FAR (48 CFR) 53.243
THE CLOSING DATE AND TIME FOR RECEIPT OF PROPOSALS IS HEREBY EXTENDED
TO “CLOSE OF BUSINESS ON JANUARY 30, 2009”.
The following are questions that were asked at the Pre-Bid Tour held on December 10, 2008.
Answers provided at the pre-bid tour and/or additional information is as follows:
1. Question regarding foot and horse traffic from the R-Ranch, which might be difficult to control, even if they sign it “Closed to all use”, also would they have regular Forest Service, District, or their own locks on the gates?
Contractors are referred to Special Project Specification 156 regarding Public traffic control and the closing of Road 22S10 for the duration of the project. Cooperators in the project area are notified to caution their visitors/employees of FS scheduled work in their area. Contractor will be issued a Forest Service key for the locks.
2. Is there a cut off date for Request for Information (RFI).
There is not a formal date for cut-off of RFI’s, contractors are to use their best judgment regarding any submittal of RFI’s and the closing date of the solicitation.
3. Section G shows No Government Furnished Materials?
Section G, Page 11 of 42, Clause G.1. Government-Furnished Property: Delete the word “NONE” and replace with the following:
Culvert pipes, Elbows, Coupling Bands, Inlet sections, Flumes, Appurtenances.
(The Contractor shall furnish all connective hardware, gasket joint material, iron pipe anchor stakes, protective coating paint if needed for metal cuts, etc.)
4. Where are the drainage structures to be stockpiled?
Any and all excess government materials are to be stockpiled at the Kernville Work Center, 11380 Kernville Road, Kernville, CA 93238/
5. There were a few questions about Item 25320 the Revetment System for the low water crossing between Mile Posts 3.655 to 3.670, after the discussions during the Pre-Bid Tour.
Material and Design requirements are listed in Supplemental Specification 253.01. Alternative Materials must meet the same Material and Design requirements and have the required certificates of compliance submitted for the Contracting Officer's approval. Installation of the Revetment System is as an overflow diversion channel, not as a primary flow channel. Manufacturer recommendations for a 2-foot anchoring trench on the upstream edge do not apply to the installation. Install per the contract drawings.
6. The specified Compaction Methods B & C for both the Subgrade & Aggregate Surface Course is Roller Compaction until there is no evidence of visual displacement or the need for further consolidation.
The methods both refer the Contractor back to subsection 204.11, further detailing the procedures needed to obtain suitable compaction. Method C for the Aggregate Surface Course refers back to subsection 204.11(a)(1) which is still visual roller compaction, subject to change for different gradations which would require controlled compaction, should the Contractor elect to place a different gradation.
7. There were a few questions & concerns, regarding the Schedule of Items & Schedule of Values, especially should there be a needed change for the work.
We briefly explained the IAS payment process, which has determined how the now listed contract schedules came to be, also that the Schedule of Values are all components of the listed
Schedule of Items. We referred to Section 109 Measurement & Payment within the FP-03 Standard Specifications, which specify the correct procedures and approved methods, encouraging everyone to become familiar not only with this section, but the whole book as well.
8. To confirm the discussion during the pre-bid site walk regarding surveying and staking.
The Forest Service will stake the road prior to start of construction operations and the contractor is responsible for the maintenance and protection of the stakes till project completion.
9. Question regarding where to obtain burn permits?
Burn permits are available at the Forest Service Supervisor’s Office or any district office.
10. Question regarding communication at the project site, i.e. type of radios needed, band, etc.
It is the contractor’s responsibility to have available communication at the project site in case of emergency. The FS will not dictate what type or kind is required, only that there be some type of available communication.
The following is a list of RFI’s received from several interested contractors with answers regarding the subject solicitation:
11. Page 4 of 42 "Schedule of Values "Item #20301 "Removal, Cleaning & Stockpiling of Drainage Structures". The quantity shown on this page is six. This is in conflict with the quantity found on page 3 & 4 of the Plans.
