The Government intends to award a Firm Fixed-Price Purchase Order for the services described in LINs 1-5.
A. STATEMENT OF WORK (SOW) -- SCOPE OF WORK
This requirement is to procure a full-service plan/maintenance agreement on an annual basis for a Sciex 5500 mass spectrometry instrument (serial number BB20110906) to support method trials.
The Vendor shall indicate if the minimum salient characteristics have been met to be considered responsive for this requirement.
Technical Requirements:
1. Coverage shall include troubleshooting capabilities based on complete knowledge of the entire instrument, immediate access to all certified replacement parts (Original Equipment Manufactured-OEM parts), and immediate access to improvements and new procedures provided by the original Vendor and manufacturer.
2. Any necessary service shall be provided by service engineers who are trained and certified by the original manufacturer of the instrument. Engineers shall have access to the manufacturer’s latest technical developments, repair procedures, application updates, diagnostic software, and planned maintenance procedures.
3. The Vendor shall provide all travel, labor, and parts required to properly maintain the instrument at no additional charge.
4. The Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), or their designee shall have immediate access to the manufacturer’s technical assistance call center during regular business hours (10am to 8pm EST). The technical assistance call center shall be staffed by engineers who provide a high level of expertise for troubleshooting the instrument. If a call to the technical assistance line results in an on-site service being required, the vendor shall have the ability to open up the service ticket.
5. There shall be one (1) scheduled preventative maintenance (PM) visit per year over the term of the contract. The PM visit shall include all travel, labor, and parts included. This inspection shall include routine preventative maintenance of the instrument, calibration, electrical safety testing and any other preventative maintenance measures deemed necessary by the vendor. The initial PM service shall take place within 30 days of award.
6. The Vendor shall be able to confirm that a service engineer shall be able to work on site within two (2) business days of receiving a call from CVM. Upon the on-site visit, the Contractor shall assess the scientific equipment and determine if the repairs needed to the scientific equipment are covered under the current service maintenance agreement. If the repairs are not covered under the service maintenance agreement, the Contractor shall submit a quote to the Government for review and approval or negotiation, which shall include travel costs, parts costs and labor costs. Turnaround time for an emergency or non-emergency on-site visit to completion of repairs shall not exceed five (5) business days (120 hours).
A. For repairs up to $2,500, not covered by the Maintenance/Support Agreement, the Government shall pay the Vendor (with proper Government approvals) with a Government Purchase Card (P-card);
B. For repairs over $2,500, not covered by the Maintenance/Support Agreement, the Government Contracting Officer (CO) will approve the service request and may issue a Purchase Order for the repairs.
7. The same terms apply for service on the software (Currently Analyst 1.6.x, but it will be upgraded to Analyst 1.7.x, by July) when malfunction occurs that needs repair, within-version upgrade/patching (e.g., hotfixes), or (re)installation, whichever is applicable.
Technical consultation and trouble-shooting may be conducted over the phone, yet the engineer shall be able to come on-site for in-depth diagnosis and repair work if the problem cannot be solved remotely.
Option Year Maintenance Agreement:
The requirements for the option years are the same as defined above in the technical requirements for the base year.
Current Instrument Status:
The instrument is currently fully functional however, it is not currently on a maintenance agreement. CVM anticipates the first annual PM Service, along with a pre-maintenance/recertification, to take place within 30 days of award. Any repairs required for the Contractor to cover the instrument on the maintenance agreement need to be defined at the time of the PM service. A quote for the repairs needs to be provided to CVM and the CO who will determine next steps which may involve a modification to the contract to include the price of the repairs or CVM may utilize P-card (up to $2,500) or an existing contract to cover the repair price.
Repairs are not to be initiated by the Vendor unless the Government CO has given the Vendor proper authorization.
Certificate of Maintainability:
At such time as the services of the Contractor are terminated, expire contractually or are otherwise not extended, or upon request by the CO at any time, the Contractor shall issue, within five (5) working days, a "Certificate of Maintainability" for any or all equipment acquired and/or maintained under this award. The certificate shall state that preventive maintenance in accordance with the specifications of the OEM has been performed and that the equipment is performing in accordance with the OEM's specifications such that the OEM (or the OEM's successor in interest) would commit that it would assume maintenance of the equipment without billing any one-time charges (including but not limited to repair or inspection charges) if such maintenance were assumed effective the day after the Contractor's performance ceases. The Contractor is responsible for bearing all costs associated with obtaining such certification at no separate charge to the Government. Should the Contractor fail to issue the required Certificate of Maintainability in accordance with this clause, or should any equipment fail to perform in accordance with the certification, the Contractor shall be liable to the Government for any reasonable costs incurred by the Government for the purpose of bringing the equipment up to the required OEM maintenance level.
Other Requirements:
