About this file

This is a Statement of Work (SOW) issued by the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs (EEA) for the purchase, installation, and commissioning of electric vehicle (EV) charging equipment at Shawme-Crowell State Forest in Sandwich, Massachusetts. The project requires vendors to install two Level 2 networked EV charging stations—one at the Administration Building and one at the Maintenance Garage—with associated equipment including wall mount guards or bollards, exterior disconnect switches, conduit, wiring, circuit breakers, and junction boxes. Vendors must provide itemized quotes for dual-port charging stations (ChargePoint CP6000 or approved alternative) and single-port charging stations (ChargePoint CPF50-L23 or approved alternative), with separate pricing for 1-year and 5-year (including 2, 3, and 4-year options) networking and warranty packages. The SOW became available on COMMBUYS on April 17, 2026, with an optional site visit on April 30, 2026 (10:30 AM to 12:00 PM), vendor questions due May 1, 2026 by 5:30 PM EST, and proposals due May 11, 2026 by 4:00 PM. The estimated contract start date is May 19, 2026, with all work required to be completed by June 29, 2026. All proposals must be submitted electronically through COMMBUYS and include the Response Cover Sheet, itemized quotation with fixed pricing and timeline, and detailed expenses.

The solicitation is issued under the Massachusetts Statewide Contract VEH122 for Advanced Vehicle Technology Equipment and is subject to the Small Business Purchasing Program (SBPP), which gives preference to SBPP-registered vendors meeting best value criteria. All vendors, regardless of size or location, may submit proposals; however, SBPP participants with principal places of business in Massachusetts, at least one year in business, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less (three-year average) will receive award preference if they meet best value standards. EEA Facilities reserves the right to award the contract in whole or in part, accept partial bid components, or proceed with only one installation site. Vendors are responsible for all permitting, inspections, equipment commissioning, delivery of specification sheets, and as-built drawings. No services may be performed or fees incurred without a written Scope of Services agreement, a not-to-exceed amount, and a Notice to Proceed from EEA Facilities. No reimbursements will be provided for proposal preparation costs.
