BASIS FOR AWARD:

US Government Accountability Office, Office of Inspector General (OIG) has a requirement to procure hotline telephone and web ba sed reporting services.

Basis for Award: GAO intends to award a Firm Fixed Price Contract that will be most advantageous to the Government based on Best Value Continuum – Lowest Price Technically Acceptable (LPTA) evaluation criteria. Therefore, the vendor’s initial quote should cont ain the vendor’s best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

This requirement is being competed in accordance with FAR Subpart 12.6 under the government beta.sam.gov website.

See Statement of Work (SOW) and Evaluation Criteria specified in this Request for Quotation (RFQ).

The technical evaluation criteria set forth below have been developed and have been tailored to the requirements outlined in the Sta tement of Work (SOW). Vendors are informed that the criteria: (1) serve as the standard against which all quotations will be evaluat ed; and (2) serve to identify the significant matters which the Vendor should specifically address in complying with the requirements of this solicitation.

In order to be considered for award, the vendor must be determined to be technically acceptable. Criteria under the Lowest Price Tec hnically Acceptable (LPTA) process are judged on an Acceptable-Unacceptable basis only. No other rating or qualitative value will be assigned. To be determined technically acceptable, all technical factors (1 & 2) must be rated acceptable for the technical quotation.

Any technical quotation that does not receive an acceptable rating for all factors, [including sub-factors], will receive an unacceptable rating for the technical quotation. Award will be made to the lowest-priced, technically acceptable, responsible vendor. The work sha ll be performed on a Firm Fixed Price basis.
