Questions Regarding RFP-TDAT-038-13 (Fresno, CA.)

1) What type of offenders are the inmates being referred?

Federal offenders, meaning individuals who have been convicted of a federal offense.

2) Do we qualify as a small business since we are non profit? There was a checklist type question, I cannot recall the page however non profit was not an option as a response. We meet the criteria as a small business I am quite certain— I just noticed non profit was not on the list.

Non profit and small business are two different categories that are neither mutually inclusive or exclusive. This solicitation only inquires about small business qualification, which is usually determined through identification/registration as a small business.

3) Our company has a current indirect rate established with a SAMHSA federal grant, is this applicable or would we need to reestablish an indirect rate specific to this bid (if we chose to propose an indirect rate)

The rates submitted are determined by your company.

4) Are we constructing an RFP or is this a bid for service? Grant writer states they are more similar than different, she just would like to know if there is a preference.

Please review the solicitation requirements carefully, as it outlines in language and form the information requested for a submitted proposal.

5) What are the after care plans for these individuals? Once they no longer at an RRC, then would they be visiting the chosen contractor’s site for their outpatient services?

Federal inmates are referred to Residential Reentry Centers (RRCs) to allow for transitioning back to the community. While in the community, inmates remain in the custody of the Federal Bureau of Prisons (BOP) until their pre-determined release date from federal custody. Upon completion of their federal sentence, many inmates have sentences requiring continued supervision through U.S. Probation. While the BOP and its contracted community treatment providers communicate and work together with U.S. Probation on the successful transition of inmates into the community, U.S. Probation has its own contracted community treatment providers and requirements federal offenders will be required to meet once they are no longer in the custody of the BOP.
