COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation RFQ02212025 is issued as a Request for Quote (RFQ). Only small business providers of items within the Bill of Material (BOM) may be an awardee.
This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC)
2025-03 effective January 17, 2025. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov/browse/index/far.
This Solicitation is set-aside for small businesses. The associated North American Industrial
Classification System (NAICS) code for this procurement is 541519 Computer Facilities Management
Services and the size standard is $30M.
Due Date: All quotes shall be submitted by 12:00 PM Eastern time March 11, 2025 to Charles
Reilly at charles.reilly@opm.gov. The award will be made subject to FAR 52.232-18 Availability of

Description:
The Office of Personnel Management (OPM) Office of Inspector General (OIG) is responsible for the processing of audits, management reviews, and investigations, filed under the operations of OPM, from the general intake stage through the investigative stage. The investigative cases include complaints rising from waste, fraud and abuse in agency programs and operations, and cases referred for prosecution and monetary recovery action. Proper handling of these cases requires that all relevant information be collected, that the processing of these cases by OPM OIG personnel be tracked, and that the required processing steps be recorded, and that reports in a variety of formats meeting a range of requirements and schedules be generated.
OPM OIG is in the process of modernizing its SAS legacy Data Warehouse. OIG is currently receiving support to provide technical architecture services and a road map for both the current and future state of the OIG Data Warehouse and Data Marts. The contractor is providing Business Intelligence System
Architecture, Data Architecture and Data Modelling services, as well as security access controls architecture for safe-guarding the data and for providing role based data access. In order to provide this support, the contractor requires a suite of licenses as noted within the Bill of Material (BOM) that can be found within the contract file.
The awardee will provide the brand name items as listed within the BOM. The BOM will be provided to interested parties after they complete and return the NDA
The Period of Performance will run from April 01, 2025 through March 31, 2026.

PROVISIONS AND INSTRUCTIONS TO QUOTERS
Addenda to 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2018) applies to this acquisition.
QUOTE SUBMISSION
Offerors must submit an electronic copy of its quote via e-mail to charles.reilly@opm.gov on or before
12:00 pm Eastern time on March 11, 2025. Submission of a quote that does not contain all items requested below may result in elimination from consideration of award. Quoters may submit alternate quotes to the items within the BOM; however, the quoter must submit sufficient reasoning as to why they will be providing alternate items. The Government will make a determination as to whether the alternate quote is acceptable. Quoters are responsible for including sufficient details to permit a complete and accurate evaluation of each quote
BASIS FOR AWARD
This acquisition is being conducted in accordance with FAR 13.5 along with procedures found within
FAR 12 and FAR 15. This is a best value acquisition where the source selection process utilized is
Lowest Price Technically Acceptable (LPTA). Evaluation of quotations will be IAW FAR 52.212-2.
Following the LPTA evaluation process:
The Government will first evaluate price to determine the lowest through highest priced quotations. Only the lowest priced quote will be evaluated for technical acceptability, unless the lowest priced quote is deemed technically unacceptable. If the lowest priced quote is deemed technically unacceptable, the next lowest quote will be considered, and so on until a quoter is identified to be technically acceptable.
Contractors are advised that the Government may not evaluate the technical quotation response of all
Contractors under this RFQ.
(a) The Government will award a task order resulting from this solicitation to the responsible Quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price – Price evaluation will be based on the extent to which price is quoted in accordance with the terms and conditions of the RFQ and is determined to be both fair and reasonable. Price will not be given a specific rating but will be evaluated.
• Price will be determined by the aggregate total of all line items.

