About this file

This document is a set of attachments to a solicitation for vessel charter services for the West Coast Groundfish Trawl Survey operated by NOAA. The solicitation requires contractors to provide a fully equipped research vessel capable of conducting bottom trawl surveys off the U.S. West Coast at depths up to 700 fathoms.

Vessel and Equipment Requirements: The vessel must be capable of towing an 85/104 four-panel Aberdeen trawl at 2.7 knots at 700-fathom depths and maintaining a cruising speed of at least 8.0 knots. Physical specifications include a minimum length sufficient for the survey operations, adequate back deck space (minimum 14' X 10' for sampling equipment), and deck freeboard of appropriate height for safe operations. The vessel must be rigged for stern trawling with two powered net reels, two trawl winches, and capability to lift codends containing up to 20,000 pounds. Required equipment includes two radars with 18-mile minimum coverage, multiple GPS receivers, depth echo sounders (including Simrad ES60/EK60 or ES80/EK80 transceiver and 38 kHz transducer), VHF radios, Class A AIS, satellite compass, multiple electrical generators, and independent hydraulic systems for redundancy. The vessel must have through-hull penetration capability for transducer canisters, welding and cutting equipment, fresh water and seawater deck hoses, and storage for four 4'X4'X4' totes for NOAA scientists.

Living Quarters and Crew: The vessel must provide clean, sanitary accommodations with adequate berthing for the scientific team and crew, dedicated storage drawers for three scientists, multiple heads and showers with privacy, a functioning galley, and bridge workspace with desk/counter areas and 110-volt AC power outlets. The vessel must have a stability report and comply with USCG regulations for first aid equipment and training. Crew must include a Captain with prior government charter experience, additional crew members, and personnel with current sea-safety, fire-fighting, and first aid certifications. Contractors must submit vessel blueprints, deck and wheelhouse layout drawings, commercial and research fishing history for the past three to ten years, crew work experience documentation, and past performance references from prior government or commercial contracts.
