About this file
This is a Request for Qualifications (RFQ) issued by the City of Casa Grande, Arizona for a Construction Manager at Risk (CMAR) to provide preconstruction and complete construction services for the City's planned Sports Field Complex. The RFQ outlines the selection process for identifying a qualified CMAR who will manage all phases of the project from preconstruction planning through final construction delivery. The document specifies that interested firms must submit their qualifications by the stated deadline, with the evaluation and selection process to follow a competitive procurement methodology. Site visits and a pre-bid meeting are anticipated to allow potential bidders to familiarize themselves with the project scope and ask clarifying questions. The contract will be awarded to the most qualified firm based on evaluation criteria established by the City, and the selected CMAR will be responsible for delivering the Sports Field Complex project within the agreed-upon parameters.
The RFQ establishes the framework for CMAR selection based on qualifications, experience, and capability rather than a traditional low-bid approach. Pricing terms and the final contract amount will be negotiated with the selected firm following qualification-based selection. The document does not reference specific set-asides, incumbent contractors, or detailed funding amounts and sources within the RFQ itself, as these elements are typically addressed during the negotiation phase or in separate project documents. The City intends to utilize the CMAR delivery method, which allows for collaborative preconstruction services and establishes a guaranteed maximum price for construction, providing cost certainty and schedule control for the Sports Field Complex development.
