About this file
This document is a response to questions regarding Request for Quotation (RFQ) #08-2024 issued by the California Department of Water Resources (DWR) for the procurement of two (2) submersible spectrofluorometers and associated deployment sensors and accessories. DWR clarifies that the RFQ requests two spectrofluorometers with different specifications, listed as separate items. DWR has previously purchased a similar product and indicates that additional pricing information can be obtained through a public records request. The equipment must be suitable for use in river and brackish estuary environments, with a maximum depth requirement of 0-100 meters. DWR will accept alternative brands/models that meet the minimum requirements outlined in the RFQ. Regarding cable length, DWR confirms that a 10-meter cable will be acceptable for one of the spectrofluorometers. DWR does not have a specific part number for the laboratory cable, but it must meet the minimum specifications and be compatible with the proposed solution.
The RFQ is part of a state and local contract opportunity involving the California Department of Water Resources, Sacramento County, and San Francisco City. The contract will be for the provision of the two submersible spectrofluorometers and associated equipment, but the document does not provide details on pricing terms, set-asides, incumbents, funding requirements or sources, or other salient information.

DWR Response to Questions
RFQ # 08-2024 for Submersible Spectrofluorometers
August 30, 2024
Department of Water Resources (DWR) has provided the following responses to questions in regard to RFQ 10193219 for FMEP BI/CMR Implementation - PPM.
1. Based on the description part that was posted on CaleProcure, you need two (2) submersible spectrofluorometers and all deployment sensors and accessories.
But in the attached RFQ file, it says that the quantity for the said items is just one (1). Could you please confirm how many you need for the said items?
Answer: DWR is requesting two (2) submersible spectrofluorometers. The spectrofluorometers are listed on the ‘Items Requested for Quotation’ section beginning on Page 1 of the RFQ. ‘Spectrofluorometer 1’ is listed as Item 1 in the table and ‘Spectrofluorometer 2’ is listed as Item 7 on the table. Please note that the spectrofluorometers are listed as separate items because they have different specifications.
2. Have you previously purchased these items? If yes, would you please provide the previous bid tabulation or your current price for these items so we can improve our proposal to better meet your requirements at a reasonable price?
Answer: Yes. DWR has purchased a product that meets the specifications of the RFQ, and additional information can be obtained through DWR’s Public Records Request Portal that can be found at: https://water.ca.gov/
3. To ensure that we provide you with the exact items that you need, please provide us the following information:
a. Where will these equipment be used (river, lake, sea, ocean, etc.)?
Answer: river (Spectrofluorometer 1), brackish estuary (Spectrofluorometer 2)
b. What is the maximum depth that these sensors be submerged in?
Answer: 0-100 meters
4. Will you accept an alternative brand/model other than BBE Moldaenke PhycoProbe and FluoroProbe if needed?
Answer: Yes. The equipment must meet the minimum requirements listed in the RFQ
DWR 9003 (Rev.8/21)
5. For Line item #3, the 3m Underwater Cable for Spectrofluorometer 1, as per the manufacturer, the cables for the FluoroProbe III and PhycoProbe are available in standard lengths from 10 to 100 metres. Will the 10 meter cable work for you?
Answer: Yes
6. For line item #5, the Laboratory Cable, as per the manufacturer, the cable is only compatible to Spectrofluorometer 2 (Fluoroprobe). In order to provide you the exact item you are looking for, would you please provide the part number for the Phycoprobe laboratory cable?
Answer: DWR does not have an exact part number that it is requesting. The part must meet the minimum specifications of the RFQ and be compatible with the proposed solution.
