ATTACHMENT A: STATEMENT OF WORK
Poultry Isolator Prototype United States Department of Agriculture (USDA)
National Poultry Research Center
1.0 Introduction
1.1 The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific in-house research agency with the mission to deliver scientific solutions to national and global agricultural challenges. The ARS has been tasked to find solutions to agricultural problems that affect Americans every day from field to table. The ARS delivers cutting-edge, scientific tools and innovative solutions for American farmers, producers, industry, and communities to support the nourishment and well-being of all people; sustain our nation’s agroecosystems and natural resources; and ensure the economic competitiveness and excellence of our agriculture.
2.0 Objectives
2.1 The USDA, ARS National Poultry Research Center, located in Athens, GA, has a requirement for a Poultry Isolator Prototype.
2.2 The vendor must provide all equipment, materials, and labor for the manufacture of a large poultry isolator prototype compatible with existing chicken isolators in accordance with the following requirements.
3.0 Requirements
3.1 Materials
3.1.1 All material used for isolator body, doors, plumbing, stands, etc. must be made of stainless steel as described herein. All gaskets, barriers, and other equipment must be closed cell and airtight.
Any windows or light-admitting panels must be made of suitable plastic. All penetrations must be sealed and airtight.
3.2 Size and arrangement of isolator
3.2.1 Isolator must be supplied to be stacked one high on a stainless-steel metal rack with locking casters (that can withstand cleaning and disinfection without corrosion) to allow the rack to easily move for cleaning or repair.
3.3 Corner Height Adjustment
3.3.1 All 4 corners of the isolator must have height adjustment capability due to different slopes in the floors.
3.3.2 Total size of isolators with fan motors, filters, and all attachments must not exceed 75" wide by 33" deep by 78" high.
3.3.3 Isolator box interior dimensions must be 67" wide by 30" deep, with a height of 36" above the floor level, and 5" (0.13m) below the floor level to accommodate fecal trays.
3.4 Arrangement and accessibility
12405B24Q0344_Poultry Isolator Prototype Page 14 of 35
3.4.1 The front must be accessible through two hinged doors that are latched in the middle (no use of primate latches). The two openings must be gasketed with a water-impermeable, synthetic material to maintain air-tight barrier integrity. The doors must swing outward for ease of opening and access to the interior of the isolator. In addition, within each door there must be an access window for accessing the animal compartment. These access windows must have stainless steel hinges and must open down, not to the side. Located behind each door on the interior of the Isolator must be a stainless-steel metal wire screen with spring-loaded flap doors (“saloon doors”). The “saloon doors” must be located behind each of the access windows. The entire screen must be easily removable for cleaning and must be secured, without the use of pins, to prevent shifting during use.
3.4.2 Side panels must have solid stainless-steel walls.
3.4.3 The door windows must be a clear plastic such as Lexan® that will remain clear after exposure to disinfection chemicals. All doors, through use of appropriate sealing material, must prevent ingress of outside air when properly latched. Doors and openings must be constructed so that excess material does not build up between exterior door and feed tray.
3.4.4 The floor must be a suspended plastic flooring designed for poultry and made from a material which is not damaged by disinfectants, of approximately 1" (2.54cm) square mesh that separates the upper area housing the birds and the lower area that contains the fecal catch tray. The grate must be removable. The grate must be sufficient to fully support the weight of the birds occupying the isolator without bending, due to housing heavy birds such as broilers and turkeys. This would be equivalent to 25 pounds (11.3kg) evenly spread across the floor. Flooring grate must be secured so as not shift during use.
3.4.5 Two removable trays of stainless steel must occupy the lower area and serve as a fecal catch tray that can be removed by opening the front panel for easy cleaning. The trays must be at least four inches in height, and sturdy enough to support the weight of water and droppings without twisting while being removed. The tray must sit so that water from drinkers does not drip outside of the tray.
3.4.6 Door latches and other surfaces must be snag-free and be of stainless-steel construction, so that PPE will not get caught on cage equipment and become compromised. Electronic controls, sensors, and other utilities must be easily disconnected for maintenance and cleaning and be accessible from the front side of the unit assembly.
