PART II – SPECIFICATION/STATEMENT OF WORK
1.0 BACKGROUND
The United States Department of State’s (DOS) Foreign Service Institute (FSI) is the U.S.
government’s primary training institution for officers and support personnel of the U.S. foreign affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in the U.S. At the George P. Shultz National Foreign Affairs Training Center (NFATC), the FSI mission is to develop the men and women our nation requires to fulfill our leadership role in world affairs and to advance and defend U.S. interests.
The NFATC is located in Arlington, VA with other locations in the Washington metropolitan area;
and domestic and overseas regional training centers. FSI offers more than 700 classroom courses, including some 70 foreign languages, about 270 custom-developed distance learning products and over 2,700 commercial distance learning courses available worldwide 24/7 through the Internet.
Annual enrollments exceed 100,000 students.
The Economics & Commercial Training Division (ECON) has a requirement to acquire books for their upcoming ECON course.
SCOPE
FSI/EX/ECON requires textbooks for their upcoming Foreign Economics Studies course. These books are essential to the overall health and academic learning of this course. This award will help further understand the course and in FSI’s mission to train officers and support personnel of the U.S.
foreign affairs community, preparing American diplomats and other professionals to advance U.S.
foreign affairs interests overseas and in the U.S.
2.0 DELIVERABLES
The deliverables for this requirement are in accordance with the items detailed in the CLINs listed above.

PART IV – PREPARATION AND SUBMISSION OF QUOTATIONS
1.0 TYPE OF CONTRACT
The Government contemplates the award of a Firm Fixed Price Purchase Order resulting from this Request for Quotation (RFQ).
2.0 QUOTE SUBMISSION PROCESS
Due date for Quotations is June 21, 2023 at 10:00 AM, EST and shall be submitted to Susan Paek at paeks@state.gov. The contractor assumes full responsibility for ensuring the quotation is received by the due date and time.
3.0 FORMAT AND INSTRUCTIONS FOR QUOTE SUBMISSION
Quote must be prepared in accordance with the instructions in this Part. Failure to completely comply with these instructions, in either format or content, may lead to the rejection of a proposal.
• The Contractor shall provide a company Point of Contact including telephone number and email address who will be available to respond to any questions the Government may have.
• The Contractor shall submit pricing in accordance with instructions provided in Part I –
Supplies or Services and Price/Costs.
• The Contractor shall complete the offerors information page attached to this solicitation.
4.0 BASIS FOR AWARD
The Department of State intends to award a purchase order resulting from this RFQ will be awarded to that responsible offer submitting a technically acceptable quote, to include the ability to meet the required delivery date, with the lowest evaluated price. This is a Small Business Set-aside and the award is ALL or NONE. To be determined technically acceptable, the offer must submit a quote in accordance with the items listed in Part I of this RFQ.