The quoter’s Price Quote will be evaluated for reasonableness. Adequate price competition is expected to support the determination of reasonableness. The price evaluation team will evaluate each Quoter’s quote to determine whether the quote complies with the instructions/requirements of the RFQ and if the price is reasonable.
Price analysis techniques may be utilized to further validate price reasonableness. A total evaluated price will be calculated for evaluation purposes only and used to assist in determining the best value to the
Government. The total evaluated price shall include all costs associated with providing the final items and/or services to the Government. This evaluated price will be used in making an award recommendation. Therefore, any inconsistency, whether real or apparent, between the technical volume and price volume should be explained in the supporting price data volume.
Technical Capability – The submitted technical quote will be evaluated based on the Contractor’s quote to provide ALL brand name items listed on the BOM. The evaluation criteria used for this element shall be either ACCEPTABLE or NOT ACCEPTABLE. If the quoted product(s)/service(s) meet the stated minimum requirements, it will be rated ACCEPTABLE. If the proposed product(s)/service(s) do not meet the stated minimum requirements, it will be rated NOT ACCEPTABLE.
Past Performance – The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including, but not limited to, the Contractor Performance
Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), and the System for Award Management Exclusions, and Dun & Bradstreet (DNB). No additional past performance submission is required.
A single award shall be made to the vendor whose quote is determined to provide the best value to the
Government. In FAR 2.101 “best value” is defined as the “expected outcome of an acquisition that, in the
Government’s estimation, provides the greatest overall benefit in response to the requirement.” The evaluation of the competitive quotes is restricted to small business providers of the items within the
BOM.
Quoters are informed that the Government does not intend to conduct discussion as part of the evaluation and selection process. However, the Government does reserve the right to conduct discussions if it is determined by the Contracting Officer to be in the best interests of the Government to do so. Therefore, quoters are cautioned to provide all the information required and requested by the solicitation at the time of its initial quote submission.

ATTACHMENT 1
NON-DISCLOSURE AGREEMENT
The individual listed below is being provided with sensitive and system vulnerability information regarding the OPM OIG Data Warehouse Bill of Materials (BOM) and Brand Name Justification (BNJ).
The individual listed below will have access to this information in order to allow him/her to respond to the RFQ and for no other purpose. Documents or information to which the individual is exposed may not be used for any other reason. Further, by signing this document in the space provided below, the individual selected for this purpose asserts that the documents or information provided will be protected from release to any other party besides OPM OIG staff with a need to know. Distribution and access to this information must be strictly limited and documented by those individuals with a need to know and solely for this procurement-related purpose. The duty to safeguard the information received is a continuing personal obligation that is not terminated or otherwise modified by change of jobs or employer. The following controls apply:
1. Treat all documents provided as the sensitive and confidential and property of the U.S. Office of
Personnel Management. The individual signing this document will not disclose the fact of his/her access to procurement-related information and/or cybersecurity-related information to any individuals except those specified OPM OIG staff who have a need to know, or other staff of the
Signatory’s company who have also executed this non-disclosure agreement who have a need to know, and only for the sole purpose of responding to this RFQ. Every recipient of this sensitive material must agree to and sign this non-disclosure agreement and copies of each signed agreement must be provided to OPM OIG.
2. When not in use, any information or documents provided must be kept in a locked drawer or cabinet or other restricted access environment where they cannot be accessed by unauthorized personnel. Within a reasonable time following the conclusion of the work, the signatory will return all copies of furnished information to the OPM OIG or certify that all physical and electronic copies have been shredded or destroyed. The signatory must promptly notify OPM
OIG of any known or suspected loss, theft, or other compromise of this information as soon as the signatory becomes aware of such instances.
I understand that making a false, fictitious, or fraudulent certification may subject me to prosecution under Title 28, United States Code, Section 1001.

52.204-21 Basic Safeguarding of Covered Contractor Information Systems (Nov 2021)
(a) Definitions . As used in this clause—
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information .
Federal contract information means information , not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information , such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data , or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information ( 44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.

(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract
Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment , and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications
(i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph
(c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

52.209-7 – Information Regarding Responsibility Matters (Oct 2018)
(a) Definitions. As used in this provision—
“Administrative proceeding” means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative
Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract
Appeals Proceedings). This includes administrative proceeding at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
“Federal contracts and grants with total value greater than $10,000,000” means—
(1) The total value of all current, active contracts and grants, including all priced options; and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award
Schedules).
“Principal” means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).

(c) If the offeror checked “has” in paragraph (b) of this provision, the offeror represents, by submission of this offer, that the information it has entered in the Federal Awardee Performance and Integrity

FAPIIS as required through maintaining an active registration in the System for Award Management which can be accessed via https://www.sam.gov (see 52.204-7).

1752.233-70 OPM Protest Procedures (July 2023)
(a) An interested party who files a protest with OPM has the option of requesting review and consideration of the protest by either the Contracting Officer (CO) or the Senior Procurement
Executive (SPE). The protest must clearly indicate the official to whom it is directed.
(b) If the protest is directed to the SPE, a copy of the protest must be sent to the Head of the Contracting

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph
