About this file
This is a Request for Quotation (RFQ) issued by the Government Accountability Office (GAO) for electronic access to a centralized accounting and auditing standards research platform. The solicitation number is 05GA0A26Q0044, with a quotation due date of July 1, 2026 at 10:00 AM Eastern Time. The requirement is for brand name or equal Checkpoint products providing access to current and historical accounting and auditing standards across multiple issuing bodies including AICPA, FASB, GASB, FASAB, COSO, IASB, IFAC, and ISSB materials. The contract is on a firm fixed price basis for a 12-month base period (September 27, 2026 through September 26, 2027) plus four optional one-year renewal periods, potentially extending through September 26, 2031. Six separate line items are specified for the base year covering different product packages: Government Accounting & Auditing Plus, COSOPlus, Accounting & Reporting Standards, Government Accounting & Financial Management Plus, Federal Tax and Financial Reporting & Management Gold Package, and Checkpoint Catalyst, with corresponding option year line items for each renewal period.
The evaluation basis is Lowest Price Technically Acceptable (LPTA), with quotations being evaluated first for compliance with submission instructions, then for technical acceptability, and finally on price. Vendors offering the brand name Checkpoint product must provide proof of authorized reseller status, align pricing with the specified periods of performance, and adhere to the Statement of Work. Vendors offering equal products must demonstrate how they meet or exceed salient characteristic requirements and clearly describe their product offerings. The platform must support at least 300 concurrent users with cloud-based access via IP authentication and individual logins, provide comprehensive search capabilities including keyword and Boolean searches, enable PDF downloads, offer customer support via videoconference, email, and live chat from 9am to 5pm Eastern Time Monday through Friday, and provide both synchronous and asynchronous training. Quotations must be submitted via email to Contracting Officer Glenn Hamilton (hamiltonge@gao.gov) and Contract Specialist Jennifer Montilla (montillaj@gao.gov), and must remain valid for 60 days from the due date.
