SCHEDULE NOTES

1) The quantities as listed in the “Schedule of Items” are estimated amounts for the BPA period. The estimates are per year, rather than per BPA holder in the event of multiple awards. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed. The estimated quantity does not convey either a minimum or maximum quantity that will be ordered by the government. The contractor shall not quote their unit price based upon obtaining a guaranteed award amount.

2) The Government reserves the right to make a single award or multiple awards, whichever is most advantageous to the government. The government reserves the right to award whichever number of BPA’s is determined to be best suited to meet the government’s requirements. The government anticipates awarding 3-4 BPA’s from this solicitation with the majority of the BPA’s for obtaining Labrador retrievers since they are in higher demand.

3) The contractor shall note that FAR 52.219-14 Limitations on Subcontracting applies to this BPA.

Contractors must comply with this clause. The full text of the clause can be obtained by using the FAR website referenced on page 13. Contractors that are proposing to subcontract the requirement will be required to demonstrate how they can meet the requirements of this clause.

4) In order to be considered for this contract the Contractor must submit the following:

a) A firm fixed price quote, completed Schedule of Items, showing the price for line items 001, 002, 003, 004 and 005 for whichever breed of canine they can provide. The contractor does not have to provide both breeds of canine but should indicate pricing for breed(s) of canine they can provide under the BPA. Pricing shall be submitted in a separate document than technical capability and past performance information.

b) A completed 1449 (page 1)

c) The required documentation requested below in section entitled PART V - EVALUATION OF QUOTES on page 29, which includes information that addresses the technical capability to verify your company’s ability to provide canines described in in this solicitation, and requested past performance information.

d) Paragraph (b) of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items if you have completed the annual representations and certification electronically via the System for Award Management (SAM) Website located at https://www.sam.gov/portal. If you have not completed the annual representations and certifications electronically, please complete only paragraphs (c) through (r) of this provision. NOTE the provision 52.204-7 System for Award Management requiring vendors to be registered in SAM prior to submission of a quote.

e) Quotes shall be submitted via email by the closing date of 5:00 p.m. Central Time on Tuesday, August 16th to Charmion Harris at charmion.harris@usda.gov. Please reference the solicitation number on your documents.

PLEASE DO NOT INCLUDE A COPY OF THE ENTIRE SOLICTIATION WITH YOUR QUOTE PACKAGE. You need only provide the documents requested above and reference the solicitation number in your submission.

It is the contractor’s responsibility to provide thorough and complete information in accordance with what is requested above. If the Contractor’s quote does not contain all items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the Contractor’s quote, thereby making the quote ineligible for award.

PART II – SPECIFICATIONS, STATEMENT OF WORK & BPA REQUIREMENTS

1. DESCRIPTION OF REQUIREMENT

The government is establishing firm fixed price blanket purchase agreements (BPA’s) for purchasing canines, specifically beagles and Labrador retrievers.

2. TERM OF THE BPA

The estimated period of performance for the BPA’s is from Sep 1, 2022, through Aug 31, 2027. The BPA will be reviewed annually in accordance with FAR 13.303-6.

3. BACKGROUND AND PURPOSE

The USDA/APHIS/PPQ/NDDTC provides human performance-based training pairing handlers and canines together to conduct agriculture inspections. The NDDTC utilizes Beagles and Labrador Retrievers to perform inspections in various application pathways. The NDDTC develops innovative ways for these teams to prevent pests and agricultural diseases from entering the United States through airports, international borders, postal facilities, and cargo areas.

The NDDTC has a high demand for Beagles and Labradors Retrievers to meet training commitments. An adequate supply of quality working canines will enable NDDTC to produce canine teams that are ultimately deployed throughout the world to protect American agriculture and natural resources.

The NDDTC requires vendors to provide canines to be trained in scent detection that possess the capability to detect pests, pest host material and/or agricultural diseases to protect American agriculture and natural resources.

4. SCOPE OF WORK

This requirement calls for the delivery of Beagle and/or Labrador Retriever canines (hereafter “canines”) to be utilized in scent detection that have no prior odor detection training. The canines shall be purebred Beagles and Labrador Retrievers or canines with predominant characteristics of purebred Beagles and Labrador Retrievers. Beagles must weigh between 20-35 pounds and Labradors must weigh between 40-70 pounds and all canines must be between the ages of 10 months – 3 years at the time of purchase to be considered.

Canines shall possess high food drive, a strong sense of independence, high work ethic, stable social temperament, environmental soundness, and the ability to work among people without over-socialization, fear, aggressive or rude behaviors. Any previous history of biting or aggressive behavior is considered unacceptable and the canine will be disqualified for assessment.

