Description of Requirement
Desired Outcomes
Removal and/or disposal/storage of abandoned and occupied noncompliant vehicles from the Willamette National Forest.
Required Service
The Willamette National Forest needs contractors, that are appropriately equipped, to remove abandoned and occupied noncompliant vehicles from the forest. Some vehicles are located away from roads, and are inoperable, or are vandalized which necessitates that the contractor is equipped to retrieve vehicles, has the capacity to load an abandoned vehicle onto a transport vehicle for removal, and has the ability to cleanup and remove vandalized vehicles containing potentially hazardous substances such as asbestos.
The work consists of removing abandoned vehicles (e.g. motorized vehicles, recreational vehicles, utility trailers, watercraft, etc.) from roads and/or adjacent areas on within the forest boundaries. Once an unoccupied vehicle is located by staff, and determined abandoned and authorized for removal by Forest Service Law Enforcement, the Forest will issue a BPA Call to the contractor along with a Forest Abandoned Vehicle Removal Request Form with pertinent information (e.g. vehicle location information, road/access information, GPS coordinates, map, pictures, vehicle description, vehicle condition information, etc.) to facilitate vehicle removal.
On occasion, removal of an occupied unlawful vehicle may be necessary, but shall only occur under the coordination of an authorized law enforcement officer.
Scope
Item 1: Abandoned Vehicle Recovery, Removal and Disposal
Item 1 requires recovery when necessary, removal and disposal of an abandoned vehicle by having it towed or hauled away via tow truck, flatbed, or dump transport. Vendor may be responsible for litter/debris removal associated with the abandoned vehicle. Vendor shall be responsible for appropriate removal and disposal of hazardous materials directly associated and contained within the vehicle, such as asbestos, fuels, oils, solvents, and sewage. This work can be subcontracted. Hazmat removal does not apply to site remediation, such as soil contamination. Three stages identifying complexity of vehicle removal are identified in section D.
Abandoned Vehicle Potential Conditions:
Abandoned Vehicles may be in various states of operation or disrepair. Vehicles may be operable and functional enough to be towed (Stage 1); or incapable of being towed without some repairs (Stage 2); or immobile due to vandalism (e.g. fragmented into pieces, burned out, etc.) and in such disrepair that they could only be removed by loading them onto a flatbed or other similar transport vehicle (Stage 3). Removal would include removal of an entire abandoned vehicle to include body, frame, doors, wheels and tires, major parts (e.g.
engine, transmission, etc.) If a vehicle has been cut, broken, or disassembled into multiple parts, then removal of as much of the vehicle as possible shall occur. Reference attachments listed in Section D for further explanation of Stages 1-3.
Vehicles may include Off-Highway Vehicles (e.g. quad, motorcycle, side by side, etc.);
highway-legal vehicles (e.g. sedan, sport utility vehicle, pickup truck, van, bus, motorcycle, delivery vehicle, etc.); and may include recreational vehicles (RV) such as motorhomes (e.g.
Class A, Class B, Class C), fifth wheel trailers, conventional bumper-pull travel trailers, folding/tent trailers, toy haulers, slide in truck campers, and a variety of other utility trailers.
Motorized vehicles may be powered by fuel sources such as gasoline, diesel, liquid propane, natural gas, etc. and/or electric power sources such as batteries (e.g. lead-acid, NiMH, Li-ion, etc.)
Item 2: Removal and Storage of an Occupied Unlawful Vehicle
Item 2 requires removal of an occupied unlawful vehicle by having it towed or hauled away via tow truck, flatbed, or similar transport. A vehicle is considered unlawful when it is in violation of 36 CFR 261 statutes, such as Subpart A General Prohibitions regarding Occupancy and Use (36 CFR 261.10) or other similar laws of the State of Oregon or local municipalities, as determined by the law enforcement officer within the corresponding jurisdiction.
The vendor may be responsible for litter/debris removal associated with the occupied vehicle.
The physical condition of an occupied unlawful vehicle may fall under any of the three stages (Stages 1-3) identified in Section D. The vendor shall have the ability to remove and impound/hold the vehicle until its final possession is resolved per local and state laws.
A Forest Service COR will schedule removal of an occupied unlawful vehicle only after coordinating its removal with a Forest Service Law Enforcement Officer.
Location
Willamette National Forest
Detroit Ranger District 44125 North Santiam Highway SE Detroit, OR 97342
Sweet Home Ranger District 4431 Highway 20 Sweet Home, OR 97386
McKenzie River Ranger District 57600 McKenzie Hwy McKenzie Bridge, OR 97413
Middle Fork Ranger District 46375 Highway 58 Westfir, OR 97492
Specific locations will be determined on a per call basis.
The Willamette National Forest is located along the western slopes of the Cascade Range in western Oregon and is approximately 1.6 million acres in size. The Willamette National Forest Supervisor’s Office, which serves as the forest headquarters, is based in Springfield, OR. Four ranger districts, with offices located in the communities of Detroit, Sweet Home, McKenzie Bridge, and West Fir, directly administer field operations across a 110 mile stretch from north to south.
The Forest is easily accessed from the Willamette Valley cities of Salem, Albany, and Eugene by four core highways (U.S. Route 20; Oregon State Routes 22, 58, 126) that cross the Forest. Additionally, each district has a core set of arterial roads that access the heart of the forest. Abandoned vehicle removal may be needed anywhere within the Forest boundary, but most issues occur within ¼-mile of a system road. However, vehicle removal may be needed on remote 4WD routes.
Abandoned vehicles are typically found in readily accessible locations such as along Forest roads, day use areas, campgrounds, etc. However, abandoned vehicles may be located away from roads along dispersed recreation camps, ravines, side hills, waterbodies, etc. and may require the use of equipment (e.g. cable, wench, come-along, etc.) to pull the vehicle onto a road in order to facilitate its removal.