The quantity shown in the Schedule of Values “Item #20301 is 6 each. The Plans on pages 3 and 4 show a total quantity of 6 each, broken down as follows:
MP 1.877-1.880 1 each MP 3.735 1 each MP 3.753 1 each MP 3.847 1 each MP 3.917 2 each (1 on each side of bridge)
12. Section "G" found on page 11 of 42 states that the Government Property provided will be "NONE".
This is in conflict with Page 4 of 42 "Schedule of Values" where the term "Government Furnished appears on seven different items.
See answer to question #3 above.
13. Page 11, item 156.03 of the Specifications states that the contractor shall "...keep all existing roads open to the public and maintain them...". Please clarify the intent of the contract regarding keeping the road open to the public.
See Special Project Specification 156 it deals with public traffic control and closing Road 22S10 for the duration of the project. Also refer to question #1 above.
14. The "Schedule of Values" Item #20301 18" Pipe Culvert" (Government Furnished). Will the Government also be providing the coupling bands & Elbow?
See answer to question #3 above.
15. Big Mac drainage assemblies consist of three sections, an Inlet, a starter & flume (see page 14 of the plans). The Work List found on pages 3 & 4 of the plans indicate the installation of Big Mac Starter Sections only. Is this your intent? Or will we be installing the complete assembly?
The complete assembly (government furnished) will be installed. See answer to #3 above.
NOTE: Subject Solicitation, Page 4 of 42 Schedule of Values is deleted and replaced with the attached REVISED Schedule of Values (changes are to Item No. 60607 and are in Italic).
16. Item 60607 on the Schedule of Values references Big Mac Starter Sections (Government Furnished). Who is providing the inlet & flume?
The inlet and flume will be government furnished. See answer to #3 above.
17. Who is providing the connecting bolts & anchor stakes for the Big Mac drainage assemblies?
Contractor shall provide all connecting bolts and anchor stakes. See answer to #3 above.
18. Some Big Mac Assemblies call for 10' of flume and others call for 20', yet there is no pay item indicated for flume on the Schedule of Values. Is the flume to be lumped in with Item 60607 on the Schedule of Values?
See answer to #3 and #15 above.
19. Item 60202 calls for Government Furnished pipe. Who provides the coupling band?
The government will furnish the coupling bands. See answer to #3 above.
20. Per the Fire Plan, Section 4.B, there are several permits listed as required. Please provide the forms or point of contact for each.
Permits referenced in the Fire Plan are available from the Forest Service and will be discussed at the Pre-work meeting with the successful offeror who is awarded the contract.
21. Per the Fire Plan, Section 4.J, the contractor is required to furnish a communication system to connect to the designated Forest Service Dispatch Center. Please provide the recommended systems that will meet this requirement.
It is the contractor’s responsibility to have available communication at the project site in case of emergency. The FS does not dictate what type or kind is required only that there be some type of available communication.
22. Per RFP, Section C.9, the Forest Service is to provide a project area maps showing noxious weed areas. Please provide this information.
We have no known areas of infestation within the project area.
23. To confirm the discussion during the pre-bid site walk, the Forest Service will provide the initial work stations surveying and the contractor will maintain the staking for duration of the project.
The Forest service will stake the Road prior to start of construction operations and the Contractor is responsible for the maintenance and protection of the stakes till project completion.
24. To confirm the discussion during the pre-bid site walk, the Forest Service is not expecting proctor testing of the road bed and aggregate base. The drawings and specifications require this testing.
Please clarify the testing requirement of the road bed and aggregate base.
Delete the Note on Sheet 10 of 15 of the Project Drawings. There is no proctor testing or any other testing requirements for the road bed and aggregate base. Refer to Supplemental Specification 204.11, Method B for the road bed and Supplemental Specification 321.05, Method C for the aggregate.
25. Question regarding the Revetment: The manufacturer of the articulating concrete mats recommends that the upstream edge of the mat be placed in a 24" deep trench (much like a cutoff wall) to protect it from being undercut by the storm flow. The plans call for a 16' wide roadway. Since the mats are 8' wide the finished roadway will only be 14' wide when installed in this manner. Do you have an alternate plan to protect the upstream edge of the mat or will you accept a 14' roadway at the low water crossing?
Installation does not require the 24-inch trench, because it is an overflow channel, not the primary flow channel. Install per the contract drawings.
