SYNOPSIS:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.

The solicitation is being issued as a Request for Quotation (RFQ). Quotes are being requested as described in the attached instructions and a hard-copy written solicitation will not be issued. The solicitation document, Solicitation No. 140M0120Q0081 and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2020-09.

In accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 in conjunction with

FAR Part 13, this combined synopsis/solicitation is posted for the United States Department of the

Interior (DOI) Bureau of Safety and Environmental Enforcement (BSEE) Acquisition Management

Division, Acquisition Operations Branch which is the contracting activity for this acquisition, submitted on behalf of the Bureau of Ocean Energy Management (BOEM), Environmental Services

Division in the Alaska Regional Office. The purpose of this solicitation is to solicit quotes for an effort titled “Improvements to the Oil Spill Risk Analysis (OSRA) Input Data - Verification and

Validation.” The primary objective of this requirement is for a Contractor to produce a set of standardized processes and tools to help BOEM facilitate verification and validation of ocean general circulation model (GCM) results and formatting those model results for input to OSRA.

The estimated period of performance for this requirement is 24 months from the date of award.

Offers are due to be received at the time and place identified in Section 4 of the RFQ. This acquisition is being competed as a Firm Fixed Price Purchase Order.

SECTION 1

PRICING

1.1 GENERAL INFORMATION

This acquisition is being conducted in accordance with FAR Part 13 – Simplified Acquisition

Procedures and FAR Part 12 – Commercial Items. This acquisition uses the combined synopsis and solicitation procedures of FAR Subpart 12.6. Under this Request for Quote (RFQ), the United States

Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of Bureau of Ocean Energy Management (BOEM), anticipates awarding a Firm-Fixed-Price

Purchase Order as detailed in the Statement of Work (SOW). The North American Industry

Classification System (NAICS) code for this requirement is 541620, Environmental Consulting

Services.

1.2 CONTRACT LINE ITEM/PRICING

The specific details and description of the Contract Line Item Numbers (CLINs) is described as follows (Offeror shall fill in and provide information as part of their price quote):

SECTION 2

STATEMENT OF WORK

IMPROVEMENTS TO THE OIL SPILL RISK ANALYSIS (OSRA)

INPUT DATA - VERIFICATION AND VALIDATION

2.1. INTRODUCTION

The Outer Continental Shelf Lands Act (1953), as amended (OCSLA), established a policy for the management of energy resources on the Outer Continental Shelf (OCS) and for the protection of the marine and coastal environments. The Bureau of Ocean Energy Management (BOEM) is the administrative agency mandated by OCSLA to identify, monitor, and assess impacts of OCS activities on the human, marine, and coastal environments.

BOEM’s Oil-Spill Risk Analysis (OSRA; Smith et al. 1982) is a key component in driving NEPA analysis. Modeled oil spill trajectories are essential when identifying impacts to important sociocultural, biological, and ecological resources. When offering lease blocks for sale, it is vital that BOEM provides both the risk of an oil spill occurring and the chance a spill could contact these resources. Data from ocean general circulation models (GCMs) are key inputs for accurately forecasting the chance of a spill contacting resources, thus it is necessary to validate these data before using them in the OSRA model.

As noted by Ji (2017), it is crucial in an ocean modeling study to demonstrate that the model used realistically represents the water system. Quantitative (or statistical) comparisons are used to measure how well the model results fit the data. Statistical analyses numerically quantify the state of the model calibration/verification (sometimes referred to as model skill assessment). Although several methods exist for analyzing and summarizing model performance, there is not a consensus in the modeling community about a standard set of measures for model performance evaluation. A number of statistical variables are useful in model-data comparison for model calibration, verification, and validation, including: (1) mean error, (2) mean absolute error, (3) root mean square error, (4) relative error, (5) relative root mean square error, and (6) model skill.

2.2. OBJECTIVES

BOEM seeks to produce a set of standardized processes and tools to facilitate verification and validation of GCM results and formatting those model results for input to OSRA. The specific objectives of this project are to:

• Standardize and streamline verification of GCM output fields.

• Provide methods for validation/ground-truthing of GCM results with real world data.

