About this file
This is a Request for Quote (RFQ) from the U.S. Geological Survey (USGS) Woods Hole Coastal & Marine Science Center for the procurement of a wideband multibeam echo sounder system. The USGS seeks a Norbit WINGHEAD X Elite brand name or equal system for digital acoustic seafloor mapping in U.S. near shore coastal waters, inland waterways, and shelf depths up to 300 meters. The system must include a lightweight transducer assembly (less than 7.5 kg), integrated Applanix GNSS inertial navigation system, acquisition software compatible with QPS Qimera, Applanix POSPac Complete, and Hypack Hysweep, plus on-site equipment and four days of training. Critical specifications include wideband operational frequencies (200-700 kHz), beam spacing resolution of 0.5 by 0.9 degrees at 400 kHz, depth measurements to 400 meters, dual swath transmit capability, beam multi-detect functionality, positional accuracy of ±8 mm horizontal and ±15 mm vertical, and Teledyne Reson s7k output data format.
Quotations must be submitted by 9:00 AM Eastern on Thursday, September 10, 2026, via email to Contract Specialist Patrick Anderson at patrick_anderson@ios.doi.gov. The award will be based on lowest price technically acceptable (LPTA) evaluation. Vendors must submit a firm-fixed-price quotation with a technical quotation package, business size classification, UEI number with SAM.gov registration, and signed SF-18 form with all amendments. Questions must be submitted by 9:00 PM Eastern on Tuesday, September 8, 2026, with vendors designated to submit one representative for all inquiries. The period of performance is 30 days after receipt of order (ARO).

INSTRUCTION TO VENDORS
A discounted firm-fixed-priced quotation and technical quotation package for a MultiBeam Echo Sounder (per requirements below) shall be submitted by 9:00 AM Eastern, Thursday, September 10th, 2026 via email to the Contract Specialist, Patrick Anderson, at patrick_anderson@ios.doi.gov. Faxed or mailed quotations will not be accepted.
Vendor shall supply the USGS with a thorough quotation package demonstrating how they meet all requirements within the evaluation criteria. Quotation package shall be thorough enough to allow the USGS to perform a proper evaluation.
The following additional information must be supplied along with your quotation. Failure to submit this information may deem your quotation non-responsive and your quotation may not be considered.
1) Vendor must submit a quotation package which will be reviewed by the Contract Specialist and USGS Technical Liaison. The quotation package must reflect all of the requirements as indicated in the Request For Quote (RFQ).
2) Business Size Classification.
3) UEI Number and must be registered in SAM.gov.
4) Signed SF-18 and all amendments.
The award resulting from this Request for Quote (RFQ) will be based on lowest price technically acceptable (LPTA).
All questions regarding this RFQ shall be sent to the Contract Specialist via email no later than 9:00 PM Eastern, Tuesday September 8th, 2026. Vendors are urged to select one (1) representative from their firm to present all questions.
Phone calls and late questions will not be accepted.

Requirement / Salient Characteristics
Statement of Need: Wideband Multibeam Echo Sounder
Introduction:
The U. S. Geological Survey (USGS) Woods Hole Coastal & Marine Science Center (WHCMSC) has the requirement to purchase a light weight (< 17 pounds transducer), portable, very high-resolution (0.5 x 0.9 meter beam widths @ 400 kHz) wideband (200 – 700 kHz) multibeam echo sounder with an integrated GNSS inertial navigation system, the accompanying acquisition suite of software, as well as on-site equipment and software training. The proposed system is needed for digital acoustic seafloor mapping of U.S. near shore coastal waters and inland waterways as well as shelf depth (< 300 meters) seafloor characteristics.
Data collected by a multibeam echo sounder must be compatible with established USGS data processing protocols and software (QPS Qimera, Applanix POSPac Complete, Hypack Hysweep).
Collection of high-resolution bathymetry and backscatter data, coupled with an understanding of sub-surface geology, is fundamental to USGS research and provides a framework for addressing coastal erosion, coastal evolution, shoreline/coastal response to large-scale storm systems, offshore resources, and sediment transport studies. Research to characterize the surficial seafloor along the U.S. EEZ in water depths < 300 meters is dependent on high-resolution multibeam echo sounder bathymetry and backscatter data collection. These data will provide insight into how coastal and shelf systems behave in the short-term (storm response) and long-term (coastal evolution and sediment supply).
