The vessel structure will be designed to allow a sustained cruise speed of 20.5 knots in waves up to 3.6’ high.
The surfaces of all plating and structural members will be free from oxides and other contaminants before tacking or production welding commences.
Hull and superstructure will be fair and free from buckles and uneven edges. Exterior plate unfairness will not exceed one half the thickness of the plating between frames and stiffeners.
Structural member unfairness will not exceed the thickness of the member. Alignment of stiffener ends will be within one half the thickness of the thinner member.
All weld spatter and soot will be removed, and all construction scars will be filled. All sharp edges and corners will be dressed to prevent hazards to personnel and equipment. All joints will be neatly and accurately made. Faying surfaces shall be free from gaps, hollows, or warping.
Shims, inserts, or excess filler metal will not be used to correct improper fit.
Hull and Superstructures The hull and superstructures will adhere to the structural calculations, lofting data, and drawings supplied by the contractor or their design agent. No deviation from the structures so defined will be accepted without Government approval of a written proposal from the yard that includes written acceptance by the design agent. Materials will conform to the following schedule:
Component: Material and alloy:
Hull plating 5083 H-116/321 per American Society for Testing and Materials (ASTM) B298
Deck plating 5083 H-116/321 per ASTM B298 Superstructure plating 5083 H-116/321 per ASTM B298 Extrusions, above WL 6061-T6 per ASTM B308-20 Extrusions, below WL 5086-T6 per ASTM B221
Alternative materials may be considered if defined in a written proposal that explains the reasons for deviation, and the impacts to cost, longevity, and repairability.
Keels Where exposed propellers are installed, fabricated keels or skegs will be installed to protect large marine animals from contact with the propellers. Keels and skegs will be shaped and faired to minimize turbulence and drag.
Stem Reinforcement The stem and forefoot of each hull, from 12” above to 18” below dynamic waterline, will be reinforced to prevent structural damage from contact with floating debris (small logs, lumber, etc.) while the vessel is at cruise speed. Reinforcement will prevent damage from items up to 4”
PAGE 11 OF 70 1305M222QNCNM0072
diameter by 20’ long when those are oriented perpendicular to hull centerline and struck in the middle. In this case bottom paint damage is not considered structural.
Bulwarks Bulwarks will be installed forward on the main deck to provide crew and equipment protection.
Piping and wiring will not be located within these bulwarks. Bulwarks will also be installed ahead of and along the sides of the upper deck, and these may contain piping and wiring.
Handrails will be placed atop all bulwarks directly adjacent to decks normally transited by personnel.
Scuppers and Drains Weather deck scuppers will be installed as required by regulatory authorities. Scupper openings will be divided into sections no greater than 4” wide or tall. Where decks can accumulate water, drains that discharge overboard will be installed. The puddling of water in any weather deck location will be precluded by design or drains.
Deck Tie-down Fittings Threaded sockets will be installed flush to the top surface of the deck plating. These will be lined with 3/4”- Unified National Coarse (UNC) internally threaded inserts of stainless steel with a depth of 1.5”. A total of 80 each sockets will be installed in the aft and upper decks, grouped into 24” grid patterns, with groups of sockets at locations specified by the Government. A total of 15 each 3/4”-UNC stainless steel threaded eye bolts will be provided loose for use in the threaded deck sockets. Sockets and eye bolts will be rated for 500 pounds minimum safe working load in any direction. Threaded nylon flush plugs will be provided and installed to seal all sockets when not in use.
Engine Removal Hatches Hinged access hatches will be installed in the main deck over each propulsion engine to facilitate removal. These will be gasketed, sealed when closed, secured with latches or dogs from the upper side, and fitted with pneumatic struts to reduce opening weight to less than 30 pounds. The hatches will be rated for the same loading as the main deck. Hatch gutters and drains will preclude the accumulation of dirt and water. Hatch gaskets, adhesives, and sealants will be of types that can withstand deck surface temperatures up to 150F.
Access Hatches Water-tight cast aluminum access hatches (Freeman Marine or equal) will be installed in the main deck to service each hull compartment below, including the engine rooms. These hatches will be flush to the deck, have hinged covers, and be secured by quick release mechanisms with handles on both sides. All hatches will be fitted with means to attached padlocks, or similar features, to prevent opening. The hatch rings will have gutters that are drained overboard. Hatch gaskets, adhesives, and sealants will be of a material that can withstand deck surface temperatures up to 150F.
Fendering Fendering will be installed around the main deck edge, the stern platforms, and along the hull side. Fendering will be arranged similarly to that on NOAA RV Auk, RV Shearwater, and RV
PAGE 12 OF 70 1305M222QNCNM0072
Fulmar. Fendering is not required across the transom in way of the stern platforms or A-frame.
Fendering will be formed of rubber or aluminum as follows.
If used, rubber fendering will be attached in a manner that precludes corrosion of supporting structures and hull surfaces. Faying surfaces will be coated with epoxy before fender installation.
Mechanical fasteners, if used, used will either be galvanically compatible with the supporting structure and the rubber extrusion, or galvanically isolated. The fender material selected will protect the hull from incidental contact with piers and pilings, and provide a cushioning effect in the event of harder contacts.
If used, aluminum fenders will be of extruded sections continuously welded to the hull. Wall thickness and sectional shape will be selected to provide protection from incidental contact with piers and pilings, and also to deform or crush prior to significant damage of the hull structure.
Aluminum fenders will be fitted with threaded ports of 3/8” Female Pipe Thread (FPT) to allow for draining and pressure testing, these closed by nylon square-head plugs.
Mooring Fittings Fabricated bollards or cast cleats will be positioned at the corners of the vessel, and evenly spaced along the hull sides for a total of four fittings per side. The forward and aft fittings will have a safe working load in all directions equal to the bollard pull generated by both main engines at full power. Intermediate fittings will have a safe working load of 75% of the fore and aft fittings. Forward and aft mooring fittings will be sized for 1.25” diameter mooring lines, and intermediate fittings sized for 1” diameter mooring lines. Fittings will be provided with hawse pipes through bulwarks where necessary, and mounted on heavy insert plates recessed into the deck. All edges of fittings, inserts, hawse pipes, and recesses will be softened to prevent line chafe.
Fender tie-off cleats of 10” overall length will be installed on the main deck outside of or within the bulwarks, four per side, positioned adjacent to mooring fittings. All edges of the cleats will be softened to prevent line chafe.
Masts A mast assembly with pipe bracing will be installed to support lights and antennae. The mast will bolt in place to facilitate installation and removal. Welded steps or rungs will be installed to provide crew access to all devices and cables mounted on the mast. All wires and cables will be run on the outside of the mast structure. The mast assembly will incorporate 5 square feet of unused horizontal mounting area to each side for the temporary or permanent installation of additional equipment.
Walking Flats and Steps Walking flats or nonskid surface coatings will be installed in all non-manned hull spaces where required to ensure safe access to the structure and equipment. Flats, where installed, will be of aluminum plate or fiberglass reinforced plastic (FRP) grid, and will be non-rattling. Access hatches will be installed wherever flats cover valves, controls, meters, gauges, or other equipment requiring routine access or inspection. Flats will be installed in sections, each of a size that can be removed, passed through the deck hatch in the space, and then reinstalled by two
PAGE 13 OF 70 1305M222QNCNM0072