• Visualize GCM fields and reformat the data for use in OSRA (optional task)

2.3. SCOPE OF WORK

2.3.1. Task 1: Project and Data Management

The Contractor shall prepare a draft Project Management Plan (PMP) for submittal at least two (2) days prior to the Post-Award Meeting. In the draft PMP, the Contractor shall clearly and concisely describe project responsibilities, any proposed subcontracting arrangements, communication and coordination, record keeping, and scheduling of all tasks, subtasks, meetings, and deliverables. The

Contractor shall discuss its procedures for managing the project, criteria for assuring quality and acceptability of the deliverables, and details regarding the schedule and coordination of this project.

The Contractor shall also discuss plans for ensuring successful completion of individual tasks on time, on budget, and of the highest quality.

The Contractor shall prepare a Data Management Plan (DMP) to be included in the draft PMP that shall include Quality Assurance/Quality Control (QA/QC) procedures and the following:

a. Formatting Requirements. All products generated by this contract shall be submitted in accordance with Section F. BOEM report formatting specifications can be found at http://www.boem.gov/Environmental-Stewardship/Environmental-Studies/Environmental-Studies-

Program-Report-Specifications.aspx.

b. Access of Digital Reports by Individuals with Disabilities. Section 508 of the Rehabilitation Act of 1973 (found at 29 U.S.C. 794d) requires access to and use of information by individuals with disabilities. Deliverables such as digital reports (e.g. PDF files) to be placed on the web (either on the agency's web server or the company's), video footage, or other digital data such as CD-ROMs to be distributed, are subject to Section 508 guidelines. Simplified, this means that digital files need to be formatted so that they are "readable" by assistive technology devices such as screen readers.

c. Data Control and Utilization. The Contractor shall develop a DMP that ensures all data are processed, stored, and can be made available as needed. The Contractor shall consider and include metadata for all data types and formats. For example, non-geographic metadata could include field and data analysis manuals. For geographic data, the Contractor shall conform to the

Content Standards for Digital Geospatial Metadata (FGDC-STD-001-1998) as published on May

1, 2000, by the Federal Geographic Data Committee (FGDC) or to any format that supersedes it as determined by the FGDC, https://www.fgdc.gov/metadata/csdgm/. Profiles and extensions to the standard that have been endorsed by the FGDC shall be used if they are applicable to the data or data products. The metadata records shall contain any and all elements, including those that are considered optional, wherever applicable to the data or data product. The metadata record shall contain sufficient detail to ensure the data or data product can be fully understood for future use and for posterity. The metadata and records will be subject to review and approval prior to the final acceptance by the Government.

d. Scientific Integrity. Failure to uphold the highest degree of scientific integrity will result not only in potentially flawed scientific results, interpretations, and applications, but will damage DOI’s reputation and ability to uphold the public’s trust. All work performed must comply with the DOI Scientific Integrity Policy posted to http://www.doi.gov, or its equivalent, as provided by their organization or State law.

2.3.2. Task 2: Develop Standardized Procedures and Tools for Verification of GCM Results

The Contractor shall identify and document a set of appropriate procedures and statistics to facilitate independent verification of GCM results by BOEM scientists. The Contractor shall then develop tools to compute appropriate diagnostic metrics (for example, min/max values, variance estimates, etc.) and visualize relevant data fields. The Contractor shall coordinate with BOEM to identify desirable features that would be practical to incorporate into development of the tools. For example, if possible, tools should be configurable to allow for user selection of specific data subsets and designed to be easily customized to incorporate additional variables, analyses, or visualizations.

All tools developed and provided to BOEM shall be designed to operate in a Microsoft Windows environment and be easily understood and used by scientists familiar with oceanographic data and analysis of GCM results. The tools may be stand-alone applications (together with the source code in a commonly used programming language) or based upon software packages/runtime environments currently used by BOEM, such as Matlab, R, Python, ArcGIS, etc. The Contractor shall consult with BOEM to verify the current version and availability of toolboxes/add-ons or other applications they may seek to use. All tools shall be accompanied by appropriate technical and user documentation. The ability to also use the tools in Linux would be a plus.