5.0 TECHNICAL REQUIREMENTS

5.1 INITIAL TECHNICAL ASSESSMENT

Canines will be pre-screened by NDDTC staff to ensure a high level of food drive and positive socialization with different types of people, animals, machinery, and noises. Canines that have been previously trained in scent detection may be disqualified for assessment. As a part of the pre-screening, the canines may be transported to an alternate location to effectively gauge the canine’s temperament in an unfamiliar environment. The information gathered during the pre-screening process will be utilized by NDDTC staff to determine which canines will be selected for additional testing. The vendor will be responsible for transporting all canines selected for additional testing to the NDDTC in Newnan, GA. Selected canines will be housed in the NDDTC quarantine facility, a kennel environment, during the assessment phase of the selection process and must not display signs of anxiety or kennel stress due to confinement. Selected canines that display anxiety or kennel stress during the assessment phase of the selection process will be disqualified for further assessment. The vendor cannot be present for any assessments conducted by NDDTC staff.

5.2. CANINE ASSESSMENT METHOD and ACCEPTANCE CRITERIA

Environmental Assessment – The environmental assessment phase of testing will encompass multiple environmental exposures in various public places occurring over the course of 1-4 days. Canines will receive an AM and PM ration of kibble each day they are under the care of the NDDTC staff. At a minimum, canines will be exposed to all environmental situations listed below. Desired behavior of the canine:

1. shows minimal to no reaction when approached by a stranger and returns to work quickly after initial exposure

2. is not distracted while working in and around crowds of people

3. shows minimal to no reaction to vehicles and traffic

4. shows minimal to no reaction to various types of doorways

5. demonstrates the ability to work in and around loud noises. Once the canine identifies where the noise came from, it returns to a searching behavior without delay or distraction

6. shows minimal to no reaction while working in tight spaces and can be directed into tight spaces to conduct a search

7. shows minimal to no reaction after an object is dropped in its presence and recovers quickly

8. displays minimal barking and/or aggression towards other canines

9. shows minimal to no reaction when exposed to different flooring surfaces (tile, concrete, sand, mesh, etc.).

10. is willing to navigate various types of stairs, staircases, escalator, and elevator up and down.

Canines are expected to successfully demonstrate environmental stability without the need for acclimation training. NDDTC staff will not conduct any acclimation training for these environmental situations prior to or during the assessment. Canines that fail to demonstrate consistent environmental stability will be disqualified from further assessment.

Canines must display a high level of food drive, proven by the canine’s focused desire to work for treats in high, low, and concealed placements. The canine must consistently display persistence to receive the treats and display a balance of high energy, confidence, and focus. The canine’s primary focus must be directed at the treats and the canine must not become overly distracted by environmental issues in the immediate area. A canine’s willingness to only take treats from the hand of the handler does not substantiate a high level of food drive. High food drive is established by the canine repeating multiple desired behaviors to receive a reward.

Spitting out treats or only taking certain types of treats is considered disqualifying. Canines that lose interest in the food reward and display more interest people, animals or environmental stimuli will be disqualified from further assessment.

Canines must demonstrate appropriate social skills during all interactions with people, known and unknown.

The canine must allow the handler to perform a physical inspection i.e., full body assessment of ears, feet, tail, mouth, teeth, and nails. If the canine displays fear or aggression, it will be disqualified from further assessment.

Solicitation 12639522Q0228 Canines Page 5 of 29 8/5/2022

Airport/Cargo Temperament Assessment – The airport/cargo assessment phase of testing will encompass environmental exposure to an active (live) airport/cargo location. This assessment is completed in one day.

Canines shall display a high level of food drive, be environmentally and socially stable, as described above, while exposed to an active airport/cargo environment. At a minimum, canines will be exposed to following during the airport/cargo temperament assessment:

Social Stimuli -

1. Adults (age 16+)

2. Children (age under 16)

3. Small groups of people (approximately 5-10)

4. Large groups of people (10+)

5. Uniformed personnel

6. Working canines

7. Animals traveling with passengers

8. Passengers utilizing wheelchairs or crutches

This test is designed to assess the canine’s social stability and boldness. Canines must be capable of displaying a strong ability to adjust to various types of social stimuli. Canines shall not display rude behaviors such as climbing/jumping on people or pressing people to interact. Canines displaying over socialization or submissiveness around people or other canines will be disqualified from further assessment. Any aggressive tendencies or behaviors while interacting with people or canines will also be considered disqualifying.

