Attachment A – 140G0124Q0226 - RFQ
INSTRUCTION TO VENDORS
A discounted firm-fixed-priced quotation and technical quotation package for the installation of new CAT 6 network cabling and associated hardware to support reliable network connectivity within the facility (per requirements below) shall be submitted by 9:00 AM Eastern, Thursday, September 10th, 2026 via email to the Contract Specialist, Patrick Anderson, at patrick_anderson@ios.doi.gov. Faxed or mailed quotations will not be accepted. Vendor shall supply the USGS with a thorough quotation package demonstrating how they meet all requirements within the evaluation criteria. Quotation package shall be thorough enough to allow the USGS to perform a proper evaluation. Please include the solicitation number in all email correspondence
The following additional information must be supplied along with your quotation. Failure to submit this information may deem your quotation non-responsive and your quotation may not be considered.
1) Vendor must submit a quotation package which will be reviewed by the Contract Specialist and USGS Technical Liaison. The quotation package must reflect all of the requirements as indicated in the Request For Quote (RFQ).
2) Business Size Classification.
3) UEI Number and must be registered in SAM.gov.
4) Signed SF-18 and all amendments.
The award resulting from this Request for Quote (RFQ) will be based on lowest price technically acceptable (LPTA).
All questions regarding this RFQ shall be sent to the Contract Specialist via email no later than 9:00 PM Eastern, Tuesday September 8th, 2026. Vendors are urged to select one (1) representative from their firm to present all questions.
Phone calls and late questions will not be accepted.

Statement of Work Background This work provides installation of new CAT 6 network cabling and associated hardware to support reliable network connectivity within the facility. The contractor will furnish all labor, materials, and equipment needed to complete the installation.
Scope The contractor shall provide a complete network cabling installation consisting of 25 CAT 6 network drops. Work includes:
• Installing 25 CAT 6 network cables along pathways identified by the government.
• Providing and installing two 24-port patch panels for termination in the designated network room.
• Providing and installing surface-mounted raceways where needed to route and protect cables.
• Installing surface-mounted wall jacks at each designated drop location.
• Installing cabling in areas with ceilings up to approximately 24 feet high, using proper equipment to work safely at height.
• Terminating all cables in accordance with industry standards.
• Testing and certifying each cable to confirm CAT 6 performance.
• Labeling all cables, patch panel ports, raceways, and jacks.
• Providing documentation of cable test results and a final cable layout.
Objectives The contractor may base its quote, routing estimates, and installation planning on the PDF floorplans provided by the government, consistent with common USGS practice for telecom and networking projects.
All work shall follow accepted low-voltage cabling practices and comply with federal, DOI, and USGS IT guidelines.
Contractor Responsibilities The contractor shall:
• Provide all CAT 6 cable, patch panels, raceways, wall jacks, and related hardware.

• Supply all tools, lifts, and equipment required to safely perform work at heights up to 24 feet.
• Protect government spaces and maintain a clean work environment.
• Coordinate access and scheduling with the government point of contact.
• Install all materials neatly, securely, and in accordance with applicable codes.
• Deliver labeled cabling, test results, and updated documentation.
• Provide any required Section 508 documentation if ICT-related materials (such as electronic diagrams or digital documentation) are included.
Government Responsibilities The government will:
• Provide access to the building and identified work areas during installation, no access for site survey.
• Provide PDF floorplans and identify drop locations.
• Review contractor submittals and approve any required changes.
• Conduct inspection and acceptance of completed work.
Deliverables
• Twenty-five (25) installed and certified CAT 6 network drops
• Two (2) installed 24-port patch panels
• Installed surface-mounted raceways and surface mounted wall jacks
• Cable test and certification results
• Updated cabling diagrams or layouts (in accessible electronic format if provided digitally)
• Section 508 ACR/VPAT (if applicable)
Completion and Final Inspection
• The contractor shall notify the government when work is complete.
• The government will verify that all SOW requirements are met prior to final acceptance.
Section 508 Requirements Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities.
E201 Application E201.1 Scope. ICT that is procured, developed, maintained, or used by agencies shall conform to the Revised 508 Standards.
E206 Hardware E206.1 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.
E208 Support Documentation and Services E208.1 General. Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.
E302 Functional Performance Criteria
302.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.
302.2 With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.
302.3 Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.
302.4 Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.
302.5 With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.
302.6 Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.
302.7 With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.
302.8 With Limited Reach and Strength. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.
302.9 With Limited Language, Cognitive, and Learning Abilities. ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.
602 Support Documentation
602.1 General. Documentation that supports the use of ICT shall conform to 602.
603 Support Services
603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.
FISMA Requirements Property Rights
1. For Federal Supply Schedule orders or orders under an existing contract, rights to software acquired hereunder are set forth in the basic contract.
2. For open market contracts, the Government's rights in software delivered hereunder shall be as described in software developer's commercial software license agreement or the clause FAR 52.227-19, Commercial Computer Software- Restricted Rights, whichever is greater.
Quality Control
1. All software or hardware purchased must be free of malicious code such as viruses, Trojan horse programs, worms, spyware, etc. Validation of this must be written into the contract.