2.3.3. Task 3. Provide Procedures and Tools for Validation/Ground-truthing of GCM Results with Real World Data

The Contractor shall identify procedures and develop tools to assist BOEM scientists with validation of GCM results and comparisons to available observational data to supplement validation studies performed by the modelers. Approaches could include processing Acoustic Doppler Current

Profiler (ADCP) and other relevant datasets into the appropriate time and space bins for comparison to GCM output through linear regression or other statistical methods. Multiple BOEM studies (e.g.

Weingartner et al. 2017) have provided ADCP datasets for various parts of the OCS in Alaska and elsewhere. Ice datasets for use in the Arctic could include Special Sensor Microwave/Imager

(SSM/I) sea ice concentration from the National Snow and Ice Data Center (Cavalieri et al. 1996) and the IFREMER (L'Institut Français de Recherche pour l'Exploitation de la Mer) sea ice drift dataset (Girard-Ardhuin and Ezraty 2012). Specific datasets and format shall be identified in coordination with BOEM.

2.3.4. Optional Task 4. Develop Tools to Ingest Standard GCM

Output Files and Visualize and Reformat the Data for Use in OSRA

Conduct of this optional task will only proceed if exercised by the government at time of award.

The Contractor shall develop tools to ingest standard output files from commonly used ocean circulation models, visualize the data, and regrid/reformat the data fields for use in OSRA. The tools shall be compatible with output from the following model codes: the Regional Ocean

Modeling System [ROMS], the Modular Ocean Model version 6 [MOM6], and the Hybrid

Coordinate Ocean Model [HYCOM] (the Contractor may recommend additional models). Model data fields for visualization and use in OSRA include sea surface height; surface current, sea ice, and wind velocities; sea ice concentration; temperature; salinity; and density. BOEM may provide appropriate sample data in some of the desired formats for use in development and testing if suitable files are not available for public download.

2.4. MEETINGS, REPORTS, AND OTHER DELIVERABLES

The Contractor is responsible for editing and proofreading all material in order to prepare products as error free as possible prior to their delivery to the BOEM. The Contractor shall submit all manuscripts intended for publication in journals and all abstracts or summaries prepared for oral presentations, based on this contract, to the BOEM COR for review and comment prior to submittal to the journal or conference authority. The following deliverables shall be submitted and meetings held in accordance with the schedules specified in Section 2.5.

2.4.1. Post-Award Meeting Agenda and Project Management Plan (Draft) (Deliverable 1)

The Contractor shall hold a post-award meeting by teleconference as soon as possible but no later than fourteen (14) calendar days after contract award. The Contractor shall provide a meeting agenda and draft Project Management Plan (PMP) to the Contracting Officer (CO) and Contracting

Officer’s Representative (COR) at least two (2) days before the post-award meeting. The draft PMP will be reviewed and discussed by BOEM and the Contractor during the post-award meeting and any technical or managerial issues will be resolved. No changes to the terms or conditions of the contract are authorized unless approved in writing by the Contracting Officer via a modification.

2.4.2. Post-Award Meeting Summary and Project Management Plan (Final) (Deliverable 2)

The Contractor shall prepare and submit a meeting summary detailing the discussions of technical and managerial issues and any mutually agreed-to decisions, along with the final PMP, within one

(1) week following the meeting. The Contractor shall adhere to the final PMP as reviewed by the government following the post-award meeting.

2.4.3. Monthly Status Meetings and Summaries (Deliverable 3)

The Contractor shall hold monthly telephone meetings with the BOEM project team to discuss the status of the project, any issues that have arisen regarding the specific tasks or other requirements in this SOW, quality control, changes in personnel, budget, invoices, or deliverables. These meetings shall allow for efficient communication of any relevant issues, provide opportunity for brief demonstrations of tools in development, and shall ensure that the project is proceeding according to

BOEM’s requirement. The Contractor shall be responsible for documenting the call discussion, including all BOEM decisions and action items for the project team. The call notes should not be a verbatim of the call, but capture high-level discussions via bullets. Meeting summaries shall be submitted within two (2) calendar days of each meeting. A regular meeting time will be agreed upon by expected participants at time of award.

