DESCRIPTION OF REQUIREMENT:
Statement of Work
Introduction:
This contract consists of visiting two project areas near Dubois, WY on the Shoshone National
Forest to perform rare, sensitive, and invasive plant surveys to ultimately document populations and or habitat. Surveys must be conducted when plants can be located and identified. Field work must be started by July, 2020. Torrey Rim Survey units must be completed by September 30th, 2020. Green Union units must be completed by September 30th, 2021. Preliminary maps and
GPS location data of target plant populations locations and survey routes are due to the government on/by October 15, 2020. If utilizing the 2021 season for completing units, a report will be required for both 2020 and 2021 field work. The 2020 report is due by October 30th, 2020. The 2021 report would be due October 30th, 2021.
Background:
Ground disturbing activities are proposed to take place across portions of the Shoshone National
Forest which include timber harvest, fuel reduction projects, and wildlife habitat enhancement.
The proposed project locations have not been surveyed for rare, sensitive, or invasive plants or have only very limited data collected. The forest currently has predictive models across the forest for some target species, but not all. This contract will produce data that will improve the survey coverage for ground disturbing activities where current knowledge gaps exist. This data will be used to modify project activities where appropriate to improve management strategies and protect plant populations and habitats where needed.
Scope:
The target of the surveys will be plant species listed on the following attachments (A, B, C, D):
Invasive/Non-native/Noxious Plants of Shoshone NF (A); UFSF Region 2 Sensitive Species
Occurring on the Shoshone NF (B); USFS Shoshone NF Species of Local Concern (C);
Shoshone NF Priority Botanical Survey Units (D).
A Forest Service Threatened, Endangered, and Sensitive (TES) Plant Survey Field Form and the accompanying Guide (see attachments E) are included in the contract package. The Forest
Service Threatened, Endangered, and Sensitive (TES) Plant Survey Field Form shall be completed for each area surveyed. A TES Element Occurrence Field Form and Guide is also included for recording specific occurrences of TES species (attachment F). Lastly, the Invasive
Plant Inventory Form (attachment G) is included for recording populations of invasive/non-native species. Survey routes and target species occurrence data will be captured by GPS and shall be provided to the Government in shapefile format for use with ArcGIS software or .kmz format for use with GoogleEarth software. The contractor is responsible for making his or her own photo-copies of the field form for field use from the master copies provided.
All survey reports, data gathered, and products become the property of the U.S. Forest Service, which will determine further use and distribution of the information.
The contractor/project supervisor must have at least a Bachelor’s Degree in Botany or Ecology and have work experience in the Northern Rockies, preferably Wyoming, Idaho, and or
Montana, conducting rare plant surveys, identifying plants in the field, making field-collected specimens, using technical keys to identify plants, and using a GPS unit. The contractor must be familiar with established plant survey protocols.
The contractor is responsible for directly supervising all work conducted by others and for ensuring that surveys are carried out by people experienced at conducting field surveys and identifying plants located in the field, including the rare and invasive/non-native species that are the target of these surveys.
Attachments to this package include the following:
Target species list (A, B, C)
List of survey units and high priority species (D)
TES Plant Survey Field Guide and Form (E)
TES Element Occurrence Field Guide and Form (F)
Invasive Plant Inventory Form (G)

Botany Survey Areas Survey areas are located in one geographic region: The Torrey Rim Project area and the Green
Union Timber Project area, both on the Wind River District, near Dubois, WY. See attachments
H for an area map. Additional road access information can be obtained from the Forest Ecologist prior to implementation. The Torrey Rim Project area is typified by dry sagebrush and native bunchgrass dominated meadows interspersed with mixed conifer stands. Conifers are primarily limber pine and Douglas fir. A large component of the standing limber pine is dead. Elevations in the Torrey Rim Project area are between approximately 7,500 and 10,000 feet. It is located within the Glacier Addition of the Fitzpatrick Wilderness. The Green Union Project area is typified by mixed conifer stands with intermixed sagebrush meadows, fens, and wetlands. It contains the Lava Mtn. Fire burn scar, which burned in late summer of 2016. Some of the survey units are within the fire perimeter. Elevations in the Green Union Project area are between approximately 8,000 and 10,000 ft.
In each identified survey area, the contractor will:
1. Survey for occurrences of target plant species on the attached lists and record results on the TES Plant Survey Form (attachment E). Units shall be surveyed by using the
Focused (Intuitive Controlled) method as outline in the Forest Service TES Plant
Survey Form Instructions and in the definitions. The survey approach should be tailored to the target species using the focused method.
2. Record/report GPS coordinates for specific plant occurrences on the TES Plant
Element Occurrence Field Form (attachment F) or the Invasive Plant Inventory Form
(attachment G) as is appropriate as point data for smaller populations, or as polygon data for larger populations (more than 1,000 individuals). Survey routes will be incorporated into GPS as line data. GPS data will be provided to the Forest Service as specified in the “Contractor-supplied Materials and Obligations” section above. Data collected in 2020 is due to the USFS on October 15, 2020. Data collected in 2021 is due to the USFS on October 15, 2021.

