About this file

This document is a bid solicitation from the Cheyenne Metropolitan Planning Organization (MPO) for traffic data collection services within the Cheyenne urban area. The project requires a contractor to collect a total of 400 traffic volume counts during September and November 2025, specifically 300 24-hour volume counts with date, time, and total volume, and 100 24-hour volume counts that also include heavy truck classifications and 85% speed data. The data collection must occur on Tuesdays, Wednesdays, and Thursdays between September 2 and November 20, 2025, with the contractor required to communicate collection locations to the Project Manager via email and avoid construction and bad weather periods.

Bidders must submit pricing through the OpenGov Procurement Portal and obtain a right-of-way (ROW) permit from the city at no cost, though proper licensing to work in Cheyenne will incur a fee. The MPO has indicated they will assess additional costs if supplemental count locations are requested beyond the initial 400 locations. The solicitation provides flexibility for potential additional work while setting clear parameters for the primary data collection effort, with specific requirements for data reporting and collection timing.