2.4.4. Draft Procedures Document and Prototype Tools to Verify GCM Results (Deliverable 4)

The Contractor shall deliver a draft copy of recommended procedures for model verification, along with prototypes of developed tools, including source code and associated documentation, for

BOEM review and user testing. BOEM shall provide comments and results of its user testing no more than 90 days after receiving the procedures and tools. Additional review and testing periods of up to 30 days may be requested by BOEM, if necessary, to achieve acceptable results.

2.4.5. Draft Procedures Document and Prototype Tools to Validate/Ground-truth GCM

Results (Deliverable 5)

The Contractor shall deliver a draft copy of recommended procedures for model validation and comparison to observations, along with prototypes of developed tools, including source code and associated documentation, for BOEM review and user testing. BOEM shall provide comments and results of its user testing no more than 90 days after receiving the procedures and tools. Additional review and testing periods of up to 30 days may be requested by BOEM, if necessary, to achieve acceptable results.

2.4.6. Draft Tools to Ingest GCM Output Files and Visualize and Reformat Data (Deliverable

6) (for Optional Task 4, if exercised)

If Optional Task 4 is included in the contract, the Contractor shall deliver prototypes of developed tools for ingesting, visualizing, and reformatting GCM results, including source code and associated documentation, for BOEM review and user testing. BOEM shall provide comments and results of its user testing no more than 90 days after receiving the procedures and tools. Additional review and testing periods of up to 30 days may be requested by BOEM, if necessary, to achieve acceptable results.

2.4.7. Final Report Compilation of Procedures and Documentation of Tools (Deliverable 7)

The Contractor shall address BOEM comments regarding the recommended procedures for model verification and validation and the technical and user documentation for the developed tools, All documents shall be compiled in a single report that conforms to the specifications found at BOEM’s website: http://www.boem.gov/Environmental-Stewardship/Environmental-Studies/Environmental-

2.4.8. Final Versions of All Tools and Source Code (Deliverable 8)

The Contractor shall modify the tools to address BOEM comments, as appropriate, and deliver to

BOEM the final executable versions of all tools together with any source code.

2.4.9. Draft and Final Technical Summary (Deliverable 9)

The Contractor shall prepare a Technical Summary that conforms to the specifications found at

BOEM’s website: http://www.boem.gov/Environmental-Stewardship/Environmental-

Studies/Environmental-Studies-Program-Report-Specifications.aspx. The Contractor shall prepare and submit the draft Technical Summary concurrently with Deliverable 5. The Contactor shall incorporate changes, corrections, and additions identified during the BOEM review and submit the final Technical Summary concurrently with Deliverable 7.

2.4.10. Letter Discussing How BOEM Comments Were Addressed (Deliverable 10)

The Contractor shall provide a letter explaining the reasons for any review comments on the draft documents, and technical summary that were not accommodated. A matrix identifying responses or justifications for all BOEM comments is acceptable.

2.4.11. Compact Disc (CD) Archive copies (Deliverable 11)

The Contractor shall submit CDs containing digital copies of the primary completed files associated with this contract. These shall include the Compiled Final Procedures and Documentation

(Deliverable 7) in MS Word and PDF/A formats, the Final Versions of All Tools and Source Code

(Deliverable 8) and the PDF version of the Technical Summary (Deliverable 9). The Contractor shall deliver copies of Deliverable 10 as specified in Section F.5. Other portable media (e.g. DVDs or external drives) may be substituted for CDs with BOEM approval.

2.4.12. Study Metadata (Deliverable 12)

The Contractor shall submit metadata for the study in an electronic format to be determined. BOEM will specify the information content required, and at its discretion may provide a template to be completed.

2.5. SCHEDULE FOR DELIVERABLES

The Contractor shall edit and proofread all material in order to prepare error-free products prior to their delivery to BOEM. Deliverable products shall be submitted to the addresses shown in Section

2.6 in accordance with the following schedule.

GENERAL PURCHASE ORDER TERMS AND CONDITIONS

3.1 SCOPE

A Firm-Fixed-Price (FFP) Purchase Order shall be issued under the authority of the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) on behalf of Bureau of

Ocean Energy Management (BOEM) for the effort identified in Section 2, Statement of Work.