3.5 Ventilation and heating
3.5.1 Heat must be provided by 2 ceramic heaters that are integral to the unit and be controlled by a digital thermostat that displays in large numbers the current isolator temperature. Heaters must be at least 6 inches from the back or side walls. Temperature must be controllable between room temperature and 95°F (35°C) within +/- 4°F (+/-2°C) at a normal room temperature of 75°F (24°C). A thermometer must be provided such that the interior temperature at bird level (about 4-6 inches from the floor) can be read from the front of the isolator, as a confirmation of the operation of the heating controls. The heater unit must be removable with a removable plate that holds all the necessary cabling and seals. The hole through which the cabling passes must be at least 7.6cm by 12.7cm (3 in. by 5 in.) and must be located as close to the center of the top as possible, in order to
12405B24Q0344_Poultry Isolator Prototype Page 15 of 35 provide for installation of future equipment. A blank plate must be provided for when the heater is not in use and the heating unit is removed.
3.5.2 Isolator must have pre-filters and HEPA filters on the intake and exhaust ports. Pre-filters on the intake and exhaust ports must be easily changed from the exterior of the unit. The HEPA filter housing must match our existing waterfowl isolators. Pre-Filter size must be approximately 2X the size of the previous prototype and a commercially available filter. Air movement must be by way of a ventilator fan on the exhaust side, providing an air exchange rate of at least 15 times per hour, with a variable speed drive for adjustment. Meter access must be available on the supply and exhaust for HEPA filter certification. The isolator must operate at a pressure differential that is negative with respect to the room pressure. Pressure differential must be shown by means of a Magnehelic gauge or equivalent. (No fluid-type manometer gauges).
3.6 Feed and water supply
3.6.1 Feed supply tubes must be easily accessible, but not be located within the door. Feed must be delivered to the middle of the feed bin. The port for the feed must be at least 1.5 inches in diameter and angled to allow access from the front of the isolator. The feed port must not have sharp angles.
Feed bins must have a metal screen (approximately 0.5" mesh) on the top to prevent birds from entering the feed bin. There must be two feed bins, one against each of the side walls.
3.6.2 Feed bins must be against the sides of the enclosure so that birds cannot go between the feeder and the back wall or the feeder and the front door. Feed bins must be 18” tall from the bottom of the feeder and be 3” deep. Feed tube must be within 1” of the top of the wire mesh when the feeder is in the highest position.
3.6.3 Water must be provided by interchangeable broiler nipple drinkers and turkey cups. All water piping must be food-grade. Watering equipment must be mounted through the center of the isolator at the front of the isolator between the doors (likely off center for the wire divider to function properly). There must be a minimum of four broiler nipples that can be exchanged with 2 turkey cups using the same water slide that are made of durable material that doesn’t easily break or crack.
Height of the waterer within the isolator must be adjustable from the top outside of the isolator.
Feed and water equipment must be made so that they are secure and will not move due to activity of the birds or due to slippage of the mount or adjustment hardware.
3.7 Other considerations
3.7.1 Isolators will be cleaned and decontaminated on a regular basis. This will expose them to certain harsh chemicals including Virkon- S (Potassium peroxymonosulfate}, paraformaldehyde fumigation (and ammonium carbonate neutralizer}, vaporized hydrogen peroxide (VHP), bleach, and ethyl alcohol. Materials used in the construction of the isolators and stands must be resistant to corrosion or other detrimental effects resulting from exposure to these chemicals.
3.7.2 All maintenance will be carried out from the top, front or side of the unit. No need to access the rear of the unit for most normal operations. Electronic controls, sensors, and other utilities must be easily disconnected for maintenance and cleaning and be located on the front or on the side at the front of the unit. Side mounted attachments cannot protrude beyond the rack.
12405B24Q0344_Poultry Isolator Prototype Page 16 of 35
3.7.3 All inlet and exhaust ports must have the ability to adapt the unit to a ducted air supply or exhaust. This must be a tubular extension sufficient to attach flexible ducting.
