About this file

This is Addendum No. 1 to Request for Quotation 13396 issued by the County of San Diego Department of Purchasing and Contracting on September 18, 2026, clarifying specifications for seven 2026 or newer Toyota RAV4 Plug-in Hybrid SE AWD vehicles reserved for local businesses. The addendum addresses four key questions submitted by potential bidders regarding vehicle specifications and accessories. Questions and answers included: confirmation that each vehicle requires four keys total (not five); specification that seat covers must be full-coverage black material, preferably Toyota brand or Toyota-approved, with waterproof material preferred but not mandatory; clarification that a cargo tote is acceptable for trunk storage; and reiteration that full-coverage seat covers specific to the Toyota RAV4 and a cargo tote for trunk storage are required accessories. All vehicles must include all-weather floor mats, mud guards, and be fully outfitted prior to delivery with temporary license plates and at least 90% fuel or 80% charge. Quotations were originally due September 28, 2026, at 5:00 PM via BuyNet submission.

The pricing structure itemizes costs for seven vehicle units, twenty-one additional keys, thirty-five tire fees at $1.75 each, seven California DMV electronic vehicle registrations at $37.00 each, and seven document processing fees at $85.00 each. Quotations must include shipping and all additional fees but exclude sales tax. Payment terms are NET 30, with qualified Small-Local Businesses potentially eligible for NET 15 under Board Policy B-53. Delivery must occur no later than ninety days after purchase order issuance at County of San Diego DGS Fleet Services located at 5610 Overland Avenue, San Diego, California 92123, Monday through Friday between 8:00 AM and 3:00 PM. Award decisions will be based on price and performance factors including offeror experience, qualifications, technical approach, acceptance of county terms, vehicle availability, vehicle specifications, and delivery lead time. Christopher Almazan serves as the Procurement Specialist and contracting officer.

ADDENDUM NO. 1

2026 OR NEWER/UNUSED TOYOTA RAV4 PLUG-IN HYBRID SE AWD (RFQ 13396)

This Addendum forms a part of the contract documents and changes the original documents only in the manner and to the extent stated.

QUESTIONS AND ANSWERS:

Q1: The County needs 3 additional keys, for a total of 5 keys per vehicle, correct?

A1: It would be a total of 4 keys per vehicle

Q2: Can you please provide any information regarding the required front and rear seat covers?

Are there any specific requirements we need to follow? I assume they would need to be black, but if there is a specific material, brand, or other requirement, please let me know.

A2: Full coverage black seat covers, preferably Toyota brand or Toyota-approved – material waterproof would be best but not mandatory.

Q3: Can you also confirm if the attached item is what you are looking for as a “Trunk

Organizer”?

(EXAMPLE)

A3: For the storage the Cargo tote should work

ADDENDUM NO. 1

2026 OR NEWER/UNUSED TOYOTA RAV4 PLUG-IN HYBRID SE AWD (RFQ 13396)

SANDIEGOCOUNTY.GOV Rev. 09/27/2024

Q4: In section 1.7.2 and section 1.7.4 can you please be specific on what you would like to be outfitted to the vehicle as Toyota does not make any seat covers and does not make a truck organizer. *Possibly supposed to say trunk organizer, but either way I need clarification on both of those items.

A4: For seat covers, full-coverage seat covers specific to the Toyota RAV4 are required. For the trunk storage, a cargo tote is acceptable.