The species listed below are selected from predictive modeling completed by Wyoming Natrual Diversity Database personnel in 2017. The contractor should be familiar with all three plant lists (USFS R2 SS, Shoshone NF SOLC, and Nonnative/invasive species) for surveys and data recording, though the species listed in this table are the most likely to occur.
Deliverables The following items are due no later than October 30, 2020 and or October 30, 2021 as described above:
1. Document each survey area with a Forest Service Threatened, Endangered, and Sensitive
(TES) Plant Survey Field Form, fully completed in legible hand-writing, with location map attached as specified in the Form Instructions. Highlight whether or not target species were found.
2. Document each R2 sensitive species location with a Forest Service TES Element
Occurrence Field Form, fully completed in legible hand-writing, with location map attached as specified in the Form Instructions.
3. If a possible target species plant is located that cannot be conclusively identified, the location shall be GPSed, and documented on a Forest Service Threatened, Endangered, and Sensitive (TES) Plant Survey Field Form, indicating that positive identification could not be made, and an herbarium specimen will be collected if the population allows;
otherwise digital images will be made and provided.
4. Document each invasive/non-native population with an Invasive Species Inventory Form.
5. Document survey routes and all target species occurrences located on at least one copy of the GIS hardcopy maps of the survey units provided by the Government as well as electronically in .shp or .kmz file format.
6. DO NOT collect Federally-listed species. DO NOT collect Regional Forester’s Sensitive
Plant Species, collection is only allowed if positive identification cannot be confirmed, the population size is large enough to allow for the collection of a single individual AND the contractor possesses the appropriate plant collection permits from Shoshone National
Forest.
7. Provide digital images of each target species located as follows: three images of the target plant, including habit and flowers/fruits, close-up images of diagnostic characteristics;
and three images of the habitat (taken from different vantage points).
8. Provide a final written report containing items a) through e) below, and include all inventory areas:
a) Abstract summarizing the methods, survey results and findings of the work performed.
b) Documentation of sites containing any Threatened, Endangered, and
Sensitive/rare species, invasive/non-native species, including discussion of habitat information for areas surveyed (vegetation types, general observations, apparent conditions, and trends).
c) Include the complete plant species list within the Final Report as a record of which species where considered for these surveys.
d) Provide map showing all survey routes.
e) Bibliography of references used to identify species.
DEFINITIONS
GPS – Global Positioning System – a network of orbiting satellites that use geometry to triangulate the position of the users ground position on the earth’s surface.
Focused (Intuitive Controlled Survey Method) – Most commonly used and most efficient method of surveying for TES Plants. During pre-field analysis, potential suitable habitat is identified for each species of interest and the survey effort is focused in those areas. This method requires adequate knowledge of suitable habitat in order to accurately select the areas of focused searching. When conducting intuitive controlled surveys, an area somewhat larger than the identified suitable habitat should be searched to validate current suitable habitat definitions. Survey effort covers a representative (80%) cross section of all major habitats and topographic features within unit areas including slopes, draws, benches, ridges, riparian or wet areas, rock outcrops and meadows and is concentrated in areas of highly suitable habitat for the target species.
Invasive Plant Species – A species that does not naturally occur in a specific area and whose introduction does or is likely to cause economic or environmental harm or harm to human health.
NRM – The U.S. Forest Service Natural Resource Manager (previously known as NRIS and may be referenced as such on forms) is a set of corporate databases and computer applications designed to support field-level users. It houses the Threatened, Endangered, and Sensitive Plants – Invasive Species (TESP-IS) database.
Population – Multiple sites of a target species within a survey area.
Special Status Plant Species – For the purpose of this contract, this term will refer to vascular plant species that meet the following requirements. These are species which are proposed for listing, officially listed as threatened or endangered, or are candidates for listing as threatened or endangered under the provisions of the Endangered Species Act
(ESA); those listed by a State in a category such as threatened or endangered implying potential endangerment or extinction; and those designated by the Region 2 Forester as
Sensitive Species or by the Shoshone NF Forest Plan as Species of Local Concern.
Survey Area – The entire area where target species are searched for even if no target species are found.
Target Plant Species – Species that are required to be surveyed.
TESP – Threatened, Endangered, and Sensitive Plants
Universal Transverse Mercator (UTM) - A projected coordinate grid system based upon one of many different mapping projections. The projected coordinate system for UTMs is Datum NAD 1983, Zones 12 North. The data is displayed in meters Easting (X coordinate) and Northing (Y coordinate).
CONTRACTOR OBLIGATIONS
The contractor shall furnish everything necessary to perform this contract including, but not limited to, all labor, equipment, supervision, materials/supplies (except those materials designated as Government furnished; see section #20) and incidentals necessary to perform surveys in accordance with the enclosed specifications, terms and conditions. All federal and state rules and regulations will be followed as well as appropriate federal agency jurisdictional guidelines unique to each agency.
Follow Federal and state rules and regulations which include but are not limited to:
Transportation
Equipment Operation
Licensing
Permitting
Safety
Labor Laws
Federal Travel Regulations
The Contractor shall be liable for all loss or damage of such Government-furnished property until completion and final acceptance of work required under this contract.
The Contractor shall provide field personnel who have experience and knowledge of the following:
a. Are proficient in the identification of target species which pertain to the type of survey being conducted.
b. Experience in proper collection techniques for voucher specimens.
