Line Item Structure: The following is a contract line item number(s), quantities, and units of measure, (including option(s), if applicable):

Line Item 0001 – Four (4) stand-alone autoclaves

Introduction The mission of the Food and Drug Administration, Office of Regulatory Affairs, Office of Regulatory Science, Irvine Human and Animal Food laboratory (ORA/ORS/IRVLHAF) is to protect the public health by providing analytical approaches, use of rapid methodology and expert scientific evaluations in support of investigations involving the safety of foods and other FDA regulated products.

IRVLHAF Microbiology Branch analyzes samples for the presence of pathogenic microorganisms. The Government requires various laboratory equipment to sterilize the potentially contaminated products, media and utensils used to evaluate these products. Autoclaves are the equipment used to perform sterilization in the IRVLHAF Microbiology Branch.

Objective The objective of this procurement is to replace aging, malfunctioning autoclaves to improvement efficiency in the IRVLHAF Microbiology Branch.

Scope of Work This is to procure four stand-alone autoclaves: two medium capacity autoclaves and two large capacity autoclaves.

Background The average life expectancy of an autoclave is approximately 10 years. The autoclaves currently in use in the IRVLHAF Microbiology Branch were purchased more than 10 years ago and their useful life has passed. They are breaking down on a more frequent basis and affecting operations due to malfunction or waiting for service personnel. With the expanding need for increased media production and the cost to maintain and repair these autoclaves increasing each year, it is more efficient to procure new autoclaves than continue to operate in this inefficient manner. If two or more autoclaves are not functioning properly at the same time, the ability of the IRVLHAF Microbiology Branch to operate efficiently is greatly affected.

Type of Contract Contemplated This procurement is for a Firm-Fixed Price (FFP) contract.

Period of Performance The contract will be awarded no later than September 30, 2024. Delivery will be within 6 months of contract award.

The initial installation will be within 1 month of delivery. The final installation will be within 3 months of delivery, but no sooner than 1 month after the initial installation.

Place of Performance The autoclaves shall be installed at the FDA Irvine Human and Animal Food Laboratory – Microbiology Branch, 19701 Fairchild, Irvine, CA 92612-2506.

The large capacity autoclaves will be installed on the first floor.

Lamb, Thomas Is this just delivery or do we want the installation to be completed also?

The medium capacity autoclaves will be installed on the second floor.

The large capacity autoclaves must be able to fit through a doorway 6-feet wide by 8-feet high. The medium capacity autoclaves must be able to fit on a freight elevator with an opening 6-feet high and 6-feet wide. If necessary, the autoclaves will be shipped in sections and assembled at the installation site.

Applicable Documents When vendor representatives arrive on site to deliver / install the equipment, a proper U.S. photo identification will need to be provided to check-in with the Federal Protective Service (FPS) Security Guards in order to enter the campus and facility.

The vendor representatives may receive an “Escort Required” temporary badge. If a badge is provided, it must worn by the vendor representatives while in the building and the representatives will remain escorted by laboratory personnel during their time on-site.

When the installation is complete, the vendor representatives will provide the laboratory personnel with a work order or service receipt detailing their work performed. The vendor representatives will check-out with the FPS Security Guards, turning in their temporary badge, if applicable.
