About this file
This is an addendum to a Request for Qualifications (RFQ) issued by the Town of Benson, North Carolina for design and engineering services related to an elevated water storage tank and I-95 East water main extension project. The RFQ was originally issued on August 17, 2026, with qualifications due September 21, 2026 at 10:00 AM. The project requires North Carolina-licensed engineering firms to provide preliminary and final design, permitting, cost estimating, environmental reporting, surveying, construction documents, bidding assistance, construction administration, weekly observation reporting, and project closeout services. The elevated storage tank will have a capacity of 750,000 gallons, and the water main will be a 12-inch diameter line extending from the tank eastward to support future growth and development. Addendum One, issued September 15, 2026, clarifies that qualifications are limited to 20 pages double-sided (40 pages of material if needed), excluding rate sheets and insurance documentation. Submissions must include three to five representative projects demonstrating experience with elevated tanks and water main design, with three projects being the minimum requirement.
Funding for the elevated storage tank is secured through S.L. 2023-134 Appropriations Act Directed Project (DWI Project No. SRP-W-134-0223), with a project number allocated by the state. The Town is applying for an EDA grant to fund the 12-inch water main component and is proceeding with a phased approach pending full funding confirmation. Property acquisition for the tank site is 95 percent complete, allowing design to proceed expeditiously. The Town anticipates a large company beginning operations in late 2026 or early 2027, creating urgency to support increased system pressure, flow, and storage capacity for compliance and future growth. Evaluation criteria weight Qualifications and Technical Competence (30%), Experience of Key Personnel (25%), Project Approach and QA/QC Process (20%), Past Performance and References (15%), and Proximity to Project and Local Regulatory Knowledge (10%). Interviews with top-ranked firms are scheduled for the week of September 28, 2026, with contract award and scope negotiations anticipated for October 22, 2026, and contract execution on November 12, 2026.

TOWN OF BENSON
REQUEST FOR QUALIFICATIONS
RFQ 03-2026 - ELEVATED STORAGE TANK & I-95 WATER
MAIN
Date of Issue: August 17, 2026
Qualifications Due: September 21, 2026 @ 10:00AM
Addendum One – September 15, 2026
Please see the following questions regarding RFQ 03-2026:
1. Is funding for the design and construction of the elevated storage tank currently secured and budgeted? It is. The Town has a project number from the state and the monies are allotted for this project.
2. What is the anticipated date for completion of the property acquisition for the proposed tank site? We are in the final stage of the acquisition. Contracts and amounts have been agreed to.
3. What funding sources are anticipated for the 12-inch water main component of the project, and what is the current status of those funding efforts? The Town is re-applying for a previously- held EDA grant that will be applied to the project.
4. In the event that the final addendum issued on September 18, 2026 includes significant scope clarifications or revisions, does the Town anticipate extending the September 21, 2026 qualifications submission deadline to allow firms adequate time to incorporate the changes into their submittals? The submission may be extended if several firms require it but the scope of this project for engineering submittal purposes is not too involved.

5. Beyond simply adding 750,000 gallons of storage, what are the biggest problems or future needs the Town wants this project to address system pressure, fire flow, redundancy, future development east of I-95, or something else? The town is growing and it was decided to increase pressure, flow, and storage capacity
6. What hydraulic modeling or system analysis has already been completed to establish the 750,000-gallon tank size and 12-inch water main? Are there specific locations or performance criteria the Town will use to measure the project's impact on the existing water system? This will be addressed during the design period
7. Where does the Town currently stand with acquisition of the elevated tank property? Are there any known site constraints access, easements, geotechnical conditions, wetlands, utilities, permitting, or neighboring property concerns that you would like the design team to address early? The town is 95% closed on the parcel I wanted it that way so design could proceed faster than waiting for purchase.
8. What is the current status of the additional funding for the water main east of I-95?
If the full amount is not secured, would you expect the selected engineer to develop phasing or alternative routing options that would allow portions of the project to move forward? We are confident in the alternative funding source but for now the engineer will proceed in a phased manner.
9. Is there a specific target date when the Town would like the tank and water main to be operational? Are there any critical schedule drivers, development commitments, funding deadlines, regulatory requirements, or upcoming projects east of I-95 that the selected consultant needs to design around? There is not anything currently imposing on this project east of I-95. For schedule, the town would obviously would like to proceed in an orderly, quick manner. We have a large, new company that will be starting up operations toward end of next year, maybe sooner.
10. Taking a step back from the technical scope, what is the bigger "why" behind this project for the Town? What would you like this investment to accomplish for the community over the next 10–20 years? Referencing the answer from 1. The why is that we will need the additional capacity for compliance and growth.
11. Do you have an existing hydraulic water model that will be provided to and used by the selected consultant for the tower? If not, is the selected engineer expected to develop a hydraulic water model? We can provide existing modeling data. The determination of modeling after the tower is complete
12. The RFQ states we can provide up to 20 pages, double sided – does that mean 20 pages total (ie 10 sheets of paper with writing on each side) or 20 double-sided pages (ie 40 pages worth of material)? And does the 20 page limit include the rate sheet/other expenses and proof of insurance? 20 pages, double sided, which gives the applicant 40 pages of material if needed. The page limit does not include rate sheet, insurance sheet only.
13. You mention wanting to review 3-5 recent tank projects for our recent experience. If we include water main projects to show our water main design experience, does that count in the 3-5 project quantity? And maybe the better question would be, is that quantity of projects for our experience a limit or a minimum? Since the project contains both the elevated tank AND water line extension, both will be acceptable.
3 to 5 is a generalization of size. It is up to applicant as what to put in application but 3 projects is the minimum.
14. You ask for our hourly rate schedule as well as other potential expenses – are you wanting a breakdown of project/design costs, or is that just requesting our standard rate schedule (which includes the items noted, travel, overhead, expenses)?
Standard rate schedules depicting labor rates/ hours, printing services, etc.
Anything that would be billable per change order and/or timesheet.
15. Please note that the online RFQ on North Carolina EVP states 2:00PM submission time on September 21st. Submission time is 10:00 AM on September 21st.