3.2 PERIOD OF PERFORMANCE

It is anticipated that the period of performance for this requirement is 24 months from the date of award, which shall encompass all tasks from initial planning, through and including the

Government’s final acceptance of all deliverables.

3.3 PLACE OF PERFORMANCE

The primary place of performance is at the Contractor’s location.

3.5 INVOICING REQUIREMENT

An Invoice shall be submitted in accordance with Section 3.5.1 below and in accordance with the delivery payment table in section 1.3.

REQUIREMENTS – INVOICE PROCESSING PLATFORM (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's

Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial

Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the

IPP invoice: Documentation required by FAR 32.905(b)

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date.

Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

3.6 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.

The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the

Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the

COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the

COR acting within his or her appointment, shall be at the Contractor's risk.

3.7 CONTRACTOR PERSONNEL

3.7.1 Key Personnel

(a) The Contractor agrees to assign those persons who are necessary to fulfill the requirements of the purchase order as key personnel. No substitutions shall be made except in accordance with this clause.

(b) Personnel considered essential (“key personnel”) to the work performed under the purchase order shall be mutually agreed upon by the contractor and the Government and will be specified in the purchase order. During the first 90 calendar days of the purchase order, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. Prior to removing, replacing, or diverting any of the specified individuals, the contractor shall promptly notify the Contracting Officer (CO) and provide the information required below:

(c) All proposed substitutions shall be submitted to the CO for approval at least 15 calendar days in advance of the proposed effective date (unless substitution is necessitated by sudden illness, death, or termination of employment in which case notice shall be within five (5) calendar days of the effective date) and must provide the information as stated herein.

(d) All requests for substitutions shall be in writing unless otherwise agreed to by the CO and shall include a complete resume for the proposed substitute and any other information required by the CO to permit effective evaluation of the proposed substitutions’ qualifications.

(e) Requests for substitution of “key personnel” above must also provide a detailed explanation of the circumstances necessitating it and sufficient information for the CO to evaluate the impact of the substitution on purchase order performance.

3.7.2 Contractor Project Manager

The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as subcontractor efforts used in performance of this contract. The Contractor’s management responsibilities shall include all the activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained herein.

The Contractor shall provide a Project Manager (PM) to facilitate Government-Contractor communications. The PM shall be the primary technical and managerial interface between the

Contractor and CO and COR. The contractor’s Project Manager shall meet with the COR as necessary to maintain satisfactory performance and to resolve other issues pertaining to the contract.

A mutual effort shall be made at these meetings to resolve any and all identified problems.

3.7.3 Contractor Conflict of Interest

(a) It is the policy of the Department of the Interior to avoid contract/purchase order awards which could create potential conflict of interest. Such a situation could occur in this instance when the

Contractor or any Subcontractors have business, financial, real property, mineral rights, or other interests, as well as professional activities that create conflicting roles which could potentially bias a

Contractor’s judgment or result in unfair competitive advantage to the Contractor, and thus impede the Government’s objective to obtain an impartial, technically sound and objective performance of this contract.

(b) Any request to waive the terms of this provision shall be directed in writing to the CO and shall include a full description and justification of the requested waiver.

(c) The Contractor, the PM, or any of its officers or representatives, shall not be involved in any situation during the performance of this purchase order which may result in conflicts as contemplated in paragraph (a) above. Failure to comply with this provision may be cause for termination for default.

(d) The Contractor must disclose any interest which may develop after purchase order award that may result in his placement in conflicts as contemplated in paragraph (a) above. Failure to comply with this provision may be cause for termination of this order for default.

(e) The Contractor shall include this clause, including this paragraph in all subcontracts and consultant agreements; however, subcontractors and consultants shall be directed to send any requests for waiver to the Contractor who shall then inform the CO as described in (a) above.

3.7.4 Non-Personal Services Contract

This is a non-personal services contract, as defined in FAR 37.101. The Contractor personnel rendering the services herein are not to be subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the

Government and its employees. Contractor personnel shall be subject to the direction of the

Contractor's Project Manager as described in the section above.

3.8 CLAUSES

3.8.1 In accordance with FAR 52.252-2, this solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Contractor shall comply with these clauses unless the circumstances do not apply. Upon request, the Contracting
