you please confirm the Reclamation mailbox file size limit for regular email, as we would like to submit as a single file that way if possible (the file could be between 20 and 30 MB, but we will try to optimize the file and keep it below 20 MB if possible). Is there another method for electronic submission using file sharing for larger files or files that exceed the Reclamation email limit, and if so, can Reclamation please provide details and instructions?
I’m unable to acquire the actual file size our system can handle, however if you have a large file to submit, you can submit several emails to submit your proposal. For example, 140R8121R0001 1 of 3, 2 of
3, and 3 of 3.
21. We are readying our submittal for the above referenced solicitation and wanted to confirm any size limitations for the electronic file. Our file is approximately 15 MB. If this is too large of a file for you to receive, is there an alternate method through which we can submit (i.e. Fileshare Download) with link emailed to you?

22. Can you tell me how I can get an interested parties list for the solicitation listed?

24. It seems the original intent in Amendment 0001A was to give responders one week to adjust proposals to meet Q&A instructions after its release.
We respectfully request the final proposal due date be extended again to one week from the release date of the updated Q&A.

25. Cover letter: Is a cover letter permitted to accompany our submittal? Please confirm.

26. Section E Resumes: Will you accept 2 pages for each Section E resume? Please confirm.

27. Section F Projects: Will you accept 2 pages for each Section F project? Please confirm.
An offeror is at risk of receiving a lower rating if fewer than four (4) relevant projects are submitted
28. Section F Projects: Will you accept Master Services Agreements and/or IDIQs as a single Section F project? Or must each task order be its own Section F project? Please confirm.

29. Pages 3, 4, 5, 6 and 7 – Evaluation Factors: The list of evaluation factors on page 3 does not match with the detailed information on the pages that follow. Please clarify which is correct:

Page 3 has the same titles as pages 4-7, but they are just in a different order. This will not have any impact on the review of the SF 330’s
30. Statement of Assurance:
Page 5, Professional Qualifications (3rd paragraph): “Offerors shall provide a Statement of Assurance in SF-330, Part I, Section H that all key personnel proposed under this contract shall be available and that, if substitutions are necessary…” Page 6, Scheduling and Capacity (1st bullet): “Statement of Assurance that all key personnel proposed under this contract will be available and that if substitutions are necessary, advanced written notice will be provided to the Contracting Officer…”
Shall we provide the statement of assurance under Professional Qualifications? Or Scheduling and Capacity? Please clarify.
Please annotate the statement of assurance in either section, but state that it pertains to both sections
31. Page 6 – Specialized Experience, 1st paragraph: “If a project was performed by a J.V. Partnership, and not all J.V. Partners are on the team proposed for this contract, the offeror should specifically and separately address the work performed by each of the J.V. Partners. If the Project Description (SF-330, Part I, Section F, Part 24) and Role (SF-330, Part I, Section F, Part 25, (3)) do not clearly identify the work performed by each firm, the offeror may receive a less favorable rating for this project.”
So, if Acme Company was a JV Partner of ours on Section F, Project 1, but they are NOT a JV partner on this pursuit with Reclamation, are we correct in understanding that Acme Company must be listed in Box 25 of Section F, Project 1? Please confirm.
In this scenario, we would not need the information from a contractor that did not work with you previously.
32. Page 6 – Scheduling and Capacity (F and H), 3rd bullet: “General organizational reporting structure for key personnel identified in SF- 330, Part I, Section G.” Will you accept SF330, Part I, Section D – Organizational Chart to meet this requirement? Or would you prefer we also include a copy of the org chart in Section H? This will be a challenge given page limitations on Section H. Please clarify.

33. Page 7 – Past Performance (H), Submission requirements. 1st paragraph: “At least one Past Performance questionnaire, Attachment 1, should be submitted for all Proposed Team members (including Prime, J.V. Partners and Subcontractors) identified in SF- 330, Part I, Section C.” We could not find the attachment in the RFQ. Is this in error? Please clarify.

34. Page 7 – Past Performance (H), Submission requirements. 3rd paragraph: Does this mean you will accept CPARS assessments in lieu of Past Performance Questionnaire, if one is available?

No, Reclamation is requesting the Past Performance Questionnaire to be completed as well.
35. Given the many questions we have regarding this solicitation, including those previously submitted but not yet answered, and the time restrictions that are occurring as a result of the unanswered anomalies, we are respectfully requesting a time extension to the original submission date of February 19, 2021 of three (3) weeks. We propose a new SF330 Submission date of March 12, 2021.
The extended response date is March 15, 2021
