ADDENDA TO 52.212-4

LOSS, DAMAGE, OR DESTRUCTION

(a) Equipment Furnished With Operator. The Government shall not be liable for any loss, damage, or destruction of equipment furnished under this contract except for such loss, damage, or destruction resulting from the negligent or wrongful act(s) of Government employee(s) while acting within the scope of their employment.

(b) Repairs. All repairs to equipment under this contract shall be made and paid for by the Contractor.

(c) Operating Supplies. Fuel, oil, and other operating supplies will be furnished by the Contractor.

CONTRACT ADMINISTRATION DATA

(a) Post Award Conference. A post award conference with the successful quoter is required. It will be scheduled and held before work begins, after date of contract award. The conference will be held on a date and at a location as agreed upon.

(b) Invoice Processing Platform (IPP). The Invoice Processing Platform (IPP), is a secure, web-based service that more efficiently manages government invoicing from purchase order (PO) through payment notification, at no charge to federal agencies and their vendors.

The Forest Service is utilizing IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. Payment through IPP is an Electronic Funds Transfer (EFT) into the Contractor’s bank account.

Vendors that are required to submit an invoice through IPP do not need to contact IPP to enroll. Enrollment will occur directly through the agency they are doing business with. Once enrolled by an agency, vendors will receive two (2) emails with IPP login ID and a temporary password.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Project Description

Garnet Area Maintenance: This work includes removing the coarse sediment from the coarse settling pond and depositing this material on the cleanout road to dry, loading and hauling the previous week’s dried material from the cleanout road, large rocks from the Gravel pile and loose dirt from the Sifting Area, and stockpiling the material at the designated Stockpile Area.

Item 1 is for 7 cycles of maintenance and an hourly pay item for the end-of-the-year cleanout of the Fine Settling Pond using an excavator. The contractor shall furnish all labor, equipment, supervision, transportation, supplies, and incidentals to perform all work specified. Work will need to occur outside of time when site is open to the public. The site is open to the public from May 24, 2021 through September 6, 2021 during the hours of 0900 to 1630.

Item 2 (Optional) is for up to 6 cycles of maintenance and will be considered for award.

Item 3 is an Optional year item between June 1, 2022 and September 12, 2022. 7 cycles of maintenance and an hourly pay item for the end-of-the-year cleanout of the Fine Settling Pond using an excavator. Location

The proposed project is located in 281 Gulch in the Emerald Creek drainage near Fernwood, Idaho in Latah County, T42N, R1E, Section 8. The project location is accessible by vehicle from State Highway 3 and Forest Service Road 447 South of Fernwood, Idaho.

SPECIFICATIONS

(a) Project Description. The Forest Service has developed the Garnet Area as a place where the public may collect garnets. The Forest Service provides a stockpile of garnet bearing gravels from which visitors can gather material to run through one of two sluice boxes in search of garnets.

Visitors take garnet-bearing gravels from a stockpile to a sifting area. Once the material is sifted, visitors use one of the two sluices where they wash and screen the gravels for garnets.

The St. Joe Ranger District, Idaho Panhandle National Forests, has a requirement for services necessary to perform a maintenance cycle on the Emerald Creek Garnet Area, which includes the furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidental area maintenance in accordance with the terms, specifications, and conditions of this contract. There may be occasional, unforeseen, incidental area maintenance required by the Contractor’s equipment on an hourly basis such as fill or smooth ruts in the road while performing the area maintenance, or smoothing areas around restrooms. Also required is an end of year clean out of the Fine Settling Pond to be accomplished with an excavator as described in the Specifications below.

(b) Project Location. The maintenance work to be performed is located at the Emerald Creek Garnet Area. The proposed project is located in 281 Gulch in the Emerald Creek drainage south of Fernwood, Idaho, in Latah County, T42N, R1E, Section 8. The project location is accessible by vehicle from State Highway 3 and Forest Service Road 447 south of Fernwood, Idaho. The Emerald Creek Garnet Area is

0.2 miles up Road 3781 off road 447. A Vicinity Map and Site Map are included with approximate locations depicted.

(c) Period of Performance. Work will begin approximately June 9, 2021, and end September 10, 2021.

Maintenance cycles will initially be on a bi-weekly cycle (every 2 weeks). Dates for the initial maintenance cycle are estimated to begin June 9, 2021. The actual date for the initial maintenance cycle to begin will be dependent on weather and snow melt. The Call-When-Needed (CWN) maintenance cycles are dependent on the level of user activity at the Emerald Creek Garnet Area. The CWN maintenance cycles will be determined by the Contracting Officer (CO) and will be ordered as needed via form FS-6300-12 Work Order. Payment will be for actual quantity of work. Optional Items include additional periods of performance for bi-weekly maintenance cycles. Optional item periods of performance for additional maintenance include approximately June 1, 2022 and end September 10, 2022 as well as June 1, 2023 and end September 10, 2023.

(a) Time of Operations. Work under this contract will initially be a bi-weekly cycle and will begin no earlier than 8:00 a.m. Tuesday and conclude no later than 4:00 p.m. Thursday each week. Optional Maintenance Cycles will have the same time schedule.

(b) Maintenance Cycle. One Maintenance Cycle includes Remove and Deposit, Load and Haul, and Stockpile. See attached map for locations of work areas. One Maintenance Cycle is for end of year clean out which includes Remove and Deposit, Load and Haul, Stockpile, plus clean out of lower settling pond using Excavator Hourly Work.

(1) Remove and Deposit.

(i) Remove the wooden boxes from around the Sifting Area and then replacing them after the fine material has been removed;

(ii) Remove fine material (sifted dirt) from the Sifting Area (approximately 1 to 3 truck loads) and stockpile it at the Dirt Stockpile Area within .25 mile;

(iii) Remove large rocks (up to 3 feet in diameter) from the Digging Pile and haul them to the Gravel Stockpile Area. Reshape the Digging Pile (piling the dirt from in front of and around the Digging Pile back on top of the pile);

(iv) Remove discarded gravel…
