PERFORMANCE WORK STATEMENT (PWS)
STREAM SURVEYS (Level II)
ROGUE RIVER-SISKIYOU & UMPQUA NATIONAL FORESTS
1.0 INTRODUCTION
a) The U.S. Forest Service is contracting for stream, snorkel and spawning survey services on the Rogue River- Siskiyou and Umpqua National Forests. This contract will result in a firm-fixed-price and indefinite-delivery requirements (ID/R) type contract. The estimated quantity stated in the schedule reflects the approximate need the Forest Service anticipates during the life of the contract. The estimated quantity is not a representation that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal.
The Government will issue task orders via email when work is needed, which will identify the period of performance, exact location, and actual quantities of services required. Utilization of the requirements contract has been determined to be appropriate for acquiring stream survey needs because the Government anticipates recurring requirements, but cannot predetermine the precise quantities that will be ordered during the contract period.
1.1 SCOPE OF CONTRACT
a) The Contractor shall furnish all labor, equipment, supervision, supplies (except those designated as Government furnished), incidentals, needed to conduct stream, snorkel and spawning surveys and produce reports from the data gathered in compliance with the terms, specifications, conditions, and clauses of this contract.
b) All stream survey work shall be done as directed in " Stream Inventory Handbook" Region 6, 2018, Version 2.18 or the newest approved version. The Stream Inventory Handbook can be found at https://www.fs.usda.gov/detail/r6/plants-animals/fish/?cid=stelprdb5284077. Level 1 and level 2 inventories and corresponding reports shall be completed.
c) All stream survey field work shall be completed between June 01 and October 15, or whenever fall precipitation changes the stream flow from summer levels. Completion dates will be stated in the Task Order.
d) All snorkel survey work shall be done using standard snorkeling techniques for aquatic census. The survey objective is to record fish species presence/absence. Data sheets and corresponding GPS points for fish distribution shall be completed.
e) All spawning survey work shall be conducted using a modified version of the current ODFW Salmon Spawning Survey Procedures, a standard regionally accepted methodology. The survey objective is to record all redds and fish (both live and dead) encountered during each survey by walking the channel. A summary report, including a narrative and all raw data shall be completed.
1.2 LOCATION
a) Streams to be surveyed are located generally within the boundaries of the the Rogue River-Siskiyou National Forest and the Umpqua National Forest. Access to and physical conditions of the streams to be surveyed vary considerably. Long hikes over uneven and steep terrain may be common. Whitewater boating on local rivers may expedite access to remote stream locations (e.g. Kalmiopsis Wilderness). Overnight camp-outs may expedite work on more remote streams which may be one hour or greater in travel time to the nearest town. The Contractor shall exercise caution for personal safety when conducting surveys. If the Contractor does not think the survey can be safely completed, the Contracting Officer and Contracting Officer’s Representative (COR) shall be contacted immediately. Miles are map-generated estimates.
1.3 PERIOD OF PERFORMANCE (POP)

c) The Contracting Officer should be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required delivery or completion times stated in the contract, and the contract will be modified accordingly.
d) On all matters that pertain to the contract terms the Contractor must communicate with the Contracting Officer.
Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the contract, the Contractor should so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment or necessitate submittal of a contract claim.
