PART II - Site Specific Information A. Background The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ), in southern Harney County, Oregon intends to secure services including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for applying Dimilin 2L over a specific area, located in three small spray blocks in southern Harney county, north of Denio Nevada. The type of service is a full-service rangeland Treatment using Dimilin 2L. The contractor will provide all required Dimilin 2L, canola oil or other approved non-paraffinic oil (such as methaylated seed oil MSO) and water. The General Statement of Work lists general specifications, terms and conditions applicable to any contracts awarded under this RFQ.
B. Scope of Work
The USDA, APHIS, Plant Protection and Quarantine requires aircraft, personnel, facilitating equipment, and services to apply pesticides. The objective is to reduce the grasshopper population in the project areas, which when combined is estimated to be 14,000 total acres with an estimated 6,640 treated/sprayed acres after exclusions and using alternating swath (spray, skip, spray) application.
C. Performance Requirement The type and amount of equipment and personnel needed to accomplish the contract work; including satellite geo-positioning guidance and recording device is the responsibility of the Contractor. The aircraft must have flat fan nozzles, the ability to accept/read shape files and the ability to overlay spayed areas on a map after treatment. The work shall be done in strict compliance with the specifications provided by terms, specifications, conditions, and provisions of this solicitation and Statement of work.
The Contractor shall be required to commence work under this contract as early as June 19, 2020 or agreeable date and official notification by the Contracting Officer. The Contractor shall be liable for default unless non performance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the U.S. Federal Government in either its sovereign or contractural capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
The application will be in multiple small blocks. See attached for site specific information sheets and a map of each spray block. The COR will provide more detailed information, including a map of the flight lines.
The airstrip is in Denio Nevada with an average 50-mile ferry. Other airports and private strips may be available and can be used at the discretion of the contractor.
The rate of application will be 31 total ounces per acre: 1 ounce of Dimilin 2L, 10 ounces canola oil or other approved non-paraffinic oil, 20 ounces of water. (crop oil concentrate is not an option for this block) Offerors are reminded that there are numerous biological and entomological factors that determine the time and sequence of treatments. The importance of starting and completing a program within specified limits is critical. The objective of each program is to achieve the desired coverage of the designated geographic areas within specified time frames.
No adjustment will be made in the contract price for providing additional aircraft beyond the number and category of aircraft required by the contract or in the number of gallons or acres to be sprayed.
Award will be made to the lowest priced technically acceptable offer for this application.