Reaction to airport environment –

1. Non-moving luggage carousel

2. Moving luggage carousel

3. Area where the luggage falls onto the carousel

4. Passengers standing with luggage

5. Passengers who are moving with luggage (roller bags)

6. Luggage carts

7. Moving escalator

8. Stairways

9. Various flooring surfaces

10. Non-moving vehicles

11. Moving vehicles

12. Loud noises, alarms, horns, buzzers

This test is designed to assess the canine’s environmental soundness in an airport. Canines shall display a strong ability to adjust to various types of environmental stimuli. Canines showing signs of fear, shyness, retreating behaviors, noise sensitivity, or refusal to negotiate objects are disqualified from further assessment.

Reaction to cargo environment –

1. Moving/stationary forklifts

2. Palletized material

3. Parcel belts, raised platforms

4. Busses (interior/exterior)

5. Semi-tractor/trailer

6. Loading dock/bay doors

7. Loud noises, alarms, horns, buzzers

This test is designed to assess the canine’s environmental soundness in a cargo warehouse. The canine shall display a strong ability to adjust to various types of environmental stimuli. Canines may be assessed in a live cargo shipping area and parcel facility, where they will be exposed to loud machinery, moving parcel belts, loading docks, palletized material, loud buzzers/horns associated with cargo shipping areas and warehouse workers. Initially, the canine may display adjustment behaviors but will be required to recover rapidly and display consistent independence and fearlessness. Any canine showing signs of fear, shyness, retreating behaviors, noise sensitivity, or refusal to negotiate objects will be disqualified from further assessment.

5.3 SUSTAINED CANINE FOOD DRIVE

All canines housed at the NDDTC receive two rations of kibble per day. The canines that are in training also receive additional treats during training sessions. After the canine completes the initial quarantine period (approximately 14 days) the canine will be assigned to a training specialist and begin scent detection training.

Some canines require additional time in quarantine to address health and/or parasitic conditions. If within the first 30 days of detection training (after quarantine period) a diminished food drive is observed after the canine has adjusted to a consistent diet, the canine shall be replaced at no cost to the Government or 100% of the purchase price refunded.

5.4 MEDICAL ASSESSMENT

All canines under consideration shall be in presented good health (bright, alert and responsive) and not require any veterinary care. Any canines that are presented with signs of illness or injury will be disqualified for assessment. All canines must have a unique identifier (international microchip) and have a current rabies vaccination with certificate. All canine medical files must be submitted to NDDTC staff a minimum of three days prior to assessment. Medical records will be reviewed to ensure that each canine has current certificate of vaccination for rabies and a negative heartworm test on file.

Once a canine is accepted by the NDDTC for evaluation, an initial health screening is performed by the NDDTC contracted veterinarian at no cost to the vendor. The evaluation consists of the following:

1. An examination including an ideal weight and estimation of age.

2. A heartworm test

3. A fecal exam

4. ELISA Giardia Test

5. Radiographs of the spine and hips

6. Blood profile

7. Neuter/Spay

8. Dental evaluation

9. Vaccines

A canine may be disqualified at any point during the health screening process if the results indicate abnormalities. Canines requiring substantial dental rejuvenation may be disqualified. A contracted veterinarian for the NDDTC will evaluate the spine/hips of each canine to ensure soundness.

If a canine fails any portion of the temperament testing process after arrival at the NDDTC, it will be the responsibility of the vendor to pick-up the canine within three business days following the notification of failure. The Government will not pay invoices until all temperament/medical testing has been completed and the canine has completed the 30-day sustained food drive assessment. Once the canine has been found to be in compliance with all contractual requirements, an invoice may be submitted by the vendor through the Invoice Processing Platform (IPP).

5.5 CANINE HEALTH GUARANTEE

Upon delivery of canines by the vendor, all canines will receive a visual and hands-on health check performed by NDDTC staff. If a health concern is identified, the canine will not be accepted for temperament testing and will be immediately returned to the vendor prior to entry into the NDDTC quarantine facility. Canines must be in good health and not require veterinary care. If veterinary care is required within the first 72 hours after arrival at the NDDTC, the vendor will be responsible for the cost of all veterinary care provided by the NDDTC contracted veterinarian. If the canine is deemed suitable for the USDA program, the cost of veterinary care will be deducted from the purchase price of the canine.

All canines shall be warranted for one year against hereditary and congenital disease. If within one year a canine is diagnosed with a hereditary or congenital disease by the USDA NDDTC contracted veterinarian, it shall be replaced at no cost to the Government or 100% of the purchase price be refunded. The contractor will have 30 calendar days to replace or refund.
