Statement of Work Title: Helium Compressors Requesting Lab: National Institute of Standards & Technology (NIST) Center for Neutron Research
(NCNR)
I. INTRODUCTION
NCNR is a user facility serving visiting researchers with performing neutron scattering experiments. Measuring the temperature-dependent properties of materials is a critical part of the NCNR mission. The closed cycle refrigerators are one of the most common types of equipment used at the facility. This is a device that is capable of cooling a sample container to very low temperatures using gaseous helium as the refrigerant. Cold heads are part of a closed cycle refrigerator (CCR) which is used to control the temperature of the sample environment.
The compressor controls the flow and pressure of the helium gas refrigerant and the electrical motor timing to drive the cold head. Each model of cold head is compatible with a limited selection of compressor models. NCNR has 5 systems running the Sumitomo Heavy Industries (SHI) cold head model RDK-305D and the CNA-31C compressor. The CNA-31C compressors are no longer serviceable by any vendor, including the manufacturer. The available replacement is the compatible FA-40L model. Two (2) of the 5 systems have failed compressors and are out of service, and three (3) more will need to be replaced before they fail in order not to impact experimental operations.
II. SCOPE
The contractor shall deliver a quantity of two (2) helium compressors compatible with Sumitomo Heavy Industries (SHI) cold head, model number RDK-305D, FOB Destination Delivery Terms, and inclusive of a 12-month commercial warranty (at time of award offer).
During the 3-year Period of Performance the Contractor shall provide an additional quantity of three (3) helium compressors compatible with Sumitomo Heavy Industries (SHI) cold head, model number RDK-305D, FOB Destination Delivery Terms, inclusive of a 12-month commercial warranty.
Purpose/Description Replace up to five (5) existing CCR compressors. The new units must be fully compatible with and operate within the specifications required for our existing inventory of SHI RDK- 305D cold heads.
III. MINIMUM REQUIREMENTS
The Contactor shall submit a firm fixed-price quotation for each line item identified below. The Contractor shall provide a system that meets salient characteristic identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

BRAND NAME OR EQUIVALENT
This is a brand name or equivalent requirement for Helium Compressors brand name or equivalent to Sumitomo of Americas (SHI) model FA-40L, which is compatible with SHI cold head model RDK-305D. Any brand /model compressor is acceptable if the helium compressor is air cooled and capable of running the SHI model RDK-305D without loss of performance.
Brand name or equivalent description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement. All equipment must be new. Used or remanufactured equipment will not be considered for award
