Amendment 2. Questions and Answers received for RFPSSPR464972 as of 07.17.2026.

Question 1.

Subcontracting and Self-Performance Limitations: The RFP specifies Firm Fixed Price for "Ladders, Scaffolding, and accessories." FAR 52.219-14 and DEAR regulations impose limitations on subcontracting depending on contract type and set-aside status. Since this is *not* a small-business set-aside (per Section 2), I assume the general FAR 52.219-14 ceiling applies (e.g., 100% for unrestricted supplies, or potentially lower percentages for specialty trade construction if applicable). Please confirm: (a) Is this procurement intended to be treated as supply/COTS acquisition, construction, or specialty trade work, and (b) what is the applicable subcontracting limitation percentage, if any?

Answer 1. This solicitation is for supplies only and is being issued on an unrestricted basis.

Neither the RFQ text, Attachment B (ORNL Terms and Conditions), nor Attachment C (Prime Supplemental Flowdowns) references FAR 52.219-14, Limitations on Subcontracting, and the solicitation does not state a subcontracting limitation percentage.

Question 2.

Bill of Materials — Multiple Suppliers Required: Attachment A lists items from three distinct suppliers (Universal Manufacturing, Direct Scaffolding Supply, and Metal Tech). The RFP requires offers to provide "requested products per Attachment A or Domestic Equivalents."

To ensure compliance and cost accuracy, please clarify: (a) Does the Company require all three suppliers to be sourced, or may I propose a single consolidated vendor that can supply equivalent items from all three categories? (b) Are there any approved alternate sources or distributors that can consolidate these product lines? (c) Will the Company consider slight modifications or substitutions in product sourcing to improve lead-time or cost, provided functionality and safety specifications are met?

Answer 2.

(a) No. Offerors are not required to source from all three suppliers listed in Attachment A. A single vendor may be proposed if the items meet Attachment A requirements and qualify as domestic equivalents.

(b) No approved alternate sources or distributors are identified. Offerors are responsible for proposing compliant products.

(c) Yes. Substitutions may be considered if they meet all Attachment A functional, safety, performance, and other stated requirements.

Question 3.

Can you confirm the RFP Submission Deadline?
