About this file

This document is an RFQ (Request for Quotation) from the California Department of Forestry and Fire Protection (CAL FIRE) for Dual Purpose Modular (DPM) Surveillance Systems, including annual software subscriptions and training. The RFQ requests bids for a 4-year contract to provide customized surveillance systems, with an anticipated bid submission deadline of June 10th, 2024. The RFQ addresses questions received from potential bidders, covering topics such as cellular service, software as a service (SaaS) coverage, power availability, audio capabilities, camera camouflage, and connectivity requirements.

Regarding pricing, the SaaS coverage for the License Plate Recognition (LPR) software will be priced on a 1-year basis, with the option for CAL FIRE to purchase 1-year renewals during the 4-year contract term. The RFQ also specifies requirements for camera features, such as a focused beam light capable of illuminating targets up to 75 feet away, as well as camera positioning details for elevation and azimuth.

State of California Department of Forestry and Fire Protection (CAL FIRE) RFQ 0495 DPM Surveillance Systems May 2024

RFQ Number: RFQ 0495

RFQ Title: DPM Surveillance Systems

RFQ Submission of Bid Date: June 10th, 2024, 2:00 PM PST

Questions Received: 5/28/24 4:40 PM

Q1: It is assumed that Cellular Service is NOT part of this contract and that the end user will provide the cell service that is required to remotely operate the camera systems. Is this assumption correct?

A: Correct

Q2: This is a 4-year contract that includes hardware and software with SaaS (License Plate Recognition, LPR). Typically, SaaS contracts are done in 1 or 2-year increments. My question concerns the pricing and duration of the SaaS coverage: SaaS Coverage in Year 1: Are we required to quote a price that covers 4 years of SaaS on each device, ensuring LPR coverage for the entire 4-year contract duration, regardless of when the device is purchased? 1-Year SaaS Coverage Regardless of Purchase Time: Alternatively, is the SaaS coverage limited to just 1 year from the time of device purchase, meaning that if a device is purchased in Year 3, it would only have LPR coverage for 1 year? Renewal Requirements: Or does the

SaaS provide 1 year of service from the time the device is purchased, requiring some devices to be renewed before the end of the 4-year contract period? Essentially, I need to understand if the SaaS coverage is designed to be executed as 1 year from the time of purchase, or if it should be priced and covered for the entire 4-year period regardless of the purchase time.

A: The License Plate Software will be priced for a 1-Year period. Each DPM Surveillance System shall include 1-Year of software which will begin at the time of purchase of each system. CAL FIRE shall have the option to purchase 1-Year renewals of the software during the term of the contract at the pricing listed in the Optional Items section of the cost worksheet.

Q3: Is there power available for both the PTZ and LPR cameras?

A: Correct. 120v power will be available to power the cameras.

Q4: Do you want solar capability on either?

A: A secondary power input port for solar/battery capability is desirable, however a solar device attached to the camera is not required.

Q5: What are you expecting from the audio capability?

A: Audio capability to provide an intercom-style, 2-way audio capability at the camera location.

Q6: From which cameras do you need audio?

A: At least 1 camera, if there is a multiple camera system.

Q7: Do you want camouflage cameras for both PTZ and LPR cameras?

A: The entire system needs to be a covert system. Camouflage, commonly referred to as “camera-flage” needs to be sufficient to create a low visual footprint for passers-by.

Q8: You’d like cellular connectivity but also want 24/7. Is that for the PTZ's as well?

A: 24/7 cellular connectivity for streaming video or recording on any camera in the system.

Q9: Is there fixed network availability for the PTZ cameras?

A: The only network the systems will be on is a cellular network, in rare cases the system may be placed on a WAN.

Q10: Could we use a focused beam rather than a large flood light?

A: A focused beam is acceptable, capable of catching a target 75 feet away from the system, with the light mounted on the system.

Q11: What is the azimuth and elevation position of the camera delivered out of one of the USB ports?

A: Elevation is 15’ AGL. Azimuth is 50° to 70°.
