The minimum guarantee will be met with the initial task order contract concurrent with the award.

b) The unit prices in the above Schedule B shall be used as the basis for all subsequent Task Orders issued against the contract awarded. The actual services provided will be paid at the unit prices quoted. Include all costs into unit pricing such as miles, materials, chemicals, equipment, etc. When calculating unit prices ensure to account for possible future costs/inflation. The link provided by AAA can be used for example. https://gasprices.aaa.com/?state=MT

c) More than one award may be made as a result of this solicitation. The contractor is required to fill out pricing for each year on the locations of their choosing. An award will be made (can be multiple) to the responsible quoter(s) whose quote is determined to be the best value to the Government for those locations. The Government may or may not award all toilets upon evaluation of quotes.

Description of Requirement

The purpose of this contract is to furnish all materials, chemicals, equipment, supervision, transportation, and incidentals necessary to pump toilets identified by this solicitation on the Madison Ranger District. A copy of Tech Tips: Vault Toilet Pumping, Publication Number 2300, published by USDA Department of Technology and Development, dated October 1992, is attached for specifications.

Identified vault toilets and host vaults will be pumped clean of waste. After waste is removed, clean water will be pumped back into the vault toilets. The approximate amount is as follows: 150 gallons to the 1,000-gallon vaults, 75 gallons to the 500-gallon vaults, 50 gallons to the 300-gallon vaults. No clean water needs to be pumped back into the four septic tanks. After pumping, toilet facilities will be left as clean as they were before pumping operations began.

Waste shall be taken to an appropriate facility for sanitary disposal. Disposal of waste shall meet all sanitation and health laws, ordinances, or regulations by any municipal, county, state or Federal authority to govern collection and disposal of human waste shall be recognized and observed while performing the services.

Disposal is not allowed on any Forest Service Lands. All fees imposed for sewage disposal under this contract are the responsibility of the contractor.

Vaults shall be pumped within 1 week of notification from Forest Service personnel that the vault needs pumping. The number of vaults that are pumped under this contract will vary year to year and request for pumping will be on an as needed basis. Requests to pump multiple vaults in a single trip to reduce costs for the contractor may be utilized.

Contractor shall provide a schedule of anticipated dates of completion of each vault pumping on the task order award and shall provide weekly notification to Contracting Officer’s Representative after pumping has been completed. Toilets identified for pumping will start after the period of performance, weather permitting, and will be pumped through the summer season. The Task Order will determine the period of performance for each vault toilet pumping.

See the following specifications in Tech Tips C. 1-4, 1-5, 1-6 and C. 2-1, 2-2, 2-3, 2-4, 2-5, 2-6, 2-7 https://gasprices.aaa.com/?state=MT

The period of performance of this contract is approximately from Base Period 06/05/2025-05/14/2026; Option One 05/15/2026-05/14/2027; Option Two 05/15/2027-05/14/2028; Option Three 05/15/2028-05/14/2029 & Option Four 05/15/2029-12/31/2029.

Toilet vault pumping shall be accomplished Monday through Friday. No pumping will be accomplished on Saturday, Sunday or Holidays unless approved in advance by the Contracting Officer. The Contractor shall maintain progress at a rate which will assure completion of work within the contract time specified above.