4.0 Period of Performance/Schedule
4.1 Delivery must be within 6-months after receipt of order (ARO).

(End of Provision)
52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL PRODUCTS AND COMMERICIAL SERVICES (SEP 2023) This is a requirement to establish a Firm-fixed price order for a poultry isolator prototype in accordance with the attached Statement of Work (SOW). The period of performance will be 6 months after receipt of order (ARO). This award shall be made on Best Value – Tradeoff Source Selection. Best Value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The evaluation factors are listed below and in Provision 52.212-2 of this solicitation. Please document the required technical expertise and knowledge required to successfully complete the requirements identified in the SOW, past performance, and complete a separate pricing schedule. Facsimile submissions are not authorized for this solicitation. This solicitation does not commit the Government to pay any costs for the preparation and submission of a quote in response to this Request for Quote. All technical questions or questions regarding the SOW must be submitted by email only to frank.palmer@usda.gov. The final day for question submission is Friday, July 26, 2024, at 1:00 pm Mountain Time. The Offeror must submit an electronic response to this solicitation via email to frank.palmer@usda.gov. The information provided must be concise, factual, and complete. Quotes that merely offer to provide the services as described in the SOW will not receive further consideration for award. The Offeror must offer best pricing upfront and must submit one separate electronic response of the price quotation and past performance. To be considered responsive, completed technical, pricing, and past performance responses must be sent electronically via email to frank.palmer@usda.gov and received no later than the closing date and time of this solicitation. As a result of this solicitation, the Government intends to establish a firm-fixed price order.
Award of the contract resulting from this solicitation will be made to the responsible offeror, as defined by FAR 9.104-1, whose quote offers the Best Value to the Government. Responsible includes, but is not limited to, providing a detailed technical proposal, satisfactory past performance history, an active registration in the System for Award Management (www.sam.gov), not being debarred or suspended from doing business with the Federal Government. As the technical merits of the quotes become more equal, price may become the determining factor. Any offeror without an active SAM registration will be determined non-responsive and will not receive further consideration for award.
EVALUATION FACTORS
The evaluation factors for this solicitation are as follows:
Factor 1: Technical Capabilities
12405B24Q0344_Poultry Isolator Prototype Page 18 of 35
Offeror shall submit a technical quote to address, at a minimum, the following items:
1. Knowledge and Skill
1. Provide a detailed description of knowledge, experience, and skill on how you would meet the requirements listed in the SOW.
2. Provide a list of key personnel and related experience.
Include only information relevant to this project and the contractor's quote only. Provide a narrative which addresses each item described above, at a minimum.
FACTOR 2 – Past Performance
Provide a list of at least three (3) projects similar in type, complexity, and magnitude completed within the last two (2) years. Include a brief narrative of the projects to show relevancy to the work described in the attached SOW. It is desirable, but not required, that references be other Federal Agencies.
Provide past performance references including, at a minimum, the following information:
1. Name of Project
2. Location of Project
3. Contract Number
4. Period of Performance
5. Total cost for Project
6. Name of Agency/Entity
7. Point of Contact for Agency/Entity (including phone numbers & email)
8. Complete and thorough description of services performed (to show specific relevancy to this project).
Description should include specifics about the scope of projects completed. This information is requested to assist in evaluation of relevancy to this project in terms of type, complexity, and magnitude. Submissions that do not include past performance will be given a neutral rating.
FACTOR 3 – Price
Offeror must indicate a cost for the required services on a separate price quotation.
Evaluation Standards:
Factors 1 and 2 are of equal importance and both more important than Factor 3. The price quotes will be evaluated for price reasonableness and any instances of unbalanced pricing. As the technical merits of the quotes become more equal, price may become the determining factor.
BEST VALUE/CONTRACTOR SELECTION AND AWARD APPROVAL. The best value/contractor selection criteria in the solicitation are as follows:
Award will be made to that offeror whose quote is the most advantageous to the Government and demonstrates that (1) it meets the technical requirements of the solicitation and (2) the quotes technical/cost relationship represents the best value to the Government. Evaluation factors other than cost or price, when combined, are more important than price in the award decision. The critical factor in making any cost/technical tradeoff is not the spread between the technical scores but, rather, the significance of that difference. The significance of the spread of scores will be determined on the basis
12405B24Q0344_Poultry Isolator Prototype Page 19 of 35 of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical tradeoffs that are in the best interest and advantageous to the Government. The Government may reject any or all offers if such action is determined to be in the best interest of the Government.
